Step Three:
Determine your nation's specialty. This can be found on your nation's nuke page.

Step Four:
Military Specialists will build nukes and attack our targets.
Strategic Specialists will build shields and defend the other nations in our faction from attack.
Economic Specialists will fill in any role that needs filling in.

Step Five:
If you are a Strategic Specialist, your number one priority should be to protect your faction members from incoming nukes. You can see those by going to the "incoming" tab of our faction page, and clicking on the "destroy" button.

But be careful not to destroy nukes from our own people!
