Population is increased automatically; at first, you gain a million per day, then it will become 2 million a day, and from 25 or 30 million or so, it will regularly increase between 5 and 7 million inhabitants per day so after a few months, you have a population that will make China jealous. Personally, I mostly ignore it for role-play purposes as it is not very realistic.

I don't know about the cards though...

Thanks, this is appreciated, one more question is there a place where you can restructure your government or is it just by the issues that come up?

Yes; answering issues will change your government, your economy, civil rights, etc. and you gain banners if you answer the issues in a certain way.
Here too though, in the Union of Wreath and Rose roleplay you can develop your nation as you like without taking the NS data in account, based on your location on the map and on discussion and agreement with your neighbours; if you like to be added to the map, it's probably better to join our Discord, where people will be able to help you in more detail.
