If resolutions are too generalist to effectively hardcode every part of policy, and members too limited in jurisdiction and scope to solve every collective action problem, then WA agencies established by resolution serve an important role in coordinating between the two and effecting policy that incorporates national interests. Unfortunately, the at-vote proposal fails to live up to that potential, being dependent on an ill-conceived “praesidium of researchers” assigned nebulous, disjointed responsibilities to “administrate global academic journals,” “[provide] research funding,” “[create] scholarship and bursary opportunities for tertiary degrees,” “[send] international observers to Member States,” and more. These stub provisions are slapdash and invasive against member sovereignty; none are elaborated on. We emphatically oppose this proposal.
Should this proposal pass, it’ll likely have very muted stat effects reflective of its lacking utility, boosting Book Publishing, Public Education, and Tourism at the expense of Political Apathy, Ignorance, and Weather. No policy changes are expected. However, we cannot recommend adopting it due to it being a poor proposal. This is all largely academic due to it in all certainty failing at vote.
