Rescinded: Executive Order #1: Protocols of Impeachment
1. In such event that a member desires the removal of an admin, he must first give 24hr notice to those admins whose impeachment he does not seek. It is preferable that this is done by PM.
These Admins may place a stay of up to 48 hours, providing them with 72 hours to investigate the cause for impeachment. Alternatively, they may provide a reasoned argument in support or in opposition of impeachment. Their recommendations are not binding, as the member may still choose to carry out impeachment procedures.
2. Impeachment will be initiated by a member creating a thread. The thread's title shall read Impeachment of [Admin being impeached], with no further decoration or adornment. Within the thread, the member impeaching must include all messages he has exchanged with admins since providing notice (as provided in paragraph 1), which will be verified by an admin promptly. All members seeking to vote must PM their votes to all admins not being impeached; they must also make a post of some kind in the impeachment thread to confirm that they have read it. The impeachment vote shall last 48 hours exactly.
Alternatively, the member may, in his original message, request access to a "sock puppet" account, with which he may make the thread.
3. If a 2/3rds majority of non-Admin voters had supported impeachment, the subject Admin will immediately have all staff privilege removed. Furthermore, the more senior of the serving Admins shall launch a full, formal, fact-finding inquiry to determine whether administrative action must be taken. Meanwhile, the junior admin shall conduct a special election, from which the former admin will be barred from voting or running.

In Force: Executive Order #2: An Order On Civility and Good Conduct
By Executive Order,
No direct insults on another member's character may be posted, excepting when they are backed by verifiable and cited evidence. Such direct insults that aren't evidence-backed are libel. Furthermore, any argument between two members that is not relevant to the subject of the thread on which it is occurring shall be removed immediately.
A first offense of this order shall result in a warning note on the member's profile and a warning message. The second offense shall result in a formal 10% warning, and may be appealed by a 2/3rds majority of the membership. A 3rd offense will result in a 24-hour ban, a 4th in a weeklong ban, and each further offense shall result in a ban between 2 weeks and 3 months in length, at the admins' discretion.

In Force: Executive Order #3: An Order on Inappropriate and Offensive Speech
By Executive Order,
Pending the ratification of a permanent law on this subject, the use of profanities shall be regulated herein.
The use of profanities from the list within the censor is discouraged. Use of them, or barely-censored (1 letter hidden) variations thereof, more than 21 times in a week shall result in a strike noted against the member's account.
Use of slurs directed at a certain ethnicity, nationality, gender, religion, or sexual orientation shall result in two strikes immediately on the first offense, and one strike thereafter.
For the purpose of this executive order, a first strike shall result in a written warning. A second strike shall result in a 15% warning. A 3rd shall result in a 10% increase to that warning and a 3-day ban. The 4th strike shall result in a month-long "board choke" (loss of access to all but the gaming board) , a weeklong ban, and a 25% warning raise. A 5th strike shall result in a 30% warning raise and a month-long ban. A sixth strike shall be a permanent ejection from the community.
The 2nd strike and upwards shall be subject to appeal.
Any member who has served duly for 3 months without violating this order, shall have 10% of his total warning applied under this order rolled back each month beginning on the 4th month, until he returns to a 0% warning. Upon the reduction of the warning below 15%, all strikes shall be expunged from the member's record.

BT's Constitution

Article 1: The Leadership

1: Positions
1. The leadership shall primarily consist of 3 co-Admins. Each shall be elected for a 1-year term, with terms commencing in April, August, and December. In the event of recall, resignation, or impeachment, an admin will be elected to serve the remainder of the vacated term.
2. The admins may appoint up to 1 moderator per 50 members, at their discretion. Each hiring of a moderator must be approved by a 50%+1 majority of the members, and each firing may be likewise repealed. The longest-serving moderator may be called upon to fill a vacancy among admins until an election can be held to fill it.
3. Any 2 Admins may issue "Executive Orders" bearing the strength of laws. Such orders may, however, be overturned by a simple majority of the members.
4. Admins shall not be counted as members for voting, excepting votes on Constitutional Amendments and Bylaws.
5. A specific moderator or admin may be given charge on a specific board. This is in parallel to their position as a moderator or admin,
with the sole distinction that each moderator must be assigned to at least one board
2: Election of Admins
1. Admins shall be elected upon resignation, impeachment, or expiry of term
2. Terms shall be staggered, to expire on the 8th of April, August, and December, respectively.
3. Each Admin's term shall last one year, excepting inaugural holders who shall serve for the pre-approved amount of time defined in by-law #1
4. The admin who has served the longest consecutive period shall be designated as the senior admin, where such distinction shall be relevant. When comparing the inaugural holders, the one elected for the longest initial term (and hence by the largest vote count) shall be senior.
5. In conducting an election, the most junior admin, with the guidance of the senior admin, shall collect candidates and preside over the election
6. In the event that a petition signed by 25% of the active non-admin membership calls for the recall of an admin, a special election will be held to fill said admin's seat. The admin will be permitted to run in this election. The Protocols of Impeachment shall be null and void, but past impeachment shall not be.

3: Impeachment and Recall
1. For all future impeachments, a petition signed by 25% of the membership shall be submitted by the members.
2. Upon receipt of such a petition, the most senior admin not being impeached shall assemble an ad hoc fact-finding commission. On this commission shall serve 5 members: the 2 admins not being impeached, 2 members elected by the membership, and 1 member chosen by the defendant admin. The defendant shall be briefed on the commission's progress 4 times weekly, by both the Senior Admin and any committee member whom the Defendant chooses.
3. After a period of 1 week of investigation by the commission, an impeachment vote shall be held. A 2/3rds vote shall be required to remove the admin from office.
4. If removed from office, an admin may under no circumstances run again for 8 months, and will thereafter only be eligible if approved to run by 2 of the admins serving at the time at which he seeks to run.
5. In the same manner, a recall may be initiated
6. A recall will result in a special election held to replace the subject admin, in which he will be eligible to run and vote. If he loses, he will remain eligible to run again at any time.

Article 2: Voting
1: Legislation
1. Any forum member may submit an amendment to the Constitution, a Bylaw, or a Law. It will then be debated in a thread, and voted upon in a poll
2. A Constitutional Amendment shall be a change or addition to the body of the Constitution. It requires a majority vote of 2/3rds of the members and at least one admin, or 3/4ths of the membership and no admins
3. The elimination of an amendment shall take the form of an amendment
4. Any legislation meant to be treated as a holding force comparable to the constitution, but being of a trivial, whimsical, or temporary manner, shall be voted in as a bylaw
5. Bylaws shall be certified for voting as such by unanimous approval of the admins. They shall then be voted in by 60% of the membership. Alternatively, 3/4ths of the members may vote a bylaw in without Admin approval of it as a bylaw.
6. Bylaws will be registered on a comprehensive Register of Bylaws, maintained by the Admin second in seniority
7. Other legislation may be approved with a 50%+1 majority, but may be vetoed by 2 or more admins. A veto may be overturned by a vote of 2/3rds of the members
8. Any law that has received under 35% of votes may not be imposed as an Executive Order within 3 months. Any law that has received 35% of votes or above may be enacted as an Executive Order, which may still be overturned.

Article 3: Rights of the Members
1. All members shall bear all the rights of regular membership, unless any rights are revoked by due process
2. Such rights include the right to freely post in the appropriate boards, criticize the administration, propose and vote on laws, and run and vote for office.
3. All rights not explicitly barred by the Constitution, a Law, or a legal document holding the force of either shall be reserved to the members.
