Our exploring vessels found evidence of life in a previously unexplored sector of the region and followed the tracks to a developing community on the cusp of nationhood. This region came about following the Illuminati purge of June 2016. Up to that point, we all were involved in the government of Illuminati, I, in particular, had been their Cultural Advancement Officer (Cultural Ministry). The founder of the region had a history getting bored (and not liking not having control over the region), and so after months of bickering with the people actually working in the region, he decided to purge everyone and start over.

During this time of displacement our Grand Chancellor, Vintony, founded Exodus as Illuminati in exile; or that's the way I saw it anyway. He and others wanted Exodus to grow its own identity, but there were others such as myself that felt it wasn't fair to have to start over because what happened sucked. There had been some small arguments that broke out over the months following. I eventually went back to Illuminati after being invited back by the founder. I wasn't going there to be friendly though. I made friends with Rigel and Altino, who is Karma's founders, and initially, I wanted to get them over to Exodus, but that planned changed and we ended up starting a secret revolution in Illuminati.

That revolution and our hard work eventually lead to Illuminati's founder being found out for violating a ban he had, and as such he was DEAT'd by the mods. This left the region founderless, and for the time we celebrated victory, but not long after the founder came back with another puppet and tried to resume authority over the region. His old pals took control of the government, and it seemed like it was all back to square one. However, through their hard work, Altino, Rigel, and a couple of others managed to get themselves in office and were able to steer the region in the right direction finally after a decade of being run under an oppressive founder.

More tomfoolery with the founder and his buds happened, and in the end, Illuminati was raided by a bunch of raiders. Exodus wasn't intended solely be an anti-Illuminati region, but for much of its life, that's what it was. It did grow its own identity though, there were lots of changes that went on while I was away in Illuminati. Altino, Rigel, Vintony, and others had built Exodus to the point it had started to grow a bit of a reputation. But I think due to a lack of enthusiasm or maybe free time from its core members, the region's simmered down over the years.

There were some great times here in Exodus though. I got married to Exodus' founder! (NS married anyway) Vintony was the first person to teach me how to raid back in early 2016, and I've been raiding since. I don't know too much about the latter half of Exodus, but in its heyday, it was a rocking cool region to be in.

"Exodus"

That name has many meanings now. In the early days it was a literal description of our status (the major points of which Kawaii has summed up excellently) as refugees fleeing a broken system. It came to represent our own internal conflicts as we sought to escape the legacy of our founding. I think the story of Exodus is one of continuing flight; first from stagnant dictatorship, then from our own identity, and finally to the corners of the NS world or - as it turned out for some of us - from NS itself. This is not an unhappy ending, not to me.

Instead of recounting the entire history (which is far too long for an RMB) how about a vignette?

Government is hard work, the Exodites knew that. To keep themselves honest, they created a detailed legislative system in the style of the old region. Laws were passed with style and ceremony and much signing of names. Then, someone discovered an error and, suddenly, the Arch Imperator was an illegal alien and all the laws he signed (most of them) were null and void. The streets ran red with blood for seven days.

ON VOTING PROCEDURES

Noticing the complete lack of any established rules regarding the global rule of law.

Wishing to amend this deplorable absence by creating a democratic system by which nations may govern an otherwise anarchic world.

Understanding that although mob rule is imperfect, it is preferable to the ravages of a lawless waste.

HEREBY CALLS FOR:

ENTRUSTING the governance of the region to this democratic body: The Council of Nations. All citizens of Exodus are honorary member states and anyone may apply for entrance to this body.

CEMENTING the authority of this body in the time honored tradition of the democratic vote. All participating member states may cast a single vote on resolutions submitted to the General Assembly. Only member states who have an acknowledged presence within the CON community may cast a vote in the Rules Committee.

PROTECTING the integrity of this body by prohibiting certain disagreeable actions. Member states may not have more than one nation operating within the CON at any time unless a special resolution presented to the Rules Committee allows them to under the preconditions of a community-accepted event. Member states are also charged with keeping the Rules Committee free from the politics of regular day-to-day gameplay and the eccentricities of partisan political performance so that the committee may focus on the official aspects of good gameplay mechanics.

UPHOLDING the law by forcing all participating member states to conform to the laws passed within the Rules Committee. Member states who fail to comply will be given 1 written warning to correct their errant actions before ejection from the committee and loss of participation privileges for 30 days.

VESTING the authority of the Council within the person of The Regional Chair, which will be characterized by the following traits:

  • The privilege of calling resolutions to formal vote and overseeing the democratic process, including all its technical functions.

