Adjustment to the Role of the Leader of the House

1.
(a) Recognizing the Leader of the House as the head of the Slide Countries’ Assembly.

(b) Also recognizing that the Leader of the House shall act as the point of contact between Chambers, as granted in Article 2 of the Definition of Terms Act.

(c) Noticing that the Leader’s role is not well defined as it should in a legislature

(d) Believing that the Leader of the House should have well focused and defined roles

(a) Hereby adjusts the House Leader’s roles as follows:

(i) Bills, either from the cabinet or the House, must be forwarded to the House Leader.
(ii) The House Leader must then present the bill to the Assembly floor (RMB), for which the amendment (if any) process begins.
(iii) The Speaker must ensure civil debate on the Assembly floor (RMB).
(iv) Once the amendment process and voting is complete, the bill is then sent to the Region for the final vote, and for the Great Leader to append his signature.

(3)
(a) Grants the House Leader the privilege to be absent from the Assembly for no longer than 96 hrs (3 days) in a month.

(b) In a case where the Leader is absent for more than 24 hrs without making declarations, as stated in 3 (a), the Deputy Leader shall assume the role of House Leader for the time being.

(4)
(a) The House Leader shall, in the event of 3 (b), give reasons to the House for his absentation upon his return.

(b) In the event of 4 (a), A Vote of No Confidence can be triggered if the reason is not justified to the House members.
