The Semi-Direct Democracy of Oceara

2022:
The West African Government has notified the international community that satellites in Low Earth Orbit are at risk of EMP damage due to the massed launches of nuclear-tipped anti-ballistic missiles to defend Confederate cities from enemy intercontinental munitions fire.

The Imperio Constitucional of Novo Wagondia

Was messing around with the borderless EOA map today, and tried to replicate a concept I'd seen before on Reddit, where countries are shaded according to their position on the left-right spectrum. It's a fairly simplistic measure, and EOA politics can vary considerably from IRL, but I thought it would be an interesting thought experiment. The evaluation was made based on a number of factors, including the current political party in power, general economic policy, religiosity, and attitudes towards foreigners. Timmy's purple coloring is meant to convey neither right nor left, but a mixture of both (though if pressed I would lean towards center-right)

The People's Republic of The Orson Empire

Kimaam Media Corporation

Kimaam Media Corporation (KMC) is the Orsonian public broadcaster for radio and television, headquartered in Aturo, New Guinea. KMC held a virtual monopoly over mass media in Orson until the 1970's, when private companies were permitted to compete. Nevertheless, KMC retains 70% market share in Orsonian mass media, and remains the dominant film distributor and publisher via Kimaam Central Studio. KMC is among the world's largest broadcasters and film studios, employing 75,000 people in 2021.

History

KMC was founded in 1889, originally as the Kimaam Théâtrophone Company. The théâtrophone ("theater phone") was first demonstrated by French inventor Clément Ader at the 1881 International Exposition of Electricity in Paris. It permitted theater and opera programs to be broadcast live over telephone lines, heard using headphones. Performances at the Paris Opera, located two kilometers away from the Exposition, were successfully broadcast for visitors using this technology, causing much excitement among Orsonian businessmen and engineers present, who began installing their own transmitters inside theaters across Orson.

Emperor Shoan Jackson and much of Orson's high society became enraptured with the technology. As his health gradually declined in old age, Shoan listened to performances from the comfort of the Imperial Palace, leading to théâtrophones becoming popular within the royal court. This motivated Shoan to establish the company via royal charter with a group of New Guinean investors; the company's name references Kimaam Island in Aturo. In exchange for Imperial funding and support, Kimaam would return 50% of all revenue back to the government, and all royal family members were granted free service. Over the following decade, théâtrophones spread widely across Orson, as Kimaam aggressively advertised them and rapidly dominated the market. Hotels, shops, clubs, and other venues purchased coin-operated receivers, where customers could pay to listen to a variety of programs and even early news broadcasts. Individuals purchased subscriptions to enjoy broadcasts in their home, but only upper class customers could afford the price.

In 1913, Kimaam Central Studio (KCS) was founded as a subsidiary. Its original purpose was to produce propaganda films supporting traditional Orsonian culture and Empress Alinta Jackson's reign, who had recently seized power in the 1911 coup and brought a violent end to the Palace Feud. During WW1, it created propaganda demonizing the Central Powers; post-war, it expanded into normal entertainment, with KCS films earning large box-office revenues and becoming a viable competitor to Hollywood.

In the 1920's, radio technology experienced an explosion in popularity worldwide, and was initially resisted by Kimaam executives due to their profitable monopoly over théâtrophones. Ultimately, changing consumer tastes forced the company to embrace radio or risk losing their market dominance. Théâtrophone subscriptions were suspended by 1933, and one year later, the company was reorganized into modern KMC, a fully state-owned enterprise. It was granted the sole right to broadcast radio (and later television) programs in Orson, allowing KMC to organize a nationwide network of radio stations. The first television channel, KMC 1, launched in 1938, and KCS introduced a television production division to create content.

In 1977, the Imperial Senate overturned KMC's broadcast monopoly, permitting private broadcasters to enter the market for the first time. Despite this, many Orsonians perceive the quality of private programming to be worse, and find advertisements intrusive. Combined with KMC being free to watch or listen, this has allowed the company to remain relevant well into the 21st century.

In 2009, KMC Online was launched as a streaming application available on the state-run Orsonian intranet (or Orsonet). It is now the common means for customers to watch television shows, with older cable services progressively being phased out.