  • The authority to moderate delegate speech for indecorous conduct.

  • The authority to label delegations who do not comply with legally binding resolutions, as being in “Contempt of CoN”

  • The right to host the Council Building within their national capital.

  • The endorsement of a plurality of member states, from which it will derive its legitimacy.

ON WAR

ACKNOWLEDGING that war, no matter how detestable, is an integral part of international politics and no matter the cause or course, war will inevitably propagate so long as man has words to mince with his neighbor.

INTENDING to see that war does not ravage our beloved region as it has some other regions by establishing some basic rules and procedures

STRONGLY BELIEVING war is a sacred pact that should not be relegated to a simple yes or no question nor should it be so overbearing as to drown those who would not want it.

HEREBY CALLS FOR:

ESTABLISHING the conditions for war:

Any number of regional member states may engage in combat with any other number of regional member states so long as these few rules are followed:

Any member state who wishes to engage in combat with another member state must first publicly declare their intentions. A formal declaration of war must be written and posted detailing the reasons for going to war and identify which regional member states are to be involved as belligerents.

Any defending nation who does not wish to fight may submit a special resolution which sues for peace. If the resolution passes then the aggressor nation cannot attack the defending nation further and must withdraw the declaration of war. The aggressor nation cannot attack the defending nation again for 30 days.

Any defending nation who does not wish to engage in warfare or who has failed to sue for peace may appoint a willing nation to act as champion in their stead. Champion nations suffer no penalties for losing a war on behalf of a defending state, however the defending nation will suffer penalties if their champion fails to secure victory.

Any defending nation who does not wish to engage in warfare, who has failed to sue for peace, and who has failed to appoint a champion to fight in their stead, can surrender unconditionally to the aggressor nation or they must engage in combat.

CREATING the rules for which competitive war is to be fought:

Combat will be carried out through a series of competitions. The belligerents may decide how these competitions are to be fought (game of RISK, checkers, COD death match, bare-knuckle boxing, etc.). Each competition counts as one battle. If the belligerents cannot decide what form of battle to fight, the default format shall be verbal duel in the sophistic arena. Multiple competition types may be used in a war.

Players will determine their nations War score by adding their Defense Forces score and Sector: Manufacturing score from the analysis page then multiplying that number by their population in billions (War Score=[Sector: Manufacturing + Defense Forces] [x] Population in billions). The War score acts like points which the belligerents use to determine military strength and must be calculated at the start of the war.

At the onset of each battle, the defending belligerent may wager any number of war score points which the aggressor must match. The winner of the competition keeps the war score points they wagered (but not the total points wagered) while the loser subtracts the war score points they wagered from their total war score. The first belligerent to reach a war score of 0 effectively loses the war. If the defending nation has 0 or negative war score at the commencement of the war, then they will be treated as if they had a war score of 1.

ENSURING the proper allotment of rewards and consequences for warfighting.

If a defending belligerent ends up with a war score of 0 it is defeated. The attacking belligerent gains whatever spoils and accomplishes whatever goals it set out to as listed in the official declaration of war. Nations can be “occupied” if defeated in a defensive war. Occupied nations cannot vote in the Council of Nations and cannot fight wars. Occupation cannot last for longer than 20 days and may be overturned by a resolution.

If an attacking belligerent ends up with a war score of 0 it is defeated and must withdraw from war. The attacking belligerent cannot attack again for 30 days. If any belligerents withdraw from a war before reaching WS 0, they maintains the war score they had following the last battle for 15 days.

Defending belligerents may pursue attacking belligerents who withdraw from war at which point the roles will be reversed. A revised declaration of war will be issued with new goals reflecting the updated situation. Both sides will still be forced to use the war scores they had following the last battle.

If a third party declares war on a nation already engaged in combat, that nation must still use the war score as determined at the start of the primary conflict minus whatever points have been lost over the course of battle.

ALLOWING for the peaceful resolution of war:
The regional community may propose a resolution suing for peace on the behalf of any member state. If the resolution passes, then all belligerents involved in the conflict must cease combat and sign a peace treaty. No war can be commenced between the two states for 20 days after this peace accord has been signed.

EXEMPTING certain nations from the rules regarding combat:

A nation may identify itself as “neutral” by applying for a Certificate of Neutrality. In order for a member state to receive a CON, they must outwardly display a desire for everlasting peace within their borders via qualities such as: little to no military or nonexistent role in international politics. CON’s are awarded by resolution. A CON forbids regional member states from invading the protected nation and prohibits the awarded nation from invading or carrying out any aggressive actions towards another regional member state. If, at any time, the awarded nation displays belligerent intentions a resolution may be put forward to revoke a nation’s CON status. If a nation voluntarily revokes their CON, they cannot apply for a new one for 80 days.

