Recognizing the need for clear set rules and procedures for Members of the Assembly (MAs) to abide by.

Desiring more debate about issues.

Hereby:

1. a. The chairman is named the Speaker of the Assembly (SA).
b. The Speaker's job is to keep order and maintain respectful debate, he can do so by using all regional powers granted to him, as long as it works within all Slide Countries Laws.
c. His role may be transferred to another member with a simple assembly majority, by any member, at any time by calling for this to be the next vote orally.

2. Members may call for a debate on a matter orally, by simply asking the speaker, and he may grant it orally. Within a debate members may say anything relevant to the debate, as long as it excludes illegal words, swear words, and slanderous statements. When debating a bill, members can call for the bill to be ready to be voted on, and adjourn the debate, and a simple oral vote of "aye" or "nay" will trigger the results as required.

3. Officiates the "All Passed Legislation" dispatch and enforces that:
a. A new "ready for vote" or "not ready for vote" tag is added in line with clause two of this bill.
b. The most recent bill marked as "ready for vote" after assembly debate is to be voted on first in the queue, unless a bill is marked for fast tracking as defined in our constitution.
c. All bills shall have 2 days of time on poll to be voted upon.

4. There must be only one debate on the floor at a time, however the following may be posted at any time:
a. New legislation to be added to the queue, or queries regarding the legislative queue, or polling for the Chairman or relevant member/s.
b. New legislation for voting.
c. Previous results of votes.
