Overview
Commission for the Preservation of the New Order Or COMPNOR is the main Domestic Security force and secret police for the Freeborn Republics. On par with the KGB,Stasi,Gestapo and the FBI. The organization is shrouded in secrecy. Its members know all other members but outside sources have no idea who COMPNOR agents are , there your neighbors,bosses,coworkers,cable guy, they could be your wife and kids and you would have no idea until one night you are being dragged out of your home and sent to a dissident camp where you may never be heard from again.

COMPNOR Although having Mainly Domestic Policing and Security missions has an extensive Intelligence Gathering and Counter intelligence Arms and Abilities . Unlike the FIS Witch Focuses on Foreign Collection Intelligence Collection,The COMPNOR agencies Collect Advanced information On Domestic threats , Terrorists , and Internal Spies and Ensure the Internal Security of the Government of the Federation. Their Spies are not limited to Working just in those Perimeters however a vast majority usually do and foreign Spy Deployments usually have some element of Internal Security Linked to them. The FSB and the FIS have a Rivalry Over whos job it was to Collect Information on the Domestic Aspect and the Various Governments inside the Federation and Hence the FSB and COMPNOR as a whole Often Clashed with the FIS , however on the same team for the Over all Grand Picture they often Found Many Common Aeras and Common ground to Work Hand in hand with if the times and situation Desired it.

Federation citizens are encouraged to join COMPNOR. Members are given exclusive access to breaking news, a free subscription to Iron Will, and a special welcome message from Vanzin himself.
Presumably, only Konstantin Vanzin and a few other key Party members , including Sate Pestage, Lord Crueya Vandron, and Ishin-Il-Raz, know exactly how many members there are on the Commission for the Preservation of the New Order. The Select Committee is the executive body for COMPNOR. The Select Committee had a variable number of members, and the COMPNOR charter provides for electoral and honorary means of being named a member of the Select Committee. The Sub-Adult Group, or SAGroup, is COMPNOR's youth organization, and is made up of enthusiastic youths who firmly believe the New Order is the best regime for the galaxy, and devote their lives to upholding and respecting it.Youth from 8-18 are Encouraged to join SAG. With The Party ideology they learn about basic military Drill and Etiquette along with Camping,Team building and thinking exercises. Coalition for Progress(CFP)(КДП)
The Coalition for Progress is the information-gatherers agency of the Commission for the Preservation of the New Order. It began as a weak cultural organization, understaffed, and underwhelming, but developed into a massive information-gathering agency with monitors throughout the galaxy.All Agents are Given State Secret Clearances. Coalition for Improvements(CFI)(КПУ)
The Coalition for Improvements is a socio-political engineering agency of the Commission for the Preservation of the New Order. It was assigned to "improve" Systems, which had deviated from the ideals of the New Order. These regions required long term solutions, and improvements were required to keep their work behind closed doors, as their solutions were typically not best associated with the Federation.The Agency Often worked in Territories and Systems that the Federation Recently acquired to ensure a Smooth Transition. The CFI Agents are also embedded with in the Government and People to ensure that Deviance from the main Ideology is not too dangerous. Keeping PPE members in line is a Function they Perform. COMPFORCE(КОМПСИЛА)
COMPForce is the military wing of COMPNOR, created to provide Primer Konstantin Vanzin with an army of utterly loyal soldiers separate from the Stormtrooper Corps. Stormtroopers were trained to obey orders without thinking, but at the same time, they were proudly independent of the line military; COMPForce units, in contrast, were embedded within the hierarchy of the Freeborn Peoples Army and Galactic Defense Force along with the other branches, and their members were motivated primarily by conscious adherence to the tenets of the New Order. In theory, they were shock troops and officer candidates; in effect, they were security troops and political police, answerable to the New Order's ideologues rather than the High Command—an army within the Army, designed to tighten the grip of the Federation hierarchy on the military. The Federal Security Bureau is a part of the Commission for the Preservation of the New Order charged with maintaining morale and loyalty among members of the Federation military and government, as well as policing its citizens.The FSB is the Original Agency of the COMPNOR , the FSB is tasked with Investigating Matters of State Security.It is the Largest and most Visible part of COMPNOR. Although Tasked with Matters of State Security they did other Things as well Such as Counter Terrorism and Counter Intelligence. The Federal Intelligence Headquarters is located in the Federal Palace on Coruscant. It is used as a base of operations for Armand Isard's Federal Intelligence. The Federal Intelligence Services is the primary intelligence service for the Galactic Federation of Freeborn Peoples Planets. Leadership
The Ubiqtorate
The Federal Intelligence Services Is Lead by the Ubiqtorate, a type of board of directors. Formed before the formation of the Federation in the Old Republic Security Organization, the Ubiqtorate is a name that in some circles has become synonymous with Federal Intelligence. The membership of the Ubiqtorate is a closely guarded secret, even to subordinates. The Ubiqtorate formulates strategies for the bureaus of Federal Intelligence or presents them with a set of goals which the bureaus are then to establish strategies to accomplish.The Ubiqtorate oversees all operations within Federal Intelligence, and is the highest level of authority within the organization. The Ubiqtorate formulates overall strategy for the various Intelligence bureaus, or presents them with a series of targets and goals to achieve in line with a larger strategic plan. The methods by which to achieve the Ubiqtorate's goal, such as tactical details, are left to the various branches. Ubiqtorate personnel never communicate directly with any member of Intelligence at the sector or system level, with the exception of the Adjustments branch. Members of the Ubiqtorate are anonymous, and their names are not known by their subordinates. Members deal with only a handful of their fellows, and communications to the various branches are never signed by name, merely "Ubiqtorate."
The Director of the Federal Intelligence Services
The Ubiqtorate is led by the Director of Federal Intelligence. The Director is also the public face of The Federal Intelligence Services, an agency that lives on secrecy. Whereas the Ubiqtorate remains in the background and would never communicate with lower branches and divisions, the director would ensure the smooth running of all branches of The Federal Intelligence Services and would even plan missions directly with agents if the need arises .This post is considered a part and in command of the Ubiqtorate—the highest level of command within Federal Intelligence—this post is one of much power and prestige.
Adjustments
The Adjustments branch is the elite black-ops unit of Federal Intelligence and answers directly to the Ubiqtorate's members. If a situation devolves to the point that the bureaus and their various branches are unable to control it, an Adjustment unit is sent directly by the Ubiqtorate to take charge of the situation and fix the problem. Orders to Adjustments are always verbal and written records of their missions are never kept.

