The Cosmocratic Hyperborea of North Goguryeo •[]• A New Constitution •[]• A new Constitution for the Hyperborean state, called the Russkaya Pravda, has been enacted. It outlines the perpetual and eternal accession to the Cosmocracy and enshrines it into state law. It also outlines the granting to citizens of personal freedoms such as freedom of speech and freedom of expression in a limited manner, civil liberties such as freedom of movement and freedom to work and live wherever they wanted, and limited political freedoms that would allow citizens - those being Hyperborea-born humans or naturalised humans from other countries - to vote in regional elections and elect the members of the Federal-Imperial Assembly, which is legislated to be an advisory body to the leader of the country, who would be given the title of « Imperator », or Tsar. The Constitution in addition guarantees and protects the rights of all Hyperborean humans, regardless of their ethnicity, language, gender orientation, financial status, and other categories. The constitution also guarantees the Salubrian Crymenathean Church as the sole state religion, and places Hyperborean Eastern Orthodoxy, already in decline, into the category of "historic religion", culturally significant but no longer protected for actual worship. Welfare programs and state social services are also guaranteed in the new constitution, to be completely accessible and free for all citizens. In addition to this, the constitution restores the titles of nobles and their houses who prove their loyalty to the Hyperborean state and the Cosmocracy as a whole. This reform proves quite popular, and it also paves the way for a total overhaul of Hyperborea's complicated and often archaic legal system, streamlining, striking down, and combining laws to create a comprehensive legal code that would suit the new country. |

The Unspeakable Horror of Novilliwit The OPA would obviously be extremely interested in meeting these "Varmosans", as they could be exactly what they have been trying to foster with their wide-channel pirate broadcasts across the OREEP sectors, the first of many peoples to join the cause of freedom from Columbia. This broadcast also presents opportunity for the OPA, as the Columbian Congress will undoubtedly be bogged down both internally and externally with the repercussions of this broadcast which blatantly calls OREEP's morality into question, giving the OPA ample time to begin operations. Additionally, this planet is seemingly fairly low on the list of priporities, judging by the fact that the military presence was not immediately followed by an invasion, giving Inaros even more potential time. Since it is unknown whether Columbia is monitoring this planet or not, the OPA sends one of its stealthiest ships, the Y Que, to monitor the communications of the planet to find the faction most suitable for contact, which for the OPA means most willing to fight. The OPA can't make direct contact until such a group is found, since every people has traitors, and the news of OPA involvement were to get out before sufficient preparations were made, it could cause an even harsher response from the Inyalowda tyrants. To keep this stealth, the Y Que is disguised as an asteroid, and flies with minimum power for the latter half of the voyage, hoping to look like regular space debris that got caught in the planet's gravity well while they monitor the communications coming off the planet. Drummer knew she should be paying more attention to the newly crowned Emperor Julian. WIth his age, he would be emperor for a long time, and she would need to get a profile on him to see where he would lead the nation, and how she could best use his inclinations for the good of The Belt, but even as she was kneeling before him in the ceremonial swearing of loyalty, her mind was on other matters. The problem was, of course, that there was so much going on in the present, that Drummer simply did not have time to construct a profile on him, and now the Emperor was putting even more duties upon her. Not only did she have to keep The Belt from collapsing with the nigh-panic caused by OREEP, while still fighting its legality, while also vitally needing to correct whatever hole in her process allowed her recent letter's mysterious sender to discover some amount of information, though exactly how much was unknown, about her treasonous operations, while also trying to balance OPA and government support to not be seen as a spineless collaborator or a violent terrorist, the fact that Irulan, proving now just as much as ever to be a loose cannon knows about her operations, and a litany of other, comparatively menial decisions that would doubtless have major repurcussions in a few decades, but now there was also the resumption of Belter aid, the fact that the aid was coming from a power which could also be used to audit the budget, which could reveal her operations, and the handover of OREEP planets to The Belt and what that means for Drummer's protests against it. Firstly, she would begin by opposing the KDY and Stellar Mining Co. purchases of resource rights on the new Belter planets. The