To endorse someone means to support them publicly. There should be a button near the bottom of a country's profile.

You have issues which when solved will change your stats.

You build up your military by solving certain issues, often by choosing the most agressive option in a diplomatic issue (like invade X country because he provoked you), you cannot declare war but you can participate in raids against other regions which basically means invading them