Adjustment agents are called in when the Ubiqtorate felt that a critical situation had slipped from the control of The Federal Intelligence Services, and that the situation was beyond the normal capabilities of the bureaus, yet was not completely hopeless in resolving. Agents of Adjustments will receive orders directly and in person from the Ubiqtorate. The Ubiqtorate would then inform Adjustments what the problem was and what resources were available to find a solution to the problem. The Adjustments team would then remedy the situation. No record of their orders were ever kept and no mission files existed within Sector Plexus for these agents.

Internal Organization Bureau

he Internal Organization Bureau (IntOrg), serves as the internal affairs and internal security apparatus. Their goal is the security of Federal Intelligence, both from an espionage and operations scale, as well as a physical security standpoint. IntOrg agents are well mannered but also ruthless to the core. They rarely if ever abused their power and they enjoy a good reputation among the rest of Federal Intelligence, despite their responsibilities. Information inside IntOrg was heavily secured against unauthorized access by other bureaus, but no restrictions against other agents of IntOrg. This was a means for IntOrg to monitor itself: every decision, action or piece of data generated by a member of IntOrg is available for any other agent to examine. This lack of secrecy, and often privacy, makes it nearly impossible for an enemy agent to operate within IntOrg.IntOrg is designed to protect Federal Intelligence's security from internal and external threats

IntOrg is separated into two branches: the Internal Security Branch and the Internal Counterintelligence Branch. The Internal Security Branch, or IntSec, are the security police for the physical locations of Federal Intelligence. They are the only visible uniformed branch of The Federal Intelligence Services to openly carry weapons in Federal Intelligence facilities though plainclothes officers monitored crowds outside to spot trouble. The Internal Counterintelligence Branch, or IntCon, is the internal affairs and counterintelligence service of Federal Intelligence. IntCon is organized as a miniature Federal Intelligence and divided into three units: Analysis, Operations, and Intelligence. The boundaries between the various units are often blurred and IntCon is known for its informal atmosphere and loose structure.

The agents of IntOrg have a highly civil manner and a strong sense of political etiquette, though they do not lack in ruthlessness when the situation called for it. IntOrg retains a good reputation among the agents of the other bureaus for their commitment to the security of Federal Intelligence and since they did not abuse their authority or conduct political witch-hunts.

Internal Security Branch (IntSec)

The Internal Security Branch, known as IntSec, Is a Branch within Federal Intelligence's Internal Organization Bureau. IntSec is charged with the physical security of Federal Intelligence's facilities and personnel. Originally considered a posting for those who were unambitious, IntSec revamped itself in the wake of the increasing threat posed by Other Agencies Infiltrations and Rebel Strikes. Their personnel and procedures were upgraded and retooled; however, the stigma of their previous incarnation remained and they were often the butt of jokes through Intelligence. IntSec personnel were the only Intelligence personnel permitted to openly carry weapons. They also employ plainclothes operatives who patrol outside Intelligence installations to spot and contain potential threats before they arose.

