Federalism in the United Republics

The History of the formation of Doraltic Federalism

Doraltic Federalism, typically referred to by the various thinkers behind the idea (most prominent among them are Moser, Merle, and Van Willigen) or just as Federalism, encompasses the various ideas and concepts at the basis of the governing system of the United Republics of Dormill and Stiura. Doraltic Federalism focuses on the idea that the basis for representation in the central government is in the federal subject states, as opposed to the common citizen as seen in other democratic systems. Furthermore, Doraltic Federalism in its original form, as written by Alexis Moser, prioritizes a consensus-based form of government, where the Republics agree between themselves their course of action independent of their actions within Congress. Doraltic Federalism at its core does not prescribe any particular economic or social policy, rather it almost exclusively focuses on the formation and function of the central government and its relationship with the various federal subjects; this trait has allowed Doraltic Federalism to be applied across a wide range of socio-economic systems, but it functions optimally in a socially and economically liberal society.

“The Many-Headed Beast”

“Within the United Republics, there are 13 fully fledged and sovereign Republics on top of several expanding territories and endless amounts of governance lower in the grand scheme of our nation. If it wasn’t for our unique and inspired system of governance, I fear that our way of life would have collapsed into chaos no sooner than when de Launey won the revolution ... [e]very person must at the very least agree that something must be done, the details can be debated until the end of time …” - Alexis Moser, Het Eerste Opstel over Federalisme (lit. The First Essay on Federalism/English Title: Federalism No. 1, 1828)

Though less emphasized in modern interpretations of Federalism, the idea of Consensus Democracy is a unique marker of the concept. In its most basic and most used form, Consensus-based politics demands that before any specific decision is made, or a specific policy is acted on, an agreement between the people involved in such a decision must agree on some aspects of the overall plan. The concept has evolved since Moser to be seen as modern “Plans to Congress”, papers delivered to Congress periodically (typically when a new government is formed) by the Ministries, the Republics, private individuals, industry leaders, and other subject matter experts that outline possible consensus-level decisions Congress should strive to do within the timeframe of five, ten, fifteen, or twenty years. For example, when Forwards gained the majority in the Forum in 2013, the Ministry of the Treasury delivered the “Plan to the Congress Dormill and Stiura in the Southern Sea 2030” which details three possible paths Congress could take to expand the economy of the United Republics by taking advantage of the vast amounts of possible trade wealth in the Southern Sea.

This concept of long-term plans and consensus-based politics is seen all throughout the United Republics and is common in governments that have adopted or were built from Federalism. In some cases, these plans have been compared to long term economic plans prominent in socialist and communist states, but proponents of Doraltic Federalism distinguish the system by noting that no plan is monolithic and no government has ever solely acted via said plans.

“When you read the Constitution, it’s quite explicit (especially throughout Title VII) that the Republics are the source of power in the United Republics, or at the very least the Republics are granted plenty of unique freedoms. In observing other nations in the Isles, few if any have adopted a similar form of governance. If it weren’t for the Division, Federalism would be the longest lasting form of governance in any single state; but even in spite of that, the Republican Union, the City of Kapolder, the Second Stiuraian Republic (which its predecessor should be honestly considered the progenitor of Federalism), and the Republic of Ardeda had maintained fragments of Moser’s or Merle’s ideas with them, that should be the greatest marker of the success of Federalism, it was so well designed that it could work even constrained by socialism, or fractured by war.” (Logan Van Willigen, Nieuw Federalisme (lit. If it were not for the ever constant presence and importance of Congress, the United Republics could be easily confused for a confederacy or a political-economic union such as the Cooperative Union. This was an intentional design to keep in line with Consensus-based democracy, that the Republics themselves were the source of political power in the nation. The Republics are afforded many rights as a result of the Constitution, and equally as many responsibilities to each other and the nation as a whole. At its core, however, and in conjunction with other certain allowances such as interstate compacts (imported from the United States), the Republics can function almost as fully sovereign nations.