Organization

As Orson's public broadcaster, KMC reports directly to the Imperial government. Its regular operations are overseen by a board of directors, whose Senior Director represents KMC in the Imperial Council. New directors are appointed with Council consent. KMC's core headquarters remain in Aturo, though it also holds an office in Ravenwood for more direct contact with government officials. KCS's national newsroom and studio are also located in Aturo.

KMC's funding primarily comes from taxes, overseas syndication, ticket sales, and merchandise sales. Advertisements on KMC programs are prohibited.

Television Channels

KMC 1: The first television channel in Orsonian history. It usually broadcasts highly acclaimed shows in the primetime slot, alongside soap operas, sitcoms, game shows, and other typical daytime programming.

KMC 2: Broadcasts 24-7 news from KCS's Aturo newsroom.

KMC 3: Broadcasts reruns of content from channel one, alongside late-night talk shows, reality TV, and comedy segments. Orson at Midnight is this channel's most popular program.

KMC Government: This channel is used for public service announcements and government propaganda. Programs glorifying aspects of Orsonian culture (such as traditional music and literature), military parades, and battle reports regarding the ongoing Third World War are common. Sessions of the Imperial Council are also broadcast live here.

KMC Children: Hosts a variety of content aimed at young children, including animation, movies, and educational shows.

KMC Educational: Broadcasts documentaries, historical programs, and art programs.

KMC Music: Broadcasts music videos and live performances of both popular and niche singers/bands. Entertainment focused on the music industry is also shown here.

KMC Sports: Airs content regarding a wide range of sports, from documentaries to live matches. This channel also broadcasts violent blood sports fully uncensored, generating international controversy, but impressive ratings domestically.

KMC Anime: Shows animated content primarily aimed at teenagers and adults. This channel includes both Japanese and Orsonian anime; due to a long history of excellent relations and cultural exchange, Japanese animated programming is highly regarded in Orson, and practically ubiquitous.

KMC World: Syndicates programming from international markets (especially the American market, due to friendly Orson-Timmian relations), some of which is in high demand. Examples include certain Wagain shows on MPP 1 or MPP Nova, and Cybusian Dark Deco shows from IWC Black.

KMC Movies: Broadcasts movies from the KCS catalogue, alongside international titles.

Excellent work Orson! I’m pleased to see yet another national broadcaster be added to the regional canon! I’m surprised a show as controversial as Orson At Midnight is actually government sponsored, but this is the Artuorist regime after all.
The IWC would be unwilling to syndicate any of their shows during the Imperial period, but would agree to such an arrangement after the Federalist regime is formed.

Ahh, I see- I'm guessing any deal with MPP would probably be non-viable as well during that time period.

But thank you Cybus! To explain a bit about Orson at Midnight, it was originally just a normal late-night talk show in the early years. However, the hosts and producers started engaging in sensationalism over time, spreading wild conspiracy theories to gain more views and public notoriety. They ended up believing their own propaganda eventually, and much of the production crew became staunch Aturorists over time.

Interesting concept Novo!

However, I'm not sure Mamara is center-left. I believe the Sultan still wields quite a large amount of political power, and the Mamarans have engaged in numerous shady acts over the years (such as operating concentration camps, performing targeted assassinations, war crimes, etc.). Mamaran soldiers have ruthlessly crushed independence movements in their own territories, such as the Kurdish rebellion in the 1990's. Mamaran society also seems religiously conservative, with Islam and Orthodox Christianity remaining dominant.

I think the sheer chaos Orson has caused on the world stage for years might be distorting how other nations are viewed. I'd argue it would not take much for Mamara to become authoritarian like Orson, and Andres even shares some similar personality traits with Turner. Nevertheless, Mamara absolutely looks like a paradise compared to Orson. This obscures the evil present in Lucija's absolute monarchy or Formosa's corporatocracy (or even corrupt Timmian business dealings) on the world stage, while Orson takes the heat.

I’m inclined to agree, people overlooking “lesser evils” in the face of the more obvious and extreme threat of the Aturorists. In reality, many EOA nations have some totalitarian or corrupt qualities.

Agreed.

To add further, Novo did state that Wagondia was an "empire run by art majors"- while that was a joke, I think there is some truth in it. Orson, Mamara, and Lucija are the "old-school Empires" like ancient Rome or China, and it shows in their ideology and culture.