Internal Counterintelligence Branch (IntCon)

The Internal Counterintelligence Branch, known as IntCon, is a branch within Federal Intelligence's Internal Organization Bureau. IntCon is responsible for locating enemy agents and spy rings that had infiltrated The Federal Intelligence Services, be they members of Other Hostile Agencies or other enemies of the New Order. With unrestricted access to data they needed through the Sector Plexus, IntCon personnel are able to obtain information more easily that even a member of the Ubiqtorate. IntCon is a miniature version of Federal Intelligence in structure, with its own Analysis, Intelligence, and Operations sections. Unlike the larger Federal Intelligence Services, the divisions between the sections are loosely enforced, and IntCon is known for its informal structure and environment. Attempting to access IntCon's information for outside is almost impossible due to heavy security. Inside IntCon, there were no barriers preventing information sharing. The openness was IntCon's way of policing itself. With no privacy, any member was able to access any piece of information within the branch, which ensure that it is almost impossible for an enemy agent to operate within IntCon.

Analysis Bureau

The Analysis Bureau is responsible for handling large amounts of data from tens of millions of sources, searching for enemy activity by analyzing the patterns or trends in the data they handle and transmitting the information to the Intelligence bureau. Analysis also handled, examined and copied useful technologies, even developing a few of their own. The Analysis bureau have several branches that dealt with various areas.

The Media Section was the section of Analysis responsible for the handling of public scandocs, newsdocs, holos, comlinks, beamcasts, and every form of media in the Galactic Federation. They search for patterns of hidden meanings which might betray a clue as to an enemy's plan and operation.

The Signal Section examine the channel through which information was transmitted. Signal samples and checks carrier wave codes and protocols, scan rates on scandocs, and image packs on holos to see if any vital information is being squeezed through. Signal examines line noise to check if it contained a pattern rather than random error, and broadcasts and beamcasts to see if the backup information sent with the primary information matched, and, if not, how they differed.

The Cryptanalysis Section, or Crypt, was formed from the Cryptanalysis Department of the Senate Bureau of Intelligence. It was responsible for all code-breaking. All evidence of coded communication found through Media and Signal's work were transferred to the Cryptanalysis branch. They have a reputation for bizarre behavior that borders on the disruptive and are frequently checked by Federal Intelligence's internal monitors and COMPNOR, along with the TCTF.

The Tech Section is the branch of Analysis responsible for analyzing an enemy's hardware, figuring out how it worked and devising methods to provide Intelligence with superior hardware. Tech is given a lavish budget and a number of highly skilled personnel whose moments of brilliant inspiration could translate into innovative technology. The administration, however, which is chosen from scientists and technologists within the branch, are often lost when having to decide upon the proper priorities for projects which are outside their areas of expertise.

The Interrogation Section is responsible for the handling of enemy agents captured by The Federal Intelligence Services. Interrogation was not as bloodthirsty as their counterparts in the Federal Security Bureau, which would reduce their effectiveness in cracking prisoners. Nevertheless, they have a larger purpose, working on the assumption that the Federations Enemies would work as hard as possible to render any divulged information useless. Unless the captive agent was believed to hold vital information, interrogation is minimal.

Intelligence Bureau

The Intelligence Bureau will take the data from the Analysis Bureau and run it by a group of experts to predict what the Federation's enemies will do next.

The Sedition Branch predicted trends of groups that offered resistance to the Federation. The Crisis Branch was not permanent but could be formed in times of crisis out of experts from the other branches. It would be under the control of the Ubiqtorate, but could also answer to a Grand Moff or the Premier himself. Sector branches existed in each sector of the Federation. They were formed of experts that could offer their opinions and analysis to Either the Crisis Branch or Sedition Branch depending on the situation.

The External Communications (ExComm) section managed the equipment that relayed emergency or high priority messages between the various bureaus of Federal Intelligence, the Ubiqtorate, and the Freeborn Peoples Military that required fast and immediate delivery.

Operations Bureau

The Bureau of Operations was the only bureau in the Federal Intelligence Services to be called the "Bureau". The Bureau handled the covert operations which were beyond the scope or required greater resources than those of the average operations capabilities of local Federal Intel assets. It was divided into six distinct divisions.