In the modern day, after decades of the Liberal Party’s expansion of Federal power, the importance of these rights have been diminished but still important in how some Republics operate between each other. Commonly, the French Republics (consisting of Lieruneux, Avillon, and Dormill) and the Dutch Republics (Stiura, New Friesland, and Zwolle) maintain close ties between each other and work closely together while Kapolder serves as the bridge between them. Ironically, the modern relationship between the Republics has been the standard state of affairs between French Gael and Dutch East Gael ever since the colonial era. This relic of the very unique relationship served as the inspiration behind the federal model of the United Republics, and was likely a major influence in future federal governments, but the lack of any concrete connections makes the likelihood of Federalism being the inspiration of federal systems of governance in the Isles low.

”The Militia System, or as it is about to be called ‘The Citizen’s Guard’, is the natural evolution of the concept that militias, under the service of their respective Republic, are the first and last line of defense for their Republic. They should not be expected to defend any other Republic but their own, that’s the job of the Army. The Army, and the Navy, are to defend the United Republics as a whole, they are responsible for propagating Federalism. Eventually, when we have secured the eternal peace and the perpetual union, the function of these shall be fulfilled and they shall be disbanded, leaving the duty of keeping the peace to this ‘Citizen’s Guard’.” Romain Merle, Het Vijftiende Opstel over Federalisme (lit. Of the many things Federalism addresses, the most unique thing of notice was the heavy emphasis put on the status of the armed forces of the United Republics. It was believed that a Federal Army would become counterproductive to the defense of the nation once a long-term peace had been secured for the nation, and in several instances (most notably from 1798-1805) has been outright disbanded by the National Congress, leaving the Citizen’s Guard as the highest point of the militaries. As time passed, however, the importance of defending the United Republics had grown to outcompete the desire to keep the Army away, and so, the importance of this core theme is almost entirely irrelevant in a modern context. In fact, the only real importance the Citizen’s Guard serves is to serve as gendarmerie for the Republics, and as the first set of reservists for the Army, if they are ever needed.


Unique Features

A Flexible Economic Policy
Dormill-Stiuraian Federalism does not adhere to any particular school of economic thought, though Liberalism (a consequence of the era) is a focal point of corollaries. As a result of this flexibility in economic thought, Dormill-Stiuraian Federalism can be made to work in almost any economic environment, from the extremes of capitalism to the depths of communism. However, that is not to say that the commonly corresponding governing philosophy will permit the function of Federalism. Federalism demands that there is a “balance of power” between the central government of the nation and its constituent states, that one must always check and balance the other. If one were to begin to overpower the other, without response, the system is prone to an imminent collapse, which was observed during the Presidency of Ludovic Denis.

Aprosian socialism (زاندىنەتا ابروزىلان, Zándineta Abrózilan) is the national ideology of Aprosia and a leftist nationalist ideology that promotes Aprosian unity through an united Aprosian nation, development of such nation through socialist economic ideals and the creation of an enlightened nation through a long lasting revolution purging foreign influences from the governance and the culture, under the leadership of a Vanguard party. Despite being formed over the decades, most Aprosian socialist movements consider philosopher Míra Dejažév to be the original founder of the ideology.

Aprosian socialism is based on the principles of Aprosian nationalism, political and economic reform, socialism and secularism. Aprosian socialism strives for economic and political modernisation through socialist economics and vanguardist politics. Both are envisioned as temporary for unspecified lengths of time, but are seen as necessary in order to create both political and materialistic elements for the enlightened Aprosian society. Initially, a revolutionary professional nomenklatura would lead the nation forward, but strive for the education of Aprosian socialist ideals to the people to create an ideologically aware population to continue the advancement of the enlightened Aprosian society.

Despite the ideology’s beginning in late 1800s, Aprosia has been the only nation in the world where Aprosian socialism is the official ideology of the ruling party, starting from 1978. Criticism towards the ideology has only intensified with the practical establishment of an Aprosian socialist nation, with many citing the ideology as a justification for the creation of a totalitarian state.

Concepts


The Reactionary and the Popular Classes

While Aprosian socialism believes nationality to surpass one's social status, Aprosian socialism maintains a belief of two social classes; the reactionary class working against the enlightenment of the Aprosian society and the popular class consisting of the ideologically uneducated sections of the society that require the leadership of the vanguard party to achieve the desired society. Under Western socialist terms, the popular class is often thought to consist of the intellectuals not among the reactionary class and the proleteriat, who exist under the rule of the reactionary class.

