You seem to be the only WA member in the region. So I think that in order to be a delegate you need to either attract at least one more WA member to the region who wiill vote for you or convince a nation that's here to join the WA.

It's nothing to do with us non-members. When The Time Lords endorses you, it's automatic. It's only a thing for WA members.

I think that the Davros we saw was not yet a megalomaniac. In the past, we've only seen him after he was in the travel machine and was a megalomaniac. So I think this could still fit as pre-injury.
I don't care how good the reasons are, you can't just say that we never saw him in the travel machine. But, parallel timelines are one possibility and there being periods of time after his starting to use the travel machine that he didn't need it (trying out one or another experimental method) is another possibility.
