Now that I think about it, we could keep it even more general and say mainly that the Legion is on a 'mission' in some other region. At least as a smaller group the Legion could go on smaller missions/quests first(*) . Like searching for a special sword that one of the members needs to find in another region. Or some herb that some battle druid needs for a potion. Or recruiting a 'useful' dumb barbarian fighter from some other region. What ever is fun to roleplay for you guys. You are much better in judging what's possible and fun than me. Or a thief character has to steal some vegetable from a capital in another region etcetera

We could even change the basic setting and say that the VeggyKing needs the legion to find a special magic item/vegetable (or several) hidden in other regions, and that's the main reason why the Legion attacks/sneaks into other regions.
