Guidance for the Acceptance of Proposals for Embassies

"Target region" means a region that has proposed embassies with the LSC, or is being evaluated by the LSC.

1. Size:
a. Target regions should have at least about 15 non-puppet nations
b. Target regions should have at least 5 WA nations

2. Tags:
a. Target regions should have at least one tag among: Anarchist, Communist, Socialist, Democratic, Anti-Capitalist, Anti-Fascist, Feminist, Eco-Friendly or LGBT, or, similar tags.
b. Target regions must not have the Anti-Communist, Capitalist, Imperialist, Monarchist, Fascist, Patriarchal, Theocratic, Totalitarian or Puppet Storage tag.
c. Exceptions can be made on a case by case basis if the target region has some compatibility in values, and demonstrates commitment to respectful dialogue.

3. Embassies:
a. Target regions must not maintain embassies with other regions that have the Anti-Communist, Fascist, Patriarchal, Theocratic or Imperialist tag.
b. Target regions should maintain embassies with other regions that share our values, unless they have not yet established many embassies.
c. Target regions should not be currently pursuing massive amounts of embassies at once without regard to values.

4. Behaviour:
a. LSC values, as stated in the LSC charter, must be upheld by the leadership of target regions, and in the target regions' RMBs.

🤔 you could join the WA and like, ally with other voters to get resolutions passed; you can endorse nations you like and withhold your endorsements from ones you don’t to influence WA elections; or you could join the region’s international committee and decide which regions we ally with thru embassies. Regions are essentially alliances too. So right now you’re our ally. You could invite others to join the region or one day you could start your own region and invite only nations you like, etc.
If you just want to keep a list of nations you like/appreciate, you can always add them to your dossier.

Since the 3 days of Election Secretary Nominations have passed, and one nation has been nominated, that makes Stus-plasia the Election Secretary. Stus-Plasia, I think since the Charter does not specify what to do when there is one Election Secretary, the Confederal Council Elections are up to you for when they begin. Congratulations on the role.

As the Confederal Council is bringing the term to an end, if you are on the Confederal Council, please don't forget to publish an end report when you are ready. It is helpful with documenting how the region changes.

I don’t think there is really a precedent for what dispatch to pin, if the already drafted one can be pinned or we must write a new one, but I believe it’d be helpful for there to be a dispatch of the guidelines, if the region decides to adopt them.

I am currently busy and therefore I will defer the election dates by 1 day. The CC nominations will start on Thursday, May 26th, and the CC elections will start on Thursday, June 2nd. If anyone has any objections to this, please let me know. Good luck to all those running! ^-^

Report:
This quarter we saw some members helping out with one or two NSleft military maneuvers.
We had an incident involving a troll spamming slurs or something in the RMB while I was away from the game, but iirc Patagonian Workers Front rose to the occasion to shut that down.
The RMB has gotten livelier with many more members and discussion topics, art, and so on.
The Discord server continues to be our biggest discussion area. Members have been making great use of our “mutual care” channel to lift each other up compassionately.

I appreciate the welcome, I couldnt have chosen a better region for us. I feel generally us Libcoms Socs etc dont have too much to gain by being entirely separate anyhow. But it is fun to have your own unique identity

End Report for the Activities of the Outreach Council During This Term

The Outreach Council has continued to run the processes of reaching out to and recruiting new nations during this term, via a Python script. At the start of this term, on March 6, 2022, the LSC consisted of 130 nations. Currently, as of the time of writing this report, the LSC consists of 155 nations, meaning that there was a net increase of nations in the region of 25 new nations. The number of nations in the LSC mostly fluctuated in the range between 130-150 nations during this term. This net increase in population is less than the prior term's net increase of ~73 new nations. I cannot tell with exact certainty the reason for this difference, as I don't have access to the minds of the nations who receive the recruitment telegrams, though I would suspect it might have something to do with the fact that the recruitment campaign had been renewed during the prior term, potentially resulting in a "regression to the mean"-sort of effect. Of course, this is just a hypothesis, and is by no means an analysis of the change in population meant to be made with 100% certainty.

As of writing this report, 33902 recruitment telegrams in total (over the duration of all terms) have been sent, meaning that 21005 have been sent during this term. Out of all the recruitment telegrams that have been sent over the course of all terms, 4919 or 14.51% of recruitment telegrams have been read, and 461 or 1.36% of recruitment telegrams have resulted in recruitment. Many of the nations who have been recruited left about as quickly as they joined, but many others also opted to stay in the LSC and engage in the region. I have also perceived a slight increase in participation in the region on both the regional Discord server and the RMB, though one cannot be certain unless or until a quantitative measurement of participation has been obtained.

Now, as for things for the Outreach Council to do in the next term, engagement and participation could be increased via use of polls, questions in the RMB, increased roleplay, etc. I believe that the next term could pose as a great opportunity for increasing the population and engagement in the region, as the term coincides with the summer break, where many school and college students will be out of school, and many will have more free time on their hands. Summer is usually known to be the period of time where participation in NationStates increases in general, so I would not be surprised if population and participation both increased during this next term.
