USSD - Nation Categories

Green nation categories are completely acceptable in the USSD.
Blue nation categories are dictatorships. Providing they don't have very much private industry, they are perfectly acceptable.
Orange nation categories are more centrist, but are also acceptable in the USSD. However, I encourage nations with these categories to try to lean their nation more to the left.
Red nation categories are completely prohibited, with ZERO exceptions.