Haha, that's certainly true. Mamara, Lucija, and Orson are all classical empires which have been politically united for many centuries, often at the centre of their own cultural sphere. Wagondia, meanwhile, is much younger, having been founded by liberal revolutionaries and built by successive waves of immigration from many other parts of the world. It's a strange combination of anti-colonialism and monarchism, held together by a shared Latin culture and a Third-World identity (though of course Wagains wouldn't see it that way).

As for Mamara, I think you make a convincing argument. I've always viewed the Exalted Empire much like the Ottomans, with clear political/religious authority emanating from the Sultan, but alongside an elective parliament, extensive devolution of powers, and a fair amount of civil liberties. Economically, I also think of the Mamarans as fairly left-wing, with a generous welfare state and extensive nationalization of industry, though the same could be said for the Orsonians. The key difference between the two for me is openness to foreigners, with Orsonian society being considerably more xenophobic and traditionalist than Mamara seems to be.

Carrington Industries (CI) is one of the most notable and influential organizations found within the Formosan Republic, having gained its popularity from the reveal of Null-Gravity Technology (commonly shortened down as Null-G Tech) in 1999 and its eventual implementation within the Formosan Automotive Industry in 2017. Founded by Daniel Carrington in 1978 from the former Research and Development branch of his late father's cryptography/computer research agency—Secure Development International (SDI)—the company was brought over to the Formosan Republic from Edinburgh, Scotland with the support of his cousin Alistair, who was a rising politician within Formosa at the time. Carrington's eventual discovery of the Maians in 1985 resulted in the creation of the Carrington Institute, which secretly worked on reverse-engineering Maian technology and eventually provided the then experimental Null-G Tech. Once corporate espionage was on the rise within the Formosan Republic in the 2010's, Carrington Industries and its subsidiaries began branching out into other industries within the nation; an event that also saw the establishment of the Covert Action Staff (CAS) as the military-grade security forces of the Carrington Institute in 2017. Following the Formosan Corporate Wars between 2020 and 2023, Carrington Industries aided in the establishment of formal relations between the Republic and the Maians; eventually being instrumental in the creation and operation of historic space-faring vessels such as the OSV Huygens and FIV Terra during the 2030's and 2050's.

Colossus Defense Engineering (CDE) is one of the largest and oldest shipwrights in existence, having operated since before the Orsonian Rebellion. Founded by Pytor Atlas, the company has built a reputation for its powerful and sturdy warships, which quickly gained the interest of Emperor Mercer in its early years and allowed it to become the primary shipyard for the Imperial Navy. It weathered the Rebellion well, earned a huge profit during the Great Reconquest, and remains the primary shipyard of the Imperial Navy to this day. The company is currently headed by Brad Atlas, and has since expanded into other sectors of the Cybusian Market, however their focus remains primarily on shipbuilding. Among their most well-known products are the Avenger Class Destroyer, Crow Class Dropship, the ancient Tesla Class Battleship (which had been introduced during the Rebellion), and its successor, the Forge Class Battleship. With the company expanding into other industries in recent years, their engineers have aided in the production of a multitude of Imperial Army and Marine vehicles. The most prominent examples of these products include the Knight Class Tank, Crusader Assault Striker, Rook Infantry Fighting Vehicle, and the mighty Linebreaker Heavy Assault Transport.

The dataDyne Corporation is one of the largest and most powerful organizations within the Formosan Republic, specializing in military, research, and commercial production for its contractors while also funding its own private projects. Founded in 1985 by Zhang Li in Wuhan, China as dataDyne Industries, the company was originally operated as an AI Systems Programming business until eventually relocating to Taiwan in hopes of taking advantage of the Formosan Republic's growing economy. Throughout the 1990's dataDyne became large enough that it was capable of establishing various subsidiaries within the nation and eventually merged with Li's father's import-export company, re-branding as the dataDyne Corporation in the process. Over the years, the company became a successful enterprise, however it also gained a reputation within the Formosan corporate world for its seedy practices and countless rivalries with other organizations. Due to its reputation and hold over various sectors of the Formosan economy, the company gained influential control over various government officials and became a powerful threat to other companies within the nation as it had the capability to outright buy or destroy its competition if it so desired. This also allowed the company to hire a large workforce to accomplish its goals in various dataDyne-owned facilities, a majority of which would consist of a massive research team, an army of military-trained personnel, and personal bodyguards for the CEO, with a fleet of venerable vessels also being under the command of the organization.

