Hm well, since privateering isnít exactly good for relations, certain important industries that could make us less threatened on the global scale is our large fishing and mining industries, with gold and other precious metals being large parts of our mining sector. And sure, a drug market actually seems like a good idea. Might cause unrest in the very influential clergy of our nation though.

What would probably happen is the Order party (The centralizing religious party) would defund the drug market whenever theyíre in power and then the Swashbucklers party (The libertarian party) would strengthen it again when theyíre in power. The Order would also probably be interested in that international aid/peacekeeping you mentioned, the Swashbucklers would probably not want to meddle in global affairs as much.

I'm quite intrigued what modern-day privateering would look like. As far as I know, privateers haven't been a thing for centuries. In my head I'm imagining something like water-borne PMCs. Would they be equipped with modern warships?

The biggest pirate and privateer companies would own more state-of-the-art warships, some being significantly government funded and supported (specifically just by the Swashbucklers Party) while smaller businesses would probably have to resort to using motorized dinghies, or at least small motorboats, or stealing the captured boats. The country tends to look down on the smaller businesses because they tend to use much more barbaric and unprofessional methods, and bounties will often be put on them for their brutality.

There was a little privateering in the American Civil War, e.g. the Jefferson Davis, the only one of note.

At a guess, they might be converted fast merchant ships, like the ones the Germans used in the World Wars. Privately-owned submersible vessels, and possibly true subs, might work too. But I think all such efforts are doomed by modern naval reconnaissance: even besides TWI's crowded map, the oceans aren't that empty any more in the face of aircraft and satellites.

In Magarat, there's no in-between. You either have nice cities or literal warzones. Look at these warzones using deceptive pictures for tourism.

1, 2 and 3. Three Islands (best places)
4. Western Hangate (okay place)
5. Eastern Hangate (okay place except for Khumbuwan region which has terrorists and criminals)
6. Ipachi State (even more dangerous than Khumbuwan with some Catholic insurgents of Chatha and Islamists thrown in)
7th Hangate. Northern San Montagna
8th Hangate. All other disputes territories

In the end, only 2 hangates (Western and Eastern plus Sinja from the Three Islands) under actual Magarati control. The islands are very independent.

New Libang is the capital of the Western Hangate. The historical city of Liba Hang has been divided between the Central Canal Authority (Old Libang) and Magarat (New Libang). Its population is around 1 million. New Libang is the administrative capital of Union of Argean Football Associations and TBDorganizations.

The earliest historical references to Liba Hang date to the 11th century (1066), when it was noted by contemporary sources such as Bhai Bhalanja the Bear (the man who invaded Townside with 12 nomadic clans) as the only Christian city in northern Magarat. Between the 13th and the 16th Century, it became the capital of the Khas-Kirat Empire several times.

After mid-16th Century, it was the capital of the historical Christian state of Liba Hangate. From 1918 to 1928, Liba Hang became the capital of the Magarati Dominion under Noronican crown and was called "Libang" by Nyssic administrators. During the Imperial War period, the city was the capital of the Empire of Magarat and thus became a major target for Free Powers bombing raids. Most of the city was destroyed after TBDBattle (TBDdate). After the Imperial War, the city was rebuilt and its Magarati part became "New Libang" and the areas transferred to the CCA by Free Powers came to be known as "Old Libang". In TBDdate, New Libang hosted the TBDsportsevent.

Thar City is a city in the disputed Ipachi State, which the Magarati government considers one of its 8 hangates while Razzgriz and her allies recognize it as an independent nation.

Thar City was founded in 1821 as a fortress city in the middle of the deserted Marubhumi region by Tharu clan leaders to defend against frequent invasions from both the Hangate of Chatha and San Montagna. The city is currently an active war zone and experiences frequent attacks from Catholic Chathese insurgents seeking Chathese unification, the Islamic State of Marubhumi and various other groups that the Magarati government considers to be part of "SHOCK". Clan wars are also extremely common and the Armed Police Force of Magarat and various foreign nations such as TBD maintain heavy presence in the city.

