Comrades,

I am a representative from Congress of Armed Proletarian States (CAPS). CAPS is a project bringing comrades from socialist and communist regions together, in order to collaborate in the creation of an inter-regional socialist organization. To this end, we have called for a constitutional convention, to be attended by 100 elected or appointed delegates from socialist and communist regions. Communist International has been invited to partcipate in our project, and has two seats at the constitutional convention.

We encourage you to extend your solidarity as comrades and join the project by sending your delegation. In order to proceed, Communist International would need to open embassies with Congress of Armed Proletarian States. Opening embassies will reserve your region's seats to the constitutional convention. Then, you will need to elect or appoint a delegation of two comrades.

Your delegation will be Communist International's representatives at CAPS, and will have access to the region, as well as the power to vote and contribute directly to the project.

I will remain here to address any concerns you may have.
