However wanting to protect the Slide Countries in the event of war.

Hereby:
1. Defines:
a. War as conflict, fighting or violence between two or more regions, ie. raiding, RP war.
b. State of War as a time during which the Slide Countries is in a war and emergency powers are given.
c. Emergency powers as ultimate authority to immediately draft, strike out or override any Slide Countries law and act as all regional officers.

2. Any member of the Slide Countries may submit legislation to any cabinet or assembly member with the following template in order to attempt a declaration of war:

Reasoning for declaration.
Hereby:
1. Declares war with [region/s].
2. Grants emergency powers to [anyone residing in the Slide Countries].
3. Places the Slide Countries into a state of war.

This would then be voted on by the Assembly and the Region- a two thirds majority must be reached in both. The Defense Minister, the President and the Supreme Leader have a veto.

3. a. Any resident may at any time submit an appeal request to any Assembly Member or officer. There must be a vote as soon as possible to repeal the declaration of war within the Assembly and Region. A majority must be achieved.
b. Failure to carry out an appeal from any Assembly Member or Officer shall be treated as a minor criminal offense and a standard VONC will be enacted.
