Calm down Kentucky, the policy of discouraging is not necessarily fascist. Depending on what you mean by "discourage abortion," improving the infrastructure of orphanages or giving poor women financial, psychological, and emotional support to care for their future babies falls under "discouraged abortion." Research indicates that countries where needy mothers receive state aid to care for their future babies, the rate of abortions is lower (OOC: in fact, in rich countries the rate is lower, now if this is due to state aid to future mothers it is debatable). Is it healthy to trivialize the idea that the formation of a human life can be interrupted by the human being? would discouraging work better than prohibiting in all cases?
