When deciding on how to vote on a resolution, we should always ask ourselves two questions: is the idea sensible, and is the execution acceptable? In this case, international legislation against cyberterrorism is definitely worthwhile - it not only presents a policy issue that poses international implications, but an issue - that is, terrorism - that has been condemned by the General Assembly previously.

However, when we look at the execution, we see several irreconcilable flaws that necessitate serious revisions. For example, this resolution prevents the use of cyber-warfare by member nations, not only by terrorists, completely removing an essential form of legitimate warfare from the table with little justification. The resolution also looks punctuation dead in the eyes, and then sucker punches him. There are misplaced periods, commas, and in some cases, no punctuation at all. Looking at the NS forum thread, this proposal could have benefited from more craft work. As it stands this proposal really does not do a lot, which for the mild category is acceptable, but it could have done so much more than some very simplistic mandates and some common sense recommendations.
