The Regional Defense and Security Act

Be it enacted in the regional congress assembled that:

Article 1
Section 1: This law shall be known as the Regional Defense and Security Act,

Section 2: the following are terms to be defined as:
Subsection 1: Regional Navy - military force whose primary arena of combat and protective measures shall be exercised in the several maritime oceans, seas, straits, and gulfs,
Subsection 2: Regional Army - military force whose primary arena of combat and protective measures shall be exercised on dry land in defense of the United Caribbean Island Alliance, and in offense of any foreign entity deemed an enemy of the region
Subsection 3: Regional Air Defense - military component whose primary arena of combat and protective measures shall be exercised in the airspace above the United Caribbean Island Alliance and surrounding areas,
Subsection 4: Protective measures - actions conducted by a military branch that has been deemed necessary by the founder for the purposes of regional security.

Article 2
Section 1: This law requires the regional congress to appropriate funds each year for the establishment and maintenance of a regional military,

Section 2: further establishes two military branches as a Regional Navy and Regional Army, and establishes a military component as a Regional Air Defense that shall have jurisdiction over the airspace above the region and shall be ready to perform in combat purposes at the request of the other branches,

Section 3: further establishes a Department of Internal Security which shall be charged with the monitoring of all nations that enter the region, all nations that depart the region, and the investigation of all nations deemed a threat to the region under the provisions expressed in the PATRIOT Act.

Article 3
Section 1: The Secretary of Defense shall from time to time consult with the founder and provide the regional congress with an unadulterated report of the expenditures and any debts incurred by the regional military,

Section 2: the founder shall be the commander in chief of the regional military, and under him shall be the secretary of defense, and under the secretary of defense shall be the general of the regional army, the admiral of the regional navy, and the general of the regional air defense. The founder may delegate any military responsibilities to these three officers when he deems it necessary for the insurance of regional security,

Section 3: the Department of Internal Security shall be overseen by the Secretary of Internal Security, who shall have the power to investigate all nations he/she deems a threat under the provisions expressed in the PATRIOT Act, he/she may recommend to the regional congress, with approval from the founder, that a regional password be implemented to ensure the safety of the nations and the stability of the regional government.

Section 4: The Regional Defense and Security Act will take effect 12 hours after its passage through the the regional congress.