The Formosan Broadcasting Service (福尔摩沙广播服务), often branded as the FBS, is the national broadcaster of the Formosan Republic, and the largest media organization within Taiwan. Established in 1936 by the Formosan government, which serves as the primary source of income for the company through direct grants, the FBS was largely modeled after the United Kingdom's British Broadcasting Corporation (BBC) and thus shares similar organizational characteristics with it. Ever since its inception, the FBS strives to provide the Republic and international viewers with high-quality and distinctive programs and services which inform, educate and entertain. The organization's headquarters is located within the Special Municipality of Taoyuan, which offers its employees the advantages of a relatively low cost of living and less impacts by natural disasters. The most popular division of the FBS is the Formosan News Network (FNN), which provides 24-hour coverage of domestic and international news through its television channel (a move made to reduce programming costs) and company website, and is available globally through the FNN International television channel.

The Imperial Wireless Corporation (IWC) is the state radio company of the Cybusian Empire, roughly comparable to the British Broadcasting Corporation (BBC) or Medios Públicos Panamericanos (MPP; Pan-American Public Media). It is the latest in a very long line of national radio networks within the Cybusian Empire, with its predecessors dating back to the Rakovsky Dynasty; having originally been established as the Arcadian Aetherwave Transmission Company (AATC) in 66,973 BC, and later reorganizing as the Imperial News Broadcasting Network (INBN) following the First Alexanderian Refounding. While under the INBN name, the entire INBN staff (aside from two field reporters) was slaughtered during the Battle of Arcadia in 29,000 BC, only for the company headquarters to be reclaimed not long after the climatic duel between Charles Orson and Emperor Mercer. Following the Rebellion, the company was shuttered in favor of private entities, only to be reestablished by the Diadactian Council in 22,000 BC as the IWC. It quickly gained a reputation for it’s impartial and accurate reporting, and, due to it’s government backing, quickly rose to become the equal to telecommunications giants like Vostrov or Barit in terms of both listenership and programming quality. In 15,000 BC, IWC Head Nikolas Verok brought propaganda back to the IWC airwaves in the form of Political Entertainment channels as a clever way to maintain accurate reporting while also furthering Imperial interests. Since then, the company has expanded across the universe—with it being said that wherever Cybusians go, the IWC and its reporters are sure to follow—and eventually expanded into visual media beginning in 12,000 BC.

Kimaam Media Corporation (KMC) is a public radio and television broadcasting service within the Orsonian Empire, having its headquarters located within Arturo, New Guinea. Founded in 1889 as the Kimaam Théâtrophone Company by Emperor Shoan Jackson and a group of New Guinean investors, the company dominated the broadcasting market within Orson until 1933, when the last théâtrophone subscriptions were suspended in favor of the radio technology that emerged during the 1920's and threatened the company's dominance in the Orsonian Market. The company would later reorganize into the Kimaam Media Corporation—a state-owned enterprise—in 1934 and was granted the sole right to broadcast radio (and later television) programs in Orson, allowing KMC to organize a nationwide network of radio stations. The first television channel, KMC 1, launched in 1938, and Kimaam Central Studio (a subsidiary established in 1913 to produce propaganda films, until expanding into normal entertainment following the Great War) introduced a television production division to create content. KMC would virtually hold a monopoly over mass media in Orson until 1977, when the Imperial Senate permitted private broadcasters to enter the market for the first time; despite this, KMC has retained 70% market share in Orsonian mass media, and remains the dominant film distributor and publisher via Kimaam Central Studio. In 2009, KMC Online was launched as a streaming application available on the state-run Orsonian intranet (or Orsonet), and is now the common means for customers to watch television shows, with older cable services progressively being phased out. As of 2021, KMC is among the world's largest broadcasters and film studios, employing 75,000 people.

