Well, that Punjab project has hit something of a rut:
I've got the theoretical Muslim populations of all districts of Punjab, so it's just a case of determining how many seats lie in each district. Then each constituency is drawn up. Again for the Hindu-Sikh seats. That will be 600 seats total, 300 for Muslims (& Christians) and 300 for Hindus and Sikhs.

So, here is another question:

In the legislative assembly of undivided Punjab, there were not only seats for geographic areas (urban & rural); there were also seats for specific communities. These numbered as follows:
• Four for women (2 Mus., 1 Hind. & 1 Sikh)
• One Anglo-Indian
• One European
• Two Indian Christian
• One for "commerce and industry"
• Five for landholders (3 Mus. incl. 1 for Baloch Tumandars, 1 Hind. & 1 Sikh)
• Three for trade unions
• One for universities

The question then arises as to whether such "special" seats could ever survive into a modern electoral system. These were often wildly disproportionate; Most landholders, for example, ran unopposed as there were few electors. Indeed, only ten Baloch Tumandars voted in the election (Jamal Khan Leghari of the Unionist Party won unopposed).

It's not just partisan elements at play either, but institutional and religious.

Hindus and Sikhs share an electoral roll: How do both communities agree that a constituency should only allow Sikh or Hindu candidates, or be open to candidates of either faith? If, say, a constituency is reserved for Sikh candidates only, how are Hindu voters supposed to react - especially if Sikh parties (Akali Dal or similar) make no effort to act on behalf of Hindus? Must said party broaden its appeal to all voters on their roll; Sikh, Hindu, Buddhist and Jain? Does Sikh/Khalistani nationalism become sidelined when these parties must broaden their appeal? Can Hindutva/Hindu nationalism make inroads when a set number of seats is always assigned to Sikhs?

Take the other voters' roll: It is dominated by the (orthodox) Muslim population, even though Ahmadiyyas and Christians vote on it. Can the Muslim community, much more numerous, deny Christians representation? Or would the Punjabi version of the electoral commission demand some seats be restricted to Christian electoral candidates? Could said commission insist Shi'as have similar representation, despite Punjabi Muslims not really having such a sectarian view of their community?
Even if, say, the Muslims agree to assign 10 of 300 seats to minorities (9 Christian, 1 Ahmadiyya), the voters in all 300 seats are overwhelmingly Muslim. No minority Christian party could ever win a seat, even if the *candidates* can only be Christian. Mainstream Muslim parties would just put up a token Christian candidate, and the overwhelmingly Muslim voters would elect that representative.

Would political parties form cross-community alliances? Could any one political party (like the Unionist Party of Punjab, in the 1940s) see electoral success on both electoral rolls? Or would Muslim parties work with Muslim parties, and Hindu/Sikh parties likewise?
I mean, Muslim parties would only ever compete against and take votes from other Muslim parties. They are not in conflict with Hindu/Sikh parties during any election - so would it be more natural (somewhat paradoxically) for parties of different communities to work together? Or would parties on the same electoral roll subscribe to a "gentlemen's agreement" to work together in the interests of their religious community, against the other.

Would an electoral system as I propose (300 seats to Muslims, 300 seats to Hindus/Sikhs) lead to greater religious polarisation in this alternate-history "united Punjab", or religious harmony? Or is politics always politics, and the question is null?

Thats such an awful thing to say. There are 29,000 soldiers in India who are Muslim. Just because they are Muslim you can't act like they are from Pakistan.

Also, one of the greatest Indian dudes is a muslim. Talking about Kalam.