The Surveillance Division kept watch on serious threats to the Federation. Sorting through information and unerringly selecting suspects currently involved in anti-Federation activity, Surveillance did its job with surprising and deadly efficiency, despite their small size. At the peak of the New Order, Surveillance had less than one agent for every seventy so dedicated in COMPNOR's Federal Security Bureau. Despite the huge difference in numbers between the two organizations, Surveillance was more successful than FSB in its operations, a point Surveillance takes much pride in.

Renik was the counter-intelligence division of the Bureau and of Federal Intelligence. While the Internal Organization Bureau performed counter-intelligence operations for the internal operations of Federal Intelligence, Renik focused on operations within the Federal government as a whole. They specialized in identifying and dismantling enemy intelligence operations. If a particular operation was considered to be potentially useful to the Federation, Renik would hand over all information on the enemy intelligence operation to the Infiltration branch, who would then take it from Renik and deal with it accordingly. However, if an operation was considered insignificant or too dangerous, Renik would destroy it. Saber Enterprises was a front for most of the division's counter-espionage operations.

The Diplomatic Services (DiploServ)division of the Bureau amounted for a sizable portion of the personnel for trade and diplomatic missions found in the Federation. They also accounted for the political experts advising the Federal planetary governors and Moffs. DiploServ personnel were well trained and expected to perform only their overt duties. Others were more clandestine agents, sent on specific anti-Rebellion missions or to establish and organize system cells within their mission area.

The Infiltration Division where they were reassigned to the Intelligence Bureau where they would assist agents within the sector branches, and then later assigned to Sedition section . The agents Will undergo intense training and exposed to mnemiotic drugs to enhance their learning. Those who survive with their minds intact acquired a great deal of knowledge, and were then transferred back to the Operations Bureau and assigned to Infiltration. They would be tested to see which mission profile suited them best.

The Destabilization (Destab) branch was known as "the quiet branch." No one knew much about Destab's operations or personnel. They were, however, known for committing full-fledged atrocities rather than legitimate intelligence operations. Officially, Destab specialized in "taking the fabric which holds a people, society or government together and unraveling it." Agents from other branches suggested Destab's methods closely resembled "shredding." They instilled pure terror into a population, and destroyed any semblance of social order.

The Assassination Division was embraced by other agents, long considered a legitimate means of removal of key members of the opposition. Assassination's agents were trained to take every advantage, to use every trick and matter of subterfuge possible. Assassination was careful to select targets which mission success was probable. Their success ratio was much higher than the theoretical one.

Federal CompLink Bureau
The Federal CompLink is the bureau that uses software secretly installed on computers throughout the Federation to monitor electronic communications. The spyware will transmit information packets to orbiting hyperspace transmitters that would forward the information to CompLink Bureau for study by the Analysis Bureau.

Sector Plexus

The Sector Plexus is the hub for all information processed by The Federal Intelligence Services. Sector Plexus maintain an enormous database filled with information on every Federal Intelligence officer, their aliases, and their activities. The Sector Plexus use Plexus courier droids to securely transport this data across the galaxy.

Sector Plexus is a decentralized, dispersed bureau that handles 99.95 percent of all communications generated by Intelligence. The Sector Plexus is responsible for coding, categorizing, transmitting, storing, receiving and decoding messages from across the galaxy. Sector Plexus stations are located throughout the galaxy; they are small installations which bely the amount of data they deal with on a daily basis, and their hidden locations are the primary method of security.

Sector Plexus are responsible for assigning each agent or branch office with its code numbers and sequence, as well as the PSEGs required to send, receive, and read Federal Intelligence scandocs. Messages sent through the Sector Plexus were transmitted on multiple conduits. This method of parallel transmission ensured that the message would reach its intended destination even if enemy agents destroyed a few of the conduits. In addition, the message continued to be transmitted after reaching its final destination, making tracking the sender or recipient of the message almost impossible. When multiple copies of a message were transmitted and received, some of which may have been damaged in transit through enemy action or natural occurrence, Sector Plexus computers assembled the message and compared all version to create a near-as perfect copy of the original message
Inquisitorius

The Inquisitorius are a secret division of Federal Intelligence consisting of dark side Force-sensitive agents known as Inquisitors. They were considered the highest ranking of the Dark Side Adepts, outranking the Emperor's Hands, Prophets of the Dark Side, and lesser Dark Jedi. They report directly to the Premier. Their primary purpose was the interrogation of Jed'ai or particularly resistant subjects. However, since Federal Intelligence was quite effective in interrogating the average subject, they rarely required the services of an Inquisitor. Inquisitors instead spent much of their time looking for potential Jed'ai candidates and Force activity in the backwater parts of the Federation, most often in the Outer Rim Territories, at the discretion of their leader the Grand Inquisitor.