Any member states who wish to engage in a form of war-unlike the form proposed here for recreational purposes are free to do so, provided that all participating belligerents are involved of their own volition. These wars are unofficial and have no lasting legal repercussions as far as regional governance is concerned.


Amendment One

On the first of every month, the war scores of all active nations will be tallied and organized into a box plot which will represent the range of acceptable, balanced war scores. Outliers will be raised or lowered to the nearest quartile amd the new number will become the affected nation's official WS. Bonuses applied from trade, colonies or any other calculation not part of the base WS formula will not be included in the box plot accounting nor will they be limited by the acceptable range.

ON TRADE

Lamenting the lack of mechanics dealing with the tradition of international trade.

Seeking to establish a system by which member states might conduct trade that has a tangible effect on diplomacy.

Hereby calls for:

Permitting nations to engage in trade by formal agreement or treaty, and allowing them the right to break these agreements or treaties at any time as befits the political climate with immediate repercussions for the act.

Establishing the systems for trade.
a. Upon the ratification of a formal agreement, any two states who agree to trade between each other will gain a number of points equal to ¼ of their trade partner’s “Sector: Manufacturing” score to be added as a “trade” bonus to their War Score.

b. The trade bonuses take effect immediately upon implementation and is redacted immediately when a treaty is dissolved. War Scores are re-calculated with respect to the updated situation. If a trade bonus is changed during a war, the War score is updated with the number of points lost in battle subtracted from the new total.

On Colonization

ACKNOWLEDGING the existence of unclaimed land in the region of Exodus.

ACKNOWLEDGING, in addition, that certain established Exodite nations may desire to colonize these lands.

DESIRING to avoid an unclear colonization method.

SEEKING to establish clear guidelines for the colonization of claimed and unclaimed lands.

Hereby calls for:

PERMITTING nations to engage in the colonization of unclaimed lands.

DEFINING terms prudent to the creation of colonization rules:

Colonization shall be the process of incorporating unclaimed lands into a recognized Exodite nation, city-state, or empire.

A colony shall be a claimed land under the influence of a recognized Exodite nation, city-state, or empire, and a distinct space on the map (size not defined) that is not a part of the original homeland.

A claimed land shall be a land that is in the the process of colonization by a recognized Exodite nation, city-state, or empire, but that has not officially become a part of the aforementioned recognized Exodite nation, city-state, or empire, and a distinct space on the map (size not defined) that is not a part of the original homeland.

An unclaimed land shall be a land that is not officially part of a recognized Exodite nation, city-state, empire, or collective territory, and a distinct space on the map (size not defined) that is not a part of the original homeland.

Homeland shall refer to the original starting territories of a nation, city-state, or empire.

DELINEATING the rules of colonization:

Recognized Exodite nations, city-states, and empires shall be allowed to claim any claimed or unclaimed land. For the claim to be valid, the aforementioned recognized Exodite nation, city-state, or empire must have an appropriate Colonization Capacity to successfully colonize the region.

Recognized Exodite nations, city-states, and empires shall not be allowed to claim land that has advanced beyond claimed status.

Should a nation, city-state, or empire intend to claim and colonize a claimed or unclaimed land, that nation, city-state, or empire shall be required to submit a map of their intended claims to the Cartographer. The maps submitted by colonizing nations, city-states, and empires must be overlayed on the Cartographer’s most recent colonization plot and territories map. The Cartographer must approve the legitimacy of the claim before colonization may begin.

Upon the Cartographer’s approval, the nation, city-state, or empire that made the claim shall be permitted to start colonization in a timely manner with an announcement on the Confederacy of Nations subforum. Colonization shall last for five days, and shall begin when the colonizing nation, city-state, or empire makes its announcement of colonization.

After the five day colonization period, the claimed land shall cease to be a colony of the colonizing nation, city-state, or empire, and will be fully incorporated into the aforementioned nation, city-state, or empire.

DELINEATING the Colonization calculation:

Colonization shall be broken into two parts. The first part, Colonization Capacity shall determine how many colonial territories a nation, city-state, or empire can maintain. A nation will be able to maintain 1 colony per 1000 defense forces.

The second part shall be colony capability, or the profitability of colonial possessions and the potential for a citizenry to tolerate their creation. Colony Capability will equal Economy multiplied Ideological Radicality. Colony Capability scores of colonies shall be added as a supplement to the colonizing nation’s, city-state’s, or empire’s War Score.