The reactionary class is the existing ethnic, religious and national leadership of the Aprosian nation that deprives the Aprosian nation of its full potential through self-serving policies, promoting individual ethnic nationalism that works against pan-Aprosianism, religious extremism that attempts to demean the importance of the belief on pan-Aprosian nationalism and not working towards cleansing the Aprosian culture of the foreign influences. Through these actions and other false pretenses, the reactionary class attempts to control the disunited popular class in order to serve itself instead of working towards an united goal and future.

Through his political pamphlets, Dejažév accuses the reactionary classes for the collapse of the united Kunihár-monarchy, the first pan-Aprosian political entity, and for the loss of the golden age through the monarchy's collapse. Continuing his claims by accusing the self-serving goals of the reactionary classes for the fall of the unified Aprosian people, Dejažév declared the reactionary class as the primary internal enemy of the Aprosian socialist revolution and promoted class warfare by the popular class, under the vanguard party, against the reactionary class to get rid of the class' damaging influence on the nation and on the creation of a pan-Aprosian state.

The Aprosian nation

Aprosian socialism shared the pan-Aprosian ideology of the Aprosianist-movement and worked towards the creation of a pan-Aprosian nation guaranteeing the sovereignity and independence of the Aprosian people. History was used widely as the unifying feature alongside common heritage and cultural similarities.

The united Aprosian nation, created after a popular revolution, was envisioned by the Aprosian socialists to go through a revolutionary period involving the modernization of the economy and the political scene and through a period of cleansing the nation from harmful foreign influences to achieve a new renaissance, often referred to as the enlightenment of the Aprosian society. According to Dejažév, the enlightenment of the Aprosian society could only occur in a pan-Aprosian nation capable of defending the revolution from outside dangers and influences, but only through progressing on economic development through socialism and through a political vanguard party advancing the Aprosian socialist ideals to the popular class and the nation as a whole.

Socialism

The Aprosian socialist view on economic socialism differs from many international and regional socialist movements by seeing socialism as a way to achieve economic modernization and not as an end goal. For the Aprosian nation, the proleteriat was just a group within the wider popular class and as such, the goals of the nation should not be only the goals of the proleteriat, but of the wider popular class. While under Marxist rhetorics the proleteriat was fighting for their own rights and future, the entire Aprosian nation represented by the popular class was fighting for their political sovereignity, economic and cultural freedom against the Western imperialist powers.

For Aprosian socialists, socialism was an integral part of creating a nation capable of defending the Aprosian sovereignity and socialism was necessary for the modernization of the economy to feed and supply both the people and the defenders of the pan-Aprosian nation. Much like the vanguard party would liberate the popular class from the reactionary class' political rule and the enlightenment of the society would liberate the popular class from the reactionary class' cultural rule, socialism would liberate the popular class from the reactionary class' economic rule by redistributing the lands and economic assets to the popular class, enpowering the popular class and weakening the reactionary class.

The future of the socialist system of economics was a widely asked question in the early Aprosian socialist movement and the later Aprosian People's Front, the Aprosian socialist vanguard party. This question has proved to be the largest dividing factor within the movement alongside the future of the political system established by Aprosian socialism. While Dejažév and Ketséluv shared the belief that eventually the socialist system of economics would no longer be necessary and the vanguard party would eventually liberalize the economy once the pan-Aprosian nation was ready for it, many members of the Aprosian People's Front believed that both the vanguard party and socialism should be continued to ensure continued prosperity, a view shared by the 2nd President of the Union, Ár Héžin, unofficially referred to as the Héžin Thought on Aprosian socialism.

Secularism

In the place of religion, Aprosian socialism promoted pan-Aprosian nationalism as the ideal leading idea of governance for the Aprosian people, further strengthened by the opposition of religious extremism and theocracy. A secular government was seen as necessary to lead the Aprosian population, sharing two faiths, and to truly gather the Aprosian populace under the pan-Aprosian nation, so that the population would place their loyalty to the nation rather than religion. While a large portion of the religious establishment was placed under the control of the Aprosian People's Front and made the religious establishment responsible to national law following the revolution, religion was tolerated by the early Aprosian socialist movement and by the later Aprosian socialist government.

Aizcona

The Estral Republic mainly called Aizcona, is a Plutocratic Republic located on Argus. It is bordered on the north by Brulafi and Haasar, on the south by Wellsia, Keverai lies just off its East Coast and Mokov lies some distance off its West Coast. Aizcona covers LAND AREA square kilometers and has has an estimated population of 24,350,000. Aizcona comprises of eight districts and the autonomous community of the Irla d'espezia.

