The cap is generally only enforced if there is a concern. To make a really bad analogy, it's like a school dress code, it's just there to fall back on something if there is a problem.

Does your main region usually manage replies after 2 minutes ? That may be possible in our RP region A Taco Archipelago, but the main RMB is usually this slow, yeah.

Anyway, this is what the RP rules states:

If you meant simply moving a nation to XKI to roleplay, then sure. So long as you weren't banned before, I believe it would be fine.

Congrats :) I know how that feels because I spent months trying to get my health from around that level to where it is now. It may show up as only a few months/weeks, but that's only because I got lucky one day and boosted it from about top 90% to top 20% or so.

Like CROH said, it's more. In some ways, though, I guess it could kinda be less? Like, I hate Corruption, so I'd consider top 100% better than top 99%. But yeah, it's more.

My 200ish endorsements are partly a holdover from the HumanSanity era where the cap was roughly 220 endorsements.

Aside from what Dorab said, keep also in mind the fact that TITO members are exempt from the cap altogether.