DELINEATING the rules of conflicting colonizations

Should two nations, city-states, or empires claim the same area, the colonization time limits are temporarily suspended. The nations, city-states, or empires involved are given a three day period to settle the dispute through a publicly posted written agreement.

Should two nations, city-states, or empires that claim the same area fail to come to an agreement in the allotted three days, they shall become involved in a Colonial War. See CON RC #2; ON WAR for information on how wars are to be fought. So long as the Colonial War is fought entirely or partially within the boundaries of the claimed area, the belligerents shall be permitted to re-add the portion of their War Score that was used in the creation of the colony to their total War Score value.

The winner of the war shall own the conflicted area by default, and will be able to immediately end the colonization process, adding the land to itself.

CREATING a temporary Confederacy position of Cartographer:

The Cartographer shall be charged with updating the Confederacy maps in a timely and correct manner. The Cartographer shall also be charged with the posting of all Confederacy maps in a known location within the Confederacy of Nations subforum. The Cartographer shall maintain a political map, a topographical map, and a colonization plot map at all times. All maps released by the Cartographer shall be official.

PERMITTING the Cartographer to create a plot map of Exodus, dividing up all non-homeland areas into colonizable tracts, with each plot being with the same amount in colonization capacity.

APPOINTING Farlandiay (the player entity, as opposed to the nation) as the temporary Cartographer, pending further legislation that creates a permanent position.

PROCLAIMING that if two or more nations, city-states, or empires involved in a war agree, ownership of claimed lands and colonies may be changed as a result of the armed conflict as a reparation from the losing party to the winning party. In addition, the Council of Nations General Assembly may mandate that the loser of an armed conflict must transfer ownership of some or all of its claimed lands to the winning party by passing a resolution on the subject.

CONCERNING DISEASE AND INSTABILITY IN THE NEWLY ESTABLISHED DOMINION

LAMENTING the sorry state of affairs in our most ancient and august member state. In particular, the terrifying diseases and lack of established order which threaten to unravel the country once again.

NOTICING the effectiveness which member state Farlandiay has had in combating the spread of anarchy through the use of “secure zones” to administer to the sick and police the wicked.

DESIRING to emulate their example, to better assist the Dominion and hasten their resurgence.

HEREBY CALLS FOR:

1. ESTABLISHING CON controlled “secure zones” in strategic locations throughout the country including:

  • Within the hallowed halls of select monasteries; chosen for their central location and historic significance to the Domi’jar.

  • Within pre-surveyed caverns in the rural interior of the nation; chosen for their defensible location and so as not to disturb the local ecosystems with unnecessary construction.

  • Within the walls of the city of Gwrada; to help calm conflict within the ancient capital and, hopefully, integrate it into the new Hegemony.

  • Around sundry other rural areas to help expedite the agricultural class’ return to self-sufficiency.

2. APPOINTING The Free Land of Wintony to spearhead this effort, on account of their availability and expertise in domestic development. Furthermore, authorizing them to enlist the aid of their capable military to police problematic sectors, with the permission and at the behest of the Hegemony.

3. CALLING on all nations of the CON to contribute whatever medical assistance they can to relief efforts in the Gwarereg isles, where plague has ravaged the population.

4. COMPLIMENTING the Republic of Farlandiay for their initiative in this matter.

Condemning South Canadian Aggression

To the General Assembly,

RECALLING the unspoken agreement between nations that outlined the treatment of territory belonging to former member states.

RECALLING specifically, the agreement that said territories would remain untouched, for the purposes of preserving the natural wildlife in those areas.

EMPHASIZING the importance of these protected lands to both our regional environment and also to regional history.

ALARMED by the persistent and unapologetic attempts by the Glorious Republic of South Canada to pilfer the New Nexon Nature Preserve of all materials – both natural and man-made – for the sole purpose of war production. With especial distress at the cavalier manner with which they have assaulted potentially hazardous facilities such as power plants and missile silos, exposing untold amounts of radiation to the local environment and the region more broadly.

HEREBY CALLS FOR:

1. CONDEMNING The Glorious Republic and South Canadian Aggressionism for its unproductive war effort, it’s despicable warmongering and its disregard for both regional law and environmental health.

2. AUTHORIZING The nations of this council to send scientific surveys to the war-ravaged areas of New Nexon to observe the depth of Canadian depravity and to quantify the effects their destruction has had.

3. APPLAUDING Wintonian efforts to thwart the South Canadian agenda.

Best way to avoid becoming a repeated target will be to keep our defense strong, if they can't land a strike on us, and we don't attack them, they will move on. While we'll focus on earning points.