Aizcona considers itself the preeminent power in South Argus, with interests expanding out into the Southern Sea, the Mesder Sea, and up into Central Argus. Positioning itself as a stabilizing element in the area, it's military focuses on an 'Argus Shield' with power projection into the Southern Sea and the Mesder Sea. This projection of power came to a head with the nation of Aprosia in 2016 in the Second Imperial War which saw the two nations fight in the Southern Sea. Cementing it's position in South Argus though, Aizcona operates military bases and performs humanitarian efforts. Overall Aizcona operates on a policy of enforcing its own national sovereignty and protecting it's interests around Argus.

Etymology

The original and main name for this nation is the Estral Republic. The name descends from the First Estral Republic, an ancient civilization that this nation descends from. The name comes from the main city, and the nation's capital to this day, Estra. Named so after the legendary Estrabon who originally founded the city. The nation's secondary, more common name is Aizcona. The name was taken on after the death of the great Eulatz Aizcona who reunited the nation after it had been dissolved and fractured for so long.

The standard way to refer to a citizen of Aizcona is as an "Estran," an "Estral," or an "Aizconan."

History

DESCRIBE HISTORY

Geography

Aizcona is located in the southern portion of the subcontinent Argus. It is bounded on its east by the Southern Sea with the Gulf of Ekaitza, bounded on the West by the Mesder Sea, to the North by the Tsunterlands and the Gulf of Galbar, and bounded to the South by Wellsia. The nation can be divided into its political subdivisions; seven districts, one autonomous community and the Special Kingdom of Galbar. On the Eastern Coast of Aizcona lies Estra, the largest city and capital of the nation. Aizcona has a diverse set of physical features that include seven major islands, seven lakes of notable size, ten important rivers, many inlets and peninsulas and natural harbors, mountains and elevated interior lands, and two active volcanoes. The peak of Izartrappa is the highest point in the nation at 2,458 meters above sea level. The lowest point in Aizcona is sea level.

The Estral climate is situated in a transition area between tropical and subtropical climates that are largely affected by the dynamics of Mesder Sea and Southern Sea weather systems interacting over Argus. Much of Aizcona has a Humid subtropical climate (Cfa) that is mostly similar although there are differences between the coastal areas that run along the Eastern coast of Aizcona, the interior area over the uplands that is a bit cooler and drier, and in the area around the volcano Suzkoharka which is a transition area between more Tropical climates and a Subtropical climate. Aizcona's South-East has a Tropical monsoon climate (Am) which during parts of the year gets incredible amounts of rain with frequent thunderstorms during the Summer. On Aizcona's Mesder coast there are two large but separated regions that have a similar climate due to the year round warmth and drier conditions. The Estral Lakes and the Buruzuri Peninsula have a Tropical savanna climate with dry winters (Aw). Here the temperature is warm year round with a more distinct dry season which sees the majority of the lessened amounts of rain that Aizcona gets during this time of year being dropped on the Eastern Coast. Aizcona's mountains often have their own micro-climates with the tops of the highest mountains giving conditions similar to tundra climates (ET) which means that mountains like Izartrappa have snowcaps whereas snow does not fall on the lower altitudes of Aizcona. Overall much of Aizcona stays warm year round, especially in the Southern parts of the country, and wet and dry seasons have a significant impact on the climate so that there are not four well defined and separated seasons as the wet and dry patterns of TWI's tropics heavily influence the nation's climate.

Notable species that live in Aizcona are the Mountain Bearded Vulture (Gypaetus Mons), the Riverine Rhino (Rhinoceros Flumen), the Kare Crocodile (Crocodylus Tabajaraca), Mirga (Axis Macula), the Zibil Buffalo (Bubalus Zibil), and the Crested Grey Macaque (Macaca Griseo). The nation hosts many reptiles and insects due to its subtropical/tropical climate. The nation's coasts are home to many species, especially around the many coastal reefs, there is notably the Argusian Octopus (Octopus Argus) and the Ekaitza Reef Shark (Carcharhinus Caudargentum). Some interesting flora in Aizcona may be the Estral Dragon Tree (Dracaena Alas) or the Heriozuha (Cerbera Heriotza).

