I guess if people get rewarded for being pedantic, more people will follow suit; a good ole fashioned tragedy of the commons.

I think that we could avoid the problem of technicality repeals by allowing people to submit amendments to passed WA legislation to close loopholes, as long as no legislation directly references what you're amending
The reason why we don't do that is because future bills can build on past ones, so editing the past one breaks any bills that might be based on it, but we can solve this by marking such an amendment illegal if it would contradict other bills.

Game mechanics also didn't allow for regional founders, but they solved that problem just fine.

Yeah I believe that is merely just creating a new position that is attributable to a nation that founds a region whereas creating the possibility of amendments include tweaking with existing amendments and their effect on national stats