Pan-American Public Media, branded by its Romance-language initials MPP, is Wagondia's national broadcaster for both radio and television. It is principally funded by direct grants from the Wagain government, though its content is independent by statute. Established in 1931 as the first public broadcaster in the Western Hemisphere, MPP shares many of its organizational characteristics with the United Kingdom's BBC, on which it was largely modeled. With dozens of national television and radio channels, nearly 70,000 employees, and yearly revenue surpassing $38 billion, it is among the largest media organizations in the world. As is customary in Wagondia, English is used as the main language of broadcast, as it is widely understood as a lingua franca. In line with Wagondia's official multilingualism, however, MPP also provides domestic radio and TV programming in Spanish, Portuguese, and French, as well as a number of indigenous languages such as Quechua. Though MPP’s headquarters are located in Santa Catalina, it maintains a presence in virtually every country on earth, projecting Wagain soft power abroad through programs such as Radio Wagondia Internacional (RWI), an overseas broadcast service which has long branded itself as the "voice of the tropics." During the late 2010s and 2020s, MPP also funded Radio Venceremos (‘We Shall Overcome' Radio), which was was used throughout the late 2010s and 2020s to undermine the information blackout imposed by the Orsonian military regime, both within the Orsonian Empire and in occupied parts of Africa and the Middle East.

PDC Wagondia Airlines is the largest passenger airline within the Wagain Empire, as well as the nation's flag carrier. It is the central entity within the PDC Wagondia Group, a crown corporation which operates more than a dozen aviation-related subsidiaries. Regional service is operated by several carriers under the brand name PDC Wagondia Fénix, while low-cost operations are marketed as PDC Wagondia Indígo. Overseas affiliates include Puertorriqueña de Aviación, the airship line Deutsche Luft-Wagondien, Malian flag carrier Isaberia, and the Mamaran budget carrier Pomegranate Air. Between its core divisions, Wagondia's flag carrier operates an extensive international and domestic network connecting more than 550 destinations in 105 countries. It operates out of 14 nationwide hubs, with Santa Catalina-Kubitschek International Airport being its largest. Easily identified by its toucan logo, the use of the word "cruzeiro" in its marketing and callsigns, and historic association with the crown, the airline is a cultural icon of modern Wagain life. The airline's heritage can be traced back to 1927, when Panair de Cruzeiro was founded as a Wagain subsidiary of German airline Deutsche Luft Hansa. With the outbreak of war with Germany in 1941, the company was nationalized and re-branded as PDC Wagondia, a name it remains to this day. It is the 15th oldest operating airline in the world, and 5th oldest in Wagondia itself (after Avianca, Aerolloyd Boliviano, Mexicana, and Varig Brasil). Alongside Avianca, Varig, and Panagra, it is considered one of the 'big four' major Wagain airlines. PDC Wagondia is one of the founding members of the Pepper Alliance, formed by some of the principal airlines in the Global South. It is the only Wagain airline with a 5-star rating from the UK-based airline reviewer Skytrax.

Rapture Central Computing (RCC) is a major independent company whose products are vital to the operation of the underwater city of Rapture. Established in 1946 by Charles Milton Porter, RCC is notable for being home to one of Earth's first supercomputers and natively developed AI. The company's supercomputer—dubbed "The Thinker"—was brought online in 1958, six years before the development of the CDC 6600 by Seymour Cray, and incorporated both conventional computing technology and exotic biological computing technologies; managing many of Rapture's automated systems as its impressive computational power was rented out to companies such as Ryan Industries. Since then, a series of successively more powerful supercomputers (all dubbed "The Thinker") have been developed, with the current iteration being brought online in late 2019 as a cutting-edge quantum computer with a Smart AI which has taken the name Rodin (short for "Rapture Operational Data Interpreting Network"). Additionally, RCC experts have played an important role in Rapture’s development of advanced cybernetics, and regular collaboration occurs with Ryan Industries to develop and update more advanced cybernetics and operating systems for said cybernetics. The company's competitors on the market, both domestically and internationally, include RobCo; the Formosa-based dataDyne Corporation; the Orson-based Bacta Technologies; and various Timmian personal computing companies.

As you can see in the dispatch above, I've listed off three companies from various nations as an example of what everything will look like when new entries are included (they'll be sorted alphabetically); with that said, Novo and I have agreed that it would be best to have everyone work on creating bios for their preferred companies so that any relevant information can be covered and so that I don't miss anything (this also means that CDE and PDC Wagondia's entries may be replaced down the line unless you guys are fine with them, Cybus and Novo).

Read dispatch

With Novo's permission, I'll be working on a Corporate Registry that will hopefully serve as a fitting addition to the Regional Gazetteer and show off the notable companies that can be found throughout the EOA in a somewhat pleasing manner.