While Aizcona's environment was in taters following the late 19th century and early 20th century, the Estral government has stepped in and nurtured Aizcona's environment into a pride of the nation. One of the most notable civil service programs in Aizcona has been the Estran Conservation Program which has made use of the nation's conscription policies to clean and maintain the natural beauty of Aizcona. Along with that the Environmental Conservation Agency (IKA) is well funded. Much of the reason this has been possible is that the nation's rich take great pride in the nation's environment and are excessively pompous about it believing that their businesses have gained favor from the gods because they have done so much. The government though also takes action in the international sphere with signing onto international agreements. A major political item though is the cost of natural disasters in Aizcona. The North-Western parts of Aizcona get severe bush fires, there are two active volcanoes, the Western Coast of Aizcona worries about earthquakes and tsunamis and the Eastern Coast worries about strong storms that can come in from the Southern Sea. Altogether natural disasters are a major concern for the Estral people.

Demographics

Population

The population of Aizcona is estimated to be 24,350,000, ranked fourth largest in population within Argus. The nation's population is predominantly located along the Easten Coast of the nation and the Western Coast although there are significant population centers in the south of the nation and a subset of the population lives in the provincial kingdom of (Inset name). These four main splits drive some of the sub-culture distinctions in the nation with differences between what are considered Southern Seas cities (Estra, Urtzi, Kapa Berdea, Kai d'Jenderrega, Urrezko Hiria), Mesder cities (Jainkiria, Girasf, Hiri d'Eulatz, Hiri d'Aizcona, Buruzuri), (Inset name) cities (Zefal, Zibiligaldu), with other towns in the north and the interior having their own distinctness. This is the most widely spoken language in Aizcona and is a native or secondary language for 90% of people in Aizcona. Within the Special Provincial Kingdom Galbar, Galbaran Estran is the official language with it spoken as a native or secondary language by 98% of the population in the province. Another notable language in Aizcona is Barneche Estran which is the third branch of the Estran language group that survives to the modern day. It is considered a minor language and is spoken as a native or secondary language by 26% of Estral citizens. Other minor languages in Aizcona are French, English, and Doman.

Religion
Main Article: Bilterlijioa

The national religion of the Estral people is Bilterlijioa, one of the few major Polytheistic religions left today. Early forms of the religion were around with the migration of Indo-European people to Aizcona. It split into three major sects that developed alongside each other, although only two survive today with the other being Erlitxikioa which is the religion of the Galbaran People that reside in the Special Provincial Kingdom Galbar. Bilterlijioa formed into its pre-modern form in the early city state of Estra and developed further in the First Estral Republic with it attaining its modern form in the centuries after the Republics fall as theology became a more important philosophical field of study.

Minor religions in the nation are Christianity, Bhuddism, and the remnants of Oelasthiriasi that weren't completely wiped out in religious purges. The Estral Republic is a Plutocratic Republic in which the rich and influential control the legislative branch and the government. This is attained through the fact that only citizens with a certain amount of wealth or that have aristocratic roots can run for offices. All citizens are allowed to vote people into office, but they have no direct say on the passage of laws, as such the government is classified as an indirect representative democracy. Aizcona has considerable resources of hydroelectric, solar, and wind power, being one of Argus' leading countries in the development and production of renewable energy. Since the early nineties, there has been a trend towards the development of a renewable resource industry and reduction of both consumption and use of fossil fuels. By the end of 2002, 73% of the country's electrical production was from coal and fuel power plants, while 15% were derived from hydroelectric dams, 5% derived from solar energy, and 8% by wind energy.

With the introduction of large scale nuclear reactors into the national grid between 2003 and 2013, the portfolio of Estral power production was rapidly shifted. In the present time 22% of power comes from nuclear power. In order after nuclear is wind power at 20.8%, natural gas at 16.5%, hydroelectric at 15%, solar at 12.2%, coal at 7.5%, and then other sources forming the remaining 6%.

In the coming years Aizcona is focused on phasing out coal completely, upgrading the power grid in the northern parts of the nation. The nation is making more investments into wind power and solar in addition to new wave farms being planned to open and a new nuclear reactor being slated to be commissioned in 2022 outside of Kai d'Jenderrega.
