Simply put, the underlying contradictions in capitalism why its useless to arbitrarily delineate between “private monopoly vs. small business” or “national monopoly vs. state-owned factory” is the same. Capitalism is based on the exploitation of labor to run a profit, whether small business or monopoly, or state-owned.

Even a small business needs to exploit a laborer by paying less to the laborer the value of the worker’s labor to run a profit. If a small business does not do this, it would be bankrupt or be overtaken by another business that pays its laborers less, or does the same to cut costs. (Though the anecdotes of small business workers to the cruelty of their bosses also – why the narrative of “small businesses are not exploitative” is laughably out-of-touch)

The small business, then through this cycle of profit through exploitation is inevitable that some small business will grow to form bigger bourgouisie on their own, which then makes their way into the state through regulatory capture.

Which is why its hilarious that you think that the only boogeyman that prevents anti-trust legislation is an imaginary villain (i.e bureaucrats) when in reality all are intertwined and has no difference under capitalism. Both small business and big business are linked with the state, small businesses and big business form an amorphous whole, state-owned and private enterprise is inseparable, and all of these meld with each other in reality, so “monopoly” as a problem cannot be singled out.

The systemic problem is capitalism which is based on the exploitation of labor (which is the one that leads to inevitable monopolies, private or national alike), and the reason why socialism as a solution to capitalism’s ills cannot be singled out into an absurd definition like “not against the free market but only monopolies” or even a more opaque one like “freedom from bad wages or bad work conditions”.
