The Constitution of The Rutokian Empire

Section 1: The Royal Family

Section 1, Article 1: The Emperor

1;1;1: The Emperor is the head of state
1;1;2: The Emperor may veto any law parliament attempts to pass
1;1;3: The Emperor may call a new election whenever he chooses

Section 1, Article 2: The Empress

1;2;1: The Empress is second in command to the Emperor
1;2;2: Should the Emperor go missing/be unable to attend to his duties in the region, the Empress shall take his place
1;2;3: The Empress commands the regional military

Section 2: The Government
Section 2, Article 1: Elections

2;1;1: Elections shall be held once every month on the last Friday of the month
2;1;2: The Emperor may call a new election whenever they please
2;1;3: Parliament can call a new election with a unanimous vote

Section 2, Article 2: Parliament

2;2;1: Parliament shall be made up of a minimum of 5 members, with an extra member being added for each 10 citizens
2;2;2: The leader of Parliament, called the Prime Minister, shall be the leader of the majority party
2;2;3: People may vote for their favourite party on election day and members will be decided based on a party's list and their % of the vote
2;2;4: Parliament may pass any law they want, as long as it gets past the Emperor
2;2;5: Parliament may be dissolved by the Emperor if he chooses
2;2;6: There will be a speaker of parliament, chosen by the Emperor

Section 3: The Army
Section 3, Article 1: The Field Marshal

3;1;1: The Field Marshal is appointed by the Empress
3;1;2: The Field Marshal represents the Army
3;1;2: The Empress may appoint herself as the Field Marshal

Section 3, Article 2: War

3;2;1: Targets must be approved by the Emperor
3;2;2: For war to be declared, the Field Marshal must first get a bill through parliament that will declare war
3;2;3: Once war is declared, it is considered treasonous to converse with members of the enemy on matters to do with the war

Section 4: The Justice System
Section 4, Article 1: Bans

4;1;1: Bans may be issued temporarily by the Emperor/Empress/Prime Minister in the face of a threat, but must be reviewed after the threat has disappeared
4;1;2: Permanent bans may only be issued after a trial

Section 4, Article 2: Trials

4;2;1: A trial must be held with a judge and an independent jury
4;2;2: The jury may be requested from other regions should there be an absence of an unbiased jury in the region
4;2;3: The Judge will be agreed upon and selected by the Emperor, Empress and Prime Minister

Section 5: Constitutional Amendments
Section 5, Article 1: Amendments

5;1;1: Constitutional Amendments may only be implemented with a unanimous vote in Parliament, the Emperor's approval, and over 60% approval in a public referendum