Great work! I agree that this is a useful resource, considering it can be hard to keep track of so many companies.

Thanks guys! I'm glad the response has been positive so far. While everyone tries to work on their company bios (which you can either telegram to me or post on the rmb and tag me in, if you want), I'll work on adding a few other Formosan companies to it so that those are out of the way.

The People's Republic of The Orson Empire

Novo Wagondia wrote:Haha, that's certainly true.

Agreed- a core part of Wagain identity is a rejection of colonialism, and thus the typical classical empire.

Additionally, countries like Wagondia and Mali are highly pluralistic societies, where a diverse group of people and ideas co-exist peacefully and have equal say in how society is run. This is also somewhat true for Mamara, considering they have to maintain a balance between Islam and Orthodox Christianity, alongside the numerous different cultures under Mamaran rule.

In contrast, Orson is an ethnostate. Biological Orsonians have held an iron grip on political power since the Empire's inception, and humans are second-class citizens. Society is strictly segregated, and Orsonians seldom interact with humans in their day-to-day lives. Under that kind of environment, it's not surprising that democracy becomes unviable- the core values of Imperial society outright conflict with democratic norms.

"Ambassador Weber, I have an important message for you from the Secret Staff Office." Only deliver and return with any reply if one is given. As such I politely request you not expose me to classified information above my station as you open and read it."

The runner would be careful to quickly pinch shut the outer envelope after withdrawing it's contents to avoid the guards or the Ambassador having too long a look at the anti-tamper mechanism within. (Although, odds are the guards' helmets could have powerful enough sensors to see the mechanism clearly given the level of technology of the Confederation at this time and the small size of the envelope with which constrains attempts to shield against scans.)

The letter would read:

"To Ambassador Conrad Weber, This letter is to inform you that intelligence indicates that the enemy supply of intercontinental munitions is larger than our supply of mid-course anti-ballistic missiles capable of ensuring total vaporization of the incoming projectiles. It is furthermore believed that the "WEC" in Orson lacks the capacity to recognize credibility in strategic threats and can not be deterred with any means -- even those means possessed by the Cybusian Empire. Therefore as the intelligence apparatus of the Confederation, our only conclusion necessarily must be that the WEC's Capabilities to deploy it's weapons of mass destruction must be neutralized. This letter formally requests that the Cybusian Empire conduct neutralization operations against the WEC's WMDs both tactical and strategic within 48 hours or we will be forced to undertake our own operations which will due to our lack of technological sophistication be far messier than Cybusian equivalent operations and carry inherent risk of discovery before completion. We do not require your reply, but would appreciate one if given. Please ensure that your reply is written and properly sealed in an envelope before giving it to the runner."

Ambassador Weber’s response would be very brief, indicating that while he supported the idea, he would have to take it to the proper military authorities, and would provide a yes or no answer within 24 hours via a runner.

The runner would return with the response, carrying it into a nearby building and then.. Never exiting it.. Presumably some of the buildings in Segou have secret tunnels so that SSO Runners can appear and disappear quickly and limit the time they are exposed to potential interception. After thirty minutes of going between tunnels to pop out of other buildings and hand-off to several other runners it would make it's way to Keita Military Base, being handed to an agent posing as a soldier assigned to the Emergency Response Forces and then being airlifted with the agent part of the way to another base to the far west of the country before it, within a box, would "Fall out" of the helicopter's open door timed to land close by to a secret camp near the Black Bunker.

It would then be retrieved by none other than the Chief of Staff of the SSO present at this camp, reading it as he would walk into a large camouflaged tent hiding a Dragonfly and six commandos along with a number of supporting staff and a number of high ranking SSO agents as well as a number of suspicious handheld cases with some bulk but from which no radiation could be detected from.

The chief of staff would look over to the commandos "Looks like you don't have to launch for at least another 24 hours."

(The SSO plans to send this team to infiltrate behind enemy lines and plant suitcase nukes at a number of positions that their intelligence believes will destroy the majority of the Orsonians' tactical weapons within close proximity to the front lines and enable a rapid transition of confederate forces from their conventional war posture to launching a nuclear-armed offensive with a changed posture that better facilitates effective interception of enemy tactical warheads and effective deployment of allied tactical warheads to hopefully roll over the Imperial Army and destroy it quickly and decisively and then to push ahead to the rest of the objectives still resisting Confederate forces with as low costs as feasible in nuclear war.)

