There are 7 issues that 100% remove the policy and an extra one that might. However, that doesn't mean that your nation is eligible to receive all of them, so saying that the odds are 7/1515 is incorrect. Depending on the conditions and policies of your nation, certain issues will not pop up at all, and it is impossible for a nation to be able to receive all 1515 issues (some have very specific requirements).

For example, the most extreme nations can receive as little as 200 different issues from the entire pool.
