Council Constitutions



Introduce the Constitutions as for fits and balancing for the administrative and the communities of the Council of Islamic States region.

(Aricle 1):The Constitutions of Council of Islamic States have 6 pillars, we here will oath;
i- Obey to Allah will.
ii- Honor to the High Councils.
iii- Honor to the constitutions and law justice.
iv- Loyalty to the region.
v- Respect in diversity.
vi- Peace and Harmony.

We are the Community of Council of Islamic States obey and honor to the Constitutions, according to Islamic laws, tawheed paradigm governments, will oath and achieve 10 principles toward goals in Council of Islamic States government.

(Article 2):We aims to achieve ten (10) main principles,which Muslim nations and communities must demonstrate,

i-Faith and piety to Allah
ii-A just and trustworthy government
iii-A free and independent
iv-Mastery of knowledge
v-Comprehensive to developments
vi-A good quality administrative
vii-Cultural and moral integrity
vii-equality on every nations
ix-Dedication and tolerance
x-Strong defenses

As the Democratic region, the Parliamentary or "Ad Dewan Ar-Rakyah" has been established to running the administration and make the government more flexible and systematic to keep Council of Islamic States running in a right path.

(Article 3):The act of Assembly and Executive Powers (27-11-2017). Administrative must follow the order as its fits to all the administrative from Shura, Ministries to committees, here are the following,

3 - Act of Assembly and Executive Powers 271117:
Section 1 - The Members of Parliament
(a) = No less than two-thirds (2/3) of the assembly should be members of Discord and/or are active.
(b) = No less than a third (1/3) of all MPs should consist of World Assembly members.
(c) = No less than 48 hours of residency is required for all MPs.
(d) = MPs who are absent for 4 sessions shall be automatically suspended. Further violations of this shall lead to dismissal.
1.1 - The region must be able to produce no less than fifty (50) constituents to be able to form an elected assembly of government (The Dewan Rakyat).
1.2 - The Khaleefa has the power to dissolve the Dewan Rakyat.
1.3 - The MP shall be elected through a partylist system.
Act 3: Section 2 - The Majlis ash-Shura
(a) = The constituents of the Majlis should be knowledgeable in the fields of fiqh, hukm, and hudud.
(b) = The constituents can not participate in any partisanship, or elections. They have a right to vote, but cannot take part in political matters.
(c) = The Majlis, as a collective body, has the right to pass and reject laws without question.
(d) = The Majlis can act as supreme judges and can overturn any ruling of the magistrates.
2.1 - The Majlis ash-Shura should constitute three (3) members and shall serve as the collective body of advisers to the Caliph.
Act 3: Section III - The Magistrates
(a) = Members of the judiciary can not have any political bias or affiliations. They must be free of any political association.
(b) = The magistrates shall ensure that newly passed legislation shall be enacted and put to practice as soon as it is ratified.
(c) = Judges have the power to execute disciplinary measures (such as banning and ejection) to anyone who has clearly violated the law.
(d) = The judiciary should have no less than one member from the Majlis ash-Shura.
3.1 - The minor judicial body shall comprise of two (2) Judges (magistrates).
(e) = The judiciary shall oversee the punishment of offences to ensure that it is put to effect at a set time after the verdict has been given.
Section 4 - Yang di-Pertua Dewan Rakyat
(a) - The Yang di-Pertua elected by majority vote of all eligible members.
(b) - The Yang di-Pertua cannot vote on bills, unless it is to break a tie.
(c) - The Yang di-Pertua shall serve as the executive figure in the Dewan, and shall enforce the Standing Orders.
(d) - The Yang di-Pertua holds the responsibility of penalising Dewan members, if they repeatedly violate the Standing Orders, and/or the Yang di-Pertua.
Act 3: Section 5 - Eligibilities and Responsibilities of the Cabinet
(a) - Members of the Cabinet (Ministers) should come from the elected assembly of the government (Parliament).
(b) - Inactive Ministers shall be deemed suspended, and further inactivity shall lead to dismissal.
(c) - Only Ministers who are members of the World-Assembly are eligible for electing the Delegate (PM)

Ad-Dewan Ar-Rakyah.

1-Ethicals(P1-1)
a)The parliament shall be elected through a vote-by-party system. I.E; We vote the parties, and we allocate the seats according to how many votes the parties got. And then the party leaders can appoint which of their members can occupy the seats
b)It stipulates that in the event of a vacancy, the party must appoint another member to occupy that seats. If they fail to do so, there would be minor snap-elections to appoint a new member.

2-Citizenships(C1-1)

The Citizenship Bill proposal by @YB Delegasi SF has been passed by the Dewan.
The bill states that:

a)New nations (who hadn't undergone census yet) shall apply to the Ministry of Home Affairs for citizenship of their nations.
b)These nations shall list all of their puppets as to prevent an overpopulation of puppets.
c)To ensure that the government is not influenced by ghost votes and puppet nations, on nations with citizenship status can vote in elections.
d)The purpose of puppets shall only be for roleplay.

e)Puppets should have their main nations in the region, unless they act as ambassadors.

3-Ambassadors do not have citizen status.

a)Before the passing of the bill, nations don't have to register to the Ministry of Home Affairs.
b)Before the passing of the bill (but after the Census), all verified main-nations shall gain citizenship status

4-Positions in The Governnents:(adding)

-The ruling party shall be able to add/edit the names of the various ministries (exco) in the Cabinet. However, only the most important positions shall be list as regional officers. The others shall be present in a dispatch.
-Ministers shall now use the title Wazir/Vizier, and the head of government as Grand Vizier
-Additional posts shall also be submitted to the Khaleefah first.

5-Seats in Parliaments:(251217)

>The Parliament currently has 8 seats.(251217)
>The proposal was to have a foreign region an or more allocated seat in our Parliament (Dewan Rakyat) to have their voice represented in our Parliament. The region must have expressed their intention to merge or integrate with CoIS. This proposal passed.
>The Act 3, Article 1 stipulates that
"The region must be able to produce no less than fifty (50) constituents to be able to form an elected assembly of government (The Parliament)." This has been ratified.