I wanna encourage folks to have a 40% offense, 60% defense slant on production. Particularly at the start of the game and while people are more active. At the start we will see a lot of attacks coming in from everywhere, so have your defenses ready. Remember it is better to stop the first attack to discourage future attacks, strikes only get easier later on.

FAQ
How many nations to use?

Short answer, as many as you can manage, and in relationship to the time you plan to put in.

Everyone should use at least one nation, if you plan to put in the time and effort use a few more. Remember you build resource/"production" only when the nation is in the Faction. Allowing you to buy shields and missiles, more nations means more you can build up, have one nation just for defense, one for missiles, etc.

However more nations also means more targets for our foes to target! So you gotta pull the weight of the nations you use. Lots of inactive targets is bad, what we want is the right amount of active folks making best use of the max production they can handle.

Does this affect my nations stats??

No! There are no long term repercussions.

History of the Horsemen
N-Day I: We made it into 30th for top strike, our offense was on point. However we didn't have nearly enough defense, we also attacked indiscriminately, started fights, and got mass attacked by everyone in return.

N-Day II: We made it into 12th place with 12,606 strikes, and only taking 5,827 hits.

N-Day III: We rocked the house taking 2nd place thanks to the tireless work of Altmoras, with 67,539 strikes, and only taking a mere 39 hits.

N-Day IV: We won. We came in 1st. 332,564 strikes and not a single hit landed on us. We are the Kings of the Apocalypse!! Great work to all involved, special thanks to organizer and leader of the Horsemen Altmoras!

N-Day V: We took on all of NationStates. For the first 13 glorious hours of N day we rage war on all of NS. No alliances and no mercy was shown, pure slaughter and destruction followed. Eventually in the 13th hour, all of NS united against the Horsemen and finally overwhelmed us nuking us into oblivion. Ending with a score of -643,469. The remaining faction fed on our faction's corpse.

N-Day VI: We joined with the Crabs and became Crabs of the Apocalypse! Two of the most powerful factions joined as one left no chance for anyone else. First 12hours Crabs of the Apocalypse had a non-aggression pact with The Potato Alliance, and the two removed weaker factions of the board. Upon ending the non-aggression pact, TPA was destroyed, and the rest of NS shortly followed. Crabs of the Apocalypse dominated so completely all ten of top faction spots were claimed in the Crabs of the Apocalypse. Final score was an absurd 1,287,974.

N-Day VII: Horsemen of the Apocalypse returned in classic form. Naturally claiming first once more with score of 444,575.

N-Day 7 News Report

N-Day VIII: Horsemen of the Apocalypse once again claim the crown. Scoring a record breaking 1,652,905 score. Making the 4th N-day we’ve won, more than any other faction. First several hours the major factions built up farming smaller faction, until Potato Alliance and Cosmic Corsairs attacked Anime Nations Against Liberals (ANAL). Once the dust settled, Horsemen came in and cleaned house on Potato Alliance. ANAL and Cosmic Corsairs would continue to fist fight throughout the event. Over the course of the event the Horsemen would rain hellfire upon the remaining factions, claiming the top three positions, and largely only factions that had their nations leave the faction after scoring would remain positive.

N-Day 8 News Report

N-Day IX: Similar to N-day 5, we took on all of NationStates, only to eventually be overrun and destroyed. After the Horsemen were knocked out, did the other factions kill each other to declare themselves the new kings of the apocalypse? No, they kept the peace that the death of the Horsemen brought, it will go down as one of the most peaceful N-days on record. With Kingly Heathens Asserting Neighborliness claiming king victor.

Neotanks

Neotanks are a Land Unit. They are significantly more powerful than Medium Tanks, though not as powerful as Megatanks. They can use their main cannon to attack Land and Naval Units, as well as infantries, Battle Copters and Transport Copters with their Machine Gun.

Neotanks are very powerful against almost every ground units, being able to wipe out infantry and weaker vehicles in one hit. Although they are not as strong as Megatanks, Neotanks have several advantages over them. Neotanks can move 50% faster, carry twice the fuel, three times the ammunition, and cost 20% less to build. This makes Neotanks much more effective than Megatanks when deployed in drawn-out battles. With even number however, Neotanks will always lose against Megatanks. Neotanks are also extremely weak against indirect and Bomber attacks, with 2 or 3 barrages usually enough to destroy a Neotank.

Neotanks are extremely expensive to build and can be eliminated by much cheaper indirect units. Their strong attack mustn't be overestimated, as misplacement could cost you a very expensive unit