Thar City has two airports: the Marubhumi International Airport and the Thar City Airport. Several cultural institutions of the Tharu people are located in Thar City; including the Marubhumi Museum, the Kochila Tharu Museum, the University of Thar City (UTC) and the Marubhumi University of Science and Technology (MUST).

Temal is the largest city of the Eastern Hangate with about 1.3 million inhabitants and its cultural, economic and political center.

Temal is one of the largest Buddhist-majority cities in the Isles. Temal is host to many major international organizations, including the TBD. The city is located in the eastern coast of Magarat. The city center has been designated an ACESTI Heritage Site (??). Additionally to being known as the "City of Magarati Music" due to its musical legacy as the home of various Magarati musicians, seevral Khas-Kirati musical instruments, folk songs such as the Tamang Selo, Tam-pop in modern times and due to the fact that most of "Magarati songs and music videos" are produced in this city. Temal's ancestral roots lie in early Argean Ipachi, Ancient Roendavarian and Khas-Kirati settlements. The historic center of Temal is rich in architectural ensembles and includes many palaces, gardens, grand buildings, monuments and parks.

Temal is known for its high quality of life. TBDorganization ranked it as one of the most livable cities in the Isles. Temal regularly hosts urban planning conferences and is often used as a case study by urban planners. Temal is a prime destination for international congresses and conventions. It attracts over 6 million tourists every year.

Khotehang is the second most populous city of the Eastern Hangate. The hangunate of Khotehang has a population of over 620,000.

For much of history, the area was part of various historical entities such as the Mahakirat Hangate, the Eastern Hangate or various smaller Eastern Kirati hangates. Khotehang was founded as a city in the year 1040 by TBDhistoricalfigure.

Khotehang is part of "Magarati Khumbuwan" (the so-called Khumbuwan region includes areas in northern Magarat, most of southern CCA and even some parts of Segentova) and an active warzone due to the Khumbuwani Insurgency. Other than being a hotspot for terror attacks, the city is also a hub for human trafficking (with most victims being Iza women from Corindia) and illegal drug trade. International criminal organizations such as TBD are active in the city while the Armed Police Force of Magarat and various foreign nations such as TBD maintain heavy presence in the city to combat terrorism and organized crime.

Khotehang has been ranked one of the worst cities to live in the Isles for several years. Despite this, Khotehang's population has been increasing at record rates since the early 2000s due to illegal migration. More than 25% of the total population of this city are believed to be illegal immigrants (most of them victims of human trafficking).

Ghan Pokhara is the second largest city in the Western Hangate after New Libang. It has a population of over 520,000. The city is located on the western Magarati coastline. It is one of the fastest growing cities in Magarat.

Ghan Pokhara was founded in the 1820s as an offshoot of the historical Ghale Gaun of the powerful Ghale clan. The Ghales invited other Tamu clans to settle in their land and introduced a system where immigrant families were adopted by Tamu clans; leading to rapid population growth. It was ranked among the best cities to live in the Isles by TBDorganizatons. Ghan Pokhara accommodates Academy City, an area devoted to research and education with some of the best schools in the Isles; Ghale Medical City, administrative area of medical care which includes Ghale General Hospital, Ghale Heart Hospital, Ghale Maternity Hospital and Tamuwan Rehabilitation Institute as well as a number of specialty clinics and support infrastructure. Finally, it also includes the Sports Zone, an international sports destination that includes Ghan Pokhara Stadium, Union of Argean Football Associations Stadium and the Ghale Aquatic Center.

Ghan Pokhara has been selected as host city of a number of sporting events, including TBDgames.

Kumaltar is a city in the Western Hangate, with a population of over 120,000. The modern city of Kumaltar was founded in 1950s by Almorean Kumals (a Western Kirati people), who were "encouraged" to migrate to Magarat by the Almorean government in the aftermath of the Imperial War (by the year 1960, only around 3,000 Kumals still remained in Almorea). As one of the Free Powers nations occupying Magarat in the post-Imperial War period, Almorea stationed her soldiers in the area and many of them choose to settle down in Kumaltar with their Almorean Nyssic families.