Belt had never offered to begin selling the land, and the decision was solely made by the Congressional Commission. She knew, however, that these things cannot be stopped, so she fought on the issue that she could make actual progress on. She would allow the megacorps to continue owning the land they bought, however, the money that they used to buy it would not go to the general government, but to a Belter program established to fund governmental development for these new planets. This will, hopefully, allow Belters to compete with these corporations on the Belter planets, and maybe even make the corporations delay themselves for a short time to consider whether it was worth fighting this, or simply going along with this while BESO aligned corporations begin snatching up land with just as much vigor. This doesn't, however, help Drummer's arguments against OREEP, and she cannot afford to look like a hypocrite. To avoid this, she temporarily refunds all purchases of land or resource rights on inhabited worlds, citing that protocols must be clarified on whether Belter land and labor rights are extended to these new peoples while ensuring that such protocol clarifications will take long enough to temporarily put the problem aside. From there, she creates a committee to draft a plan to peacefully integrate these inhabited worlds into The Belt, and Columbia as a whole. In doing so, she tries to use the transfer of OREEP planets to strengthen, instead of weaken her position, by trying to present an alternative to the military conquests, which the Hirziklandzers have so tenaciously resisted, pointing it out as another structural flaw of the OREEP system, designed to put time until resource exploitation above morality. Additionally, two of the uninhabited, but near-habitable planets have also been set aside for long term Belter settlement. These low-gravity planets, though not particularly resource rich, are mainly a symbolic gesture for The Belt's future, against the narrative of imminent collapse as a result of OREEP's potential to economically outcompete The Belt. Much of the new aid package is directed towards this project, which is expected to not be contested by the government, since if Belter participation in OREEP can be further facilitated, Drummer's ability to resist it can be weakened. Meanwhile, BESO would need to come up with a solution to the problem of the devaluation of local currencies. Ironically, the best idea would come from the corporations themselves, though not from the corporations of today, however, but from the corporate tactics in the early days of The Belt. Much like the wild west, each Belter outpost used to have its own currency, so the corporations, attempting to further exploit Belters, introduced corporate scrip as a throwback to the mining towns of the gilded age. For quite some time, it was exactly as exploitative as you would expect, but it did provide a common exchange rate for The Belt, and during the first period of reform, that exchange rate became the basis for the Belter currency that remains today. This system could be adapted to interlink all the planets with BESO presence, interlinking their currencies to form a strong backbone, and all that would need to be changed to remove the exploitative nature of the system that the megacorps used would simply be giving fair exchange rates. BESO would put this into effect, and begin setting up currency exchanges, where the worth of one currency would not just be backed up by BESO, but all the other currencies that go into the system. Additionally, BESO would see even more success in the inhabited planets now owned by The Belt, as it does not technically perform any of its own corporate actions, instead simply helping network existing corporations, it can begin incorporating local businesses into its network while the Inner megacorps are still blocked. Delaying the megacorps to get the first toehold was what had kept BESO alive, and the strategy has not shown any signs of not working thus far, though Dawes knows that in a situation like this, one cannot afford predictability. Maybe with this position, Dawes could begin making less defensive plays, and focus on cementing BESO not just in The Belt, but in all of the OREEP sectors. (OOC: I really need to know what the information on the holotape was, both so they can contact Shaun, but more importantly, you said there was some information about a coverup with OREEP, which could be just what Drummer needs.) |

