After a volatile set of debates, the People's General Assembly votes as follows:
Aye - 210
Abstain - 110
Nay - 180

This leads to a deadlock in the PGA, as a simple majority was needed for a decision. The Emperor decides to give the final vote to the Senate.

Aye - 14
Abstain - 5
Nay - 8

Again, the vote is in deadlock.
This means that new votes have to begin at a later date, but the chancellor decides will not be banned until further notice.
