Why and how to exchange endorsements

When it comes to exchanging endorsements, The North Pacific (TNP) is unique for two reasons. First, it has by far the most World Assembly (WA) nations among all regions in the world, meaning that very large endorsement counts are easily possible. Second, TNP is the only Game-Created Region and one of very few large regions that do not enforce a strict endorsement limit: WA nations are permitted to gather as many endorsements as they want, provided they do not exceed the endorsement count of Vice Delegate Chipoli. As a result of the above, plenty of nations within TNP have several hundred endorsements - more than most other regional delegates - despite not being the delegate, vice delegate, or members of the Security Council.
With the WA Development Program (WADP), we take our liberal endorsement policy a step further: we encourage all WA nations to collect and maintain large endorsement counts. You heard it right, it's time to start endotarting!
Before reading any further, keep in mind that you can only exchange endorsements within TNP if your TNP nation is a WA member. If your nation is not in the WA, you can read here about why it should be.
What do I gain by having a large endorsement count?
Below are some of the ways in which a large endorsement count benefits your nation.
I thought only the delegate could gather endorsements?
The game allows any WA nation to give and collect endorsements. And while it is common in other regions to prohibit nations other than the delegate from doing so, in TNP this is not the case. To the contrary, we actively encourage nations to collect endorsements.
How many endorsements may my nation have?
Regional law mandates that the vice delegate is the nation with the second most endorsements in the region. As a result, you are legally allowed to have as many endorsements as one below those of Vice Delegate Chipoli. In practice, we would ask that you keep a distance of at least 50 endorsements from the Vice Delegate or less than 75% of the Delegate's endorsement count (whichever is lower), as otherwise the region can become vulnerable to external attacks. We will send you a notice if you accidentally get too close.
How do I collect endorsements?
Below are some tips on how to efficiently collect endorsements (a.k.a., "endotart").
~ Send nations you endorse a friendly telegram, asking them to endorse you back. Plugging the WA Development Program (this series of dispatches) in your telegram improves responsiveness.
~ Become a Keeper of the North to be added to the TL;DR box above and improve your nation's visibility.
Several nations in TNP endotart, so you will likely have already received their endorsements and telegrams. You should be kind and return the favor!
How do I endorse someone?
Endorsing is very easy. Let's say for example you want to endorse Delegate Gorundu. You go to their nation page, and scroll all the way to the bottom. There, you will see a button "Endorse Gorundu". Click that, and that's it! You can endorse any other WA nation in the same way. If you do not see the button to endorse, then this means that your nation either is not a WA member, or is not within TNP. You can read here about how and why to fix that.
How does The North Pacific benefit if I gather endorsements?
As we mentioned above, the more endorsements your nation has, the faster its regional influence increases. In turn, having a high influence means that it costs a lot for a delegate to eject or ban your nation. Having a large number of trustworthy WA nations with high influence means that, should an unruly delegate usurp power, it will be difficult for them to eject everyone and get control of the region. By collecting endorsements with your TNP WA nation in TNP, you directly make our region safer. Thanks!