Kamatpur is the largest city of the disputed Ipachi State, which the Magarati government considers one of its 8 hangates while Razzgriz and her allies recognize it as an independent nation. The population of Kamatpur is 3.3 million, which includes the Rajbanshi people various other ethnic groups (mostly Khas-Kirati or Argean Ipachi) of the Koch plains. Kamatpur serves as a political, cultural and economical center of the Ipachi State.

Kamatpur is located in the fertile Koch plains, which is also known as the "Granary of Magarat" for being the most (and one of the few) arable areas in the region. The city has been part of the various political entities such as the Jaring tribal confederation of the Three Star Ipachis, the Ancient Roendavarian colony of Corinthus Vendriothos, the Santhal-led Greater Ipachi Hangate and the Great Ipachi Hangate of Razzgriz-origin, San Montagna, the Santhal-led Hangate of Jaring, the Rajbanshi-led Koch Hangate, the Magarati Dominion under Noronican crown and the Empire of Magarat during the Imperial War period to name a few notable ones until the formation of the Ipachi State in 1949. The current Hangun of Kamatpur, Madhav Rajbanshi, was appointed by the Magarati federation but the city is de facto run by a council of tribal elders affiliated with the Ipachi State and the government of Razzgriz. Kamatpur officially became the capital of the Koch Hangate in 1770s and this decade is counted as the establishment of the city even though its history is much more ancient.

As a part of the disputed Ipachi State, the city is an active war zone and conflict between tribes affiliated who consider Ipachi State an independent country and armed outfits who pledged their allegiance to the Magarati federation has destroyed much of the city; resulting in many casualties.

Due to its long history, Kamatpur is known for its gardens, markets and palaces and well known examples being the Gardens of Aklia and the Golden Library (which more of a palace) of Kamatpur. Despite the ongoing fighting between tribes loyal to an independent Ipachi State and pro-Magarat groups, and add to that the presence of fighters from various Catholic Chathese outfits and the Islamic State of Koch; the city continues to develop due to its large population.

Shakti Khor is a city in the disputed Ipachi State, which the Magarati government considers one of its 8 hangates while Razzgriz and her allies recognize it as an independent nation.

Established as a fortress city after the Hangate of Chatha came under frequent invasions from either other Khas-Kirati or Argean Ipachi hangates or San Montagna, Shakti Khor became central to economic, financial, industrial, maritime, political and cultural life for the Chepang people (a Western Kirati group).

In the aftermath of the Imperial War, South Chatha was annexed by the San Montagnans while the self-proclaimed independent Ipachi State took over North Chatha territories including Shakti Khor. The 30th Parallel War between the San Montagnans and the Ipachi State ended in a stalemate and the international community recognized the 30th Parallel North Line as the border between San Montagna and Magarat. Neither the Magarati federation nor the Ipachi State recognize the 30th Parallel North and consider most of northern San Montagna to be their rightful territories. The predominately Catholic Chepangs in Ipachi State-occupied North Chatha then declared rebellion against both the semi-recognized Ipachi State and the Magarati federation. And thus, the city has been an active warzone and volunteers from San Montagnan Chatha (alleged to be funded by San Montagna and Miklania) arrive in Shakti Khor at large numbers to fight in the conflict.

Despite the city officially having been established in the 18th Century, the area has much more ancient history. The city has many Argean Ipachi, Ancient Roendavarian and Khas-Kirati (specifically Chepang) monuments. Shakti Khor is home to TBD ACESTI Heritage Sites, the Citadel of Aragonus the Great and the medieval Mandali Church. Other landmarks include the Shakti Khor Library, the University of Shakti Khor (USK) and the Academy of Shakti Khor (ASK). Shakti Khor is also home to several museums and cultural institutions, such as the Museum of Chatha, the Citadel of Aragonus Museum, the Museum of Chathaese Art, the Chepang Museum and the Chepang Catholic Church Museum.