Arriving at the planet of Varmosa, it would appear that all of the information in the distress signal was correct. The Columbian fleet could still be seen orbiting the planet, the dominant species was a race of sentient bipedal insectoids, and they had emerged from the most destructive war their planet had ever seen only a few years prior. The faction most willing to fight would appear to be the People's Union, an alliance of states that followed an ideology eerily similar to old Earth communism, though in reality it was a hegemony of vassalized satellite states ruled by the Umaqi. They were heavily militarized to the point of effectively handicapping their economy, and vowed to fight off a potential Columbian invasion with all of their might if such an event were to occur. However, the possibility of OPA collaboration with the People's Union is handicapped by their aforementioned aggressiveness. The Secretariat in charge of the country is stubborn, conservative, and seemingly despises negotiation and diplomacy with anyone they see as competition, and the OPA would most likely fit the bill. An opportunity does present itself however, as the younger and more liberal portions of the Thainist Communist Party of Umaq would denounce the arrogance and stubbornness of the older wing, standing for economic and social reform to bring Umaq further into the modern age as well as negotiation and detente with their enemies. While making the People's Union more amenable to negotiation would make for a powerful ally, the easier option is their opposing alliance in the Free Nations of Varmosa, seemingly filling the role of the Allied Powers during the ancient Second World War that ravaged Earth almost a thousand years ago. Generally standing for democracy and liberty despite the many kingdoms and monarchies that make up their ranks, the Free Nations do not boast quite as much outrageous military spending as the People's Union, but make up for it in more advanced military and spacefaring technology. The Free Nations are currently experimenting with jets and modern tank-building techniques, and were preparing to land a Varmosan on the moon when the Columbians arrived. The Free Nations have also vowed to stand against a Columbian invasion, but have shown a potential for negotiation with the Columbians as long as Varmosan sovereignty is preserved, and has previously called for international cooperation as well as taking the founding steps for an international governmental organization similar to the United Nations on ancient Earth or the modern IA. (Assuming that the United Nations was a thing that existed in this timeline lmao) |
The Unspeakable Horror of Novilliwit The more he hears about the Free Nations, the less Marco Inaros thinks of them. They claim to stand for liberty, yet retain the monarchies that oppress and subjugate with no justification other than concepts outdated since the dark ages, refuse to commit fully to their own defense, and though they claimed to want to fight to the last, their leaders are open to negotiation. Clearly, the broadcast should have been translated as "fight to the last non-politician". The leaders of the Free Nations are willing to sell their own people out to the people who will invade and oppress them, and Marco Inaros detests traitors. When Inaros looks at the Free Nations, he sees a spitting image of the Inyalowda as they once were, so he cannot trust that even if they do help each other, one oppressor will not simply be swapped for another. When he looks at the People's Union, he likes what he sees far better. Economic health does not matter to an enslaved nation, so the excess of militarism does not bother him. If anything, it makes him view the People's Union more positively. Unlike the Free Nations, they have recognized that they cannot continue playing by the same rules as before, that drastic action must be taken because the factors that made it unjustified before do not matter. This is a battle for survival, and Inaros will favor the side that recognizes that. As such, Inaros sends a transmission directly to the Secretariat, saying the following: "Greetings. I am Marco Inaros, leader of the Outer Planets Alliance, a group of freedom fighters against the Columbian boot approaching your neck. I come from an area call The Belt, which Columbia has raped, and plundered relentlessly. There have been countless genocides and massacres of my people for the sake of their imperialist mode of capitalist exploitation. Judging by your military, I would surmise that you are scared. You are right to be. The Columbians will not show mercy or restraint. If you are lucky, their megacorporations will enslave the people left alive after their conquest through economic hegemony. If you are not lucky, they will strip mine the core of your planet, and everyone remaining on this planet will be dead within a week due to cosmic radiation. Some will survive, even then, put in concentration camps masquerading as stations looking down at your dead planet, forced to extract what they can from its corpse for enough money for maybe half of the survivors to not starve. With your technology, it is unlikely you will be able to hold them back. I offer an alternative. We will give you what you need to defend your planet, and once every Columbian who would dare try to take it is dead, we will simply leave. Your planet shall remain your own, for we have our own home to take care of. I only offer this because the more Columbian dogs you kill, the less we need to for our freedom. We have a small crate of weapons that we are prepared to deliver to you as a demonstration of good faith. All that I ask in return is the assurance of your absolute commitment to self defense. With what the Columbians will do to you, you must fight to the very last." |