The People's Republic of The Orson Empire

OOC: I don't think the suitcase nukes will work. Orsonian artillery is either camouflaged and concealed, shielded behind large concrete fortifications, or self-propelled. Orson's tactical nukes also look nearly identical to normal artillery shells or missiles, and can be fired from those same systems. So, the Malians would have to consider all Orsonian artillery as a valid target.

It's more that we're trying to predict the Orsonian commanders' and troops' postures and running a probability analysis on the likelihood of general areas containing tactical weapons, factoring in what we know about what our capabilities are and what we believe the enemy knows about our capabilities and then also factoring in what areas would be most threatening to our current field troops in their current distributions.. Then creating a sort of heat map out from those vital points and then concentrating the nukes into those areas. Not meant to wipe out the Orsonian stockpile, but hit it in the right spots quickly enough that we could have better confidence in our ability to intercept what remains as we shift our distributions around for sustained exchanges in accordance to our long-term nuclear planning.

More or less, effectiveness of the explosions in neutralizing numbers of warheads/launch platforms should rely on the quality of Orsonian Intelligence. We prioritize securing our vulnerabilities here, so theoretically if they got good intel the Orsonians would posture more towards exploiting those vulnerabilities and be within the areas we would be hitting.

The Imperio Constitucional of Novo Wagondia

Palácio das Tamareiras, Vila da Rocha, Santa Catalina

In a live press conference at the headquarters of the Wagain Foreign Ministry, Prime Minister Barrachina and Foreign Minister Gonzaba-Helou have announced a diplomatic service reshuffle which will see two new ambassadors joining the civil service — Anna de León, to serve the Empress in the West Africa Confederation, and António Bento, to serve in the Orsonian State. The former will replace outgoing ambassador Haima Kissoon, who is retiring to devote herself fully to philanthropy. The latter will serve as the first Wagain ambassador to Ravenwood in fourteen years, part of the gradual re-opening of diplomatic relations made possible by the 2021 Tahiti Accords. Both candidates are expected to sail through the confirmation process in a friendly Senate, and will be prepared to assume their formal duties in a matter of weeks.

Anna de León: Born in 1977 in Willemstad, Anna de León is a distant relative of Daniel de León, a prominent nineteenth-century labor organizer and socialist who later immigrated to the United States. De León has followed a similar path in life as her forebears, becoming involved with the trade union movement from an early age. Following her studies at the University of Zulia in Venezuela, de León joined the Caribbean Longshore and Warehouse Union, serving as a treasurer and chapter representative. Her dynamic rhetoric and keen awareness of public relations attracted national attention, and by her mid-30s de León had become the first female leader of the Confederación Obrera de las Américas / União Geral de Wagondia (Workers’ Confederation of the Americas / General Union of Wagondia, or COLA-UGW), the country's largest federation of trade unions. Later serving her native Curaçao in the Chamber of Deputies, de León was one of the parliamentary leaders for the democratic socialist Aprista Alliance, playing a key role in the multi-party coalition which brought Fradique Barrachina to power in 2018. She is expected to bring a high level of administrative competence to the embassy in Ségou, where she will be able to streamline supply chains between West Africa and Wagondia, and assist Malian workers in their gradual transition to a peacetime economy.

António Bento: Born in 1969 to a middle-class family in Luanda, António Bento studied international law at the University of Angola before joining the Global Commission on Refugees as a paralegal in the early 1990s. Throughout that decade, Bento would work for a variety of nonprofits and foundations involved in human rights, especially those related to stateless peoples. He would eventually run a grassroots campaign for a seat in the Luanda Municipal Chamber, later representing the city's western shore in the Chamber of Deputies. In 2014, Bento was elected Mayor of Luanda after rising above a hotly contested field, a position which he has held to this day. Over two mayoral terms, Bento has contended with the fallout of the Third World War and the associated humanitarian crisis, implementing extensive programs in community-level urbanism, refugee resettlement, and food security in response. One of Wagondia's most visible municipal officials, Bento was considered for the auspicious role of ambassador alongside Senator Annie Riqueti and Philippines Governor Wildemar Crisostomo.