Star City is the capital of the disputed Ipachi State, which the Magarati government considers one of its 8 hangates while Razzgriz and her allies recognize it as an independent nation. The city is located at the southeastern coastline of the Magarat region. It was officially founded on 1950 as the capital of the semi-recognized Ipachi State; although the area has a much more ancient history as traditional homeland of the Santhal people and other Argean Ipachi tribes. Star City is the Ipachi State's second-most populous city after Kamatpur.

The landscape architect was TBDRazzgrizarchitect. The city's design divides it into numbered blocks as well as sectors for specified activities such as the Hotel Sector, the Banking Sector and the Embassy Sector. Star City was inscribed as an ACESTI Heritage Site? due to its modernist architecture and uniquely artistic urban planning.

All three branches of the semi-recognized Ipachi State's federal government are centered in the city: executive, legislative and judiciary. Star City also hosts foreign embassies of Razzgriz and TBDnations that recognize the Ipachi State as an independent nation. The city's international airport connects it to all other major Ipachi State cities and a few international destinations. It was one of the main host cities of TBD events.

Thak-sat-se is a city in the Western Hangate with an estimated population of 10,000. It was historically important as one of the most important trade hubs of the Khas-Kirat Empire.

History

Despite the area having a much more ancient history, Thak-sat-se was officially established as a city in 1620s by the Western Kirati Thakalis under the Bhattachan clan as Buddhist vassals of the Christian Liba Hangate. It served as an important trade hub of the Khas-Kirat Empire.

The city of Thak-sat-se lost its importance as a major trade hub as it was destroyed many times during various wars involving Liba Hangate, religious riots and natural disasters. Despite all of this, a considerable number of well-restored buildings still exist in Thak-sat-se.

Jiri is the smallest hangunate in Magarat. The town, situated in the Chuli Mountain Range, has around 5,000 residents.

History

Jiri is first mentioned in a 12th Century letter by the Xiangu Hang (of Wellsia) congratulating his nomadic Jirel cousins who had stayed in mainland Magarat for finally settling down. In 1322, yet another Xiangu source mentions the establishment of a castle in Jiri, which was sacked by the Hyolmos in 1499 during the Hyolmo-Jirel War. The entire town was also destroyed.

Jiri was rebuilt in 18th Century.

The Jiri Art Gallery as well as the Xiangu Museum are located in Jiri. The art gallery is a museum of modern and contemporary art. The building is an architectural landmark built by Wellsian architects. It was completed in November 2000 and forms a "black box" of tinted concrete and black basalt stone. The Xiangu Museum is showing a permanent exhibition on the cultural history of the Jirel people in mainland Magarat as well as the Xiangu Hangate of Wellsia.

Sports

Jiri has a local professional association football club, FC Jiri (nicknamed "Eastern Leopards"), which plays in the Magarati league system. The club plays at the 8,000-capacity Jir Park Stadium.

The Federal Union of Almorea

In Almorea, citizens purchase health insurance through private corporations. There is no universal healthcare system, or national public health insurance program. Almorea has over 350 private insurance companies which provide differing levels of health coverage to the public. Almorean citizens rely on private medical providers, usually hospitals and clinics run by corporations or trusts, for their health needs.

The Department of Public Assistance, the largest agency of the Almorean government that handles the federal welfare net, is responsible for the majority of federal engagement with private healthcare markets.

Despite the lack of a national healthcare system, Almorea does provide financial aid to its citizens in need of healthcare. The Healthcare General Financing Administration (HGFA) offers plans which deduct payroll tax to pay the costs of personal healthcare, and also offers "health aid" payments to low-income holders of private insurance under the National Health Aid Program. In 2020, the HGFA was spending $19.6 billion annually, making it a bigger budget item than the Army and Navy combined. The price of Health Aid payments in the same year was over $15 billion.

An Almorean citizen who wants to receive Health Aid payments will apply online or by mail to the HGFA; there are also health insurance centers located in some Almorean towns, staffed by DPA clerks. A questionnaire will then be completed, requiring the applicant's tax and insurance information, address, and Citizen ID Number. Once this information is processed, the HGFA will begin providing Health Aid to the recipient by setting up an account and depositing money every two months. The account can only be accessed by the recipient's primary medical provider. For someone in a low-level tax bracket, with expensive private insurance, the typical Health Aid payment would be $1,100 bi-monthly, but recipients can request a lump sum of all the money due to them that year (in this case, $6,600) in case of a medical emergency. This is often not enough to cover a large hospital bill, but would suffice for an emergency room visit.

Through its Payroll Insurance program, the HGFA offers three plans that deduct a varying amount of payroll tax, Plan T (5%), Plan V (8%), and Plan Y (11%), which is then placed in an account and can be withdrawn tax-free by the PI recipient when they incur medical expenses. If the money is withdrawn for non-medical purposes, there will be a significant tax penalty imposed, similar to federal college savings plans.

The price of private health insurance in Almorea is regulated by a number of laws, notably the Private Markets Price Control Act (PMPCA). The PMPCA establishes price ceilings for all types of health insurance, calculated based on the recipientís tax information, ensuring that private insurers will not overcharge the Health Aid program by setting their prices too high.

DPSC

The Drug Pricing Stabilization Corporation (DPSC), colloquially pronounced "deepsick", is a public-private insurer whose board is controlled by the Almorean government. It ensures the stability of Almorean drug prices by covering a portion of the price of some pharmaceuticals, thereby providing insurance against rising costs for consumers. The recipient of DPSC insurance will then purchase the drug through a government portal. The DPSC receives $1.4 billion in taxpayer money annually, and is also funded by a myriad of different shareholders. The DPSC covers certain pharmaceutical drugs which the Health Aid program does not, and can also help low-income families pay for extended chemotherapy treatments, among other things.

Recipients of DPSC insurance do not pay any annual fee, as many of the corporation's functions are funded by public money, but DPSC's shareholders are allowed to take a cut of the profits from the sale of the reduced-cost pharmaceutical to the recipient. Because DPSC's board is state-controlled, this means that, while the Almorean government is paying some of the cost of pharmaceuticals, it is also making some money back off the distribution of these drugs to the public.

There is little legislation in Almorea that regulates the price of prescription drugs, necessitating the existence of the awkward and inefficient DPSC, which has been accused of serving the interests of corporations and government officials rather than the true needs of the public.

Problems and criticism

The complex Almorean healthcare system, which sees the federal government paying a mixed portion of the costs of private healthcare, and with little guarantee of quality, has proven increasingly controversial in recent years. Almorean healthcare is prone to corruption, with medical malpractice overlooked in exchange for rich bribes paid to government inspectors, and hospitals charging exorbitant medical fees with little pushback from the judicial system. The average hospital bill in Almorea is $60,000. Many hospitals will charge hundreds of dollars for simple items such as bandages and cough syrup. Some small medical clinics, operating in rural areas, will entrap poor people by charging them large fees and then suing them in debtors' courts for not paying.

Healthcare quality and safety regulations are maintained by the Healthcare Standards Administration, a component of the NPHS, but provincial governments handle the majority of regulatory enforcement with varying degrees of success. The HSA is empowered to act as a health ombudsman for the Almorean public, suing private healthcare providers in class action lawsuits on behalf of injured plaintiffs. In reality, powerful pharmaceutical and medical lobbies in Congress restrict the HSA from doing too much damage to corporate interests.

Some in Almorea have called for the abolition of the Healthcare General Financing Administration and the creation of a universal healthcare system, covering all Almoreans equally and funded by a large increase in taxation. However, given that this plan would require a significant restructuring of the Almorean bureaucracy and tax code, and has often been derided as socialist, the debate over healthcare is lively and argumentative. Critics argue that, because the Department of Public Assistance already consumes over $50 billion annually, swelling its liabilities even further would only lead to massive budget deficits, regardless of any tax increase.
