This is what I have for now:

Terms: Lead Minister- The Cabinet minister who holds primary responsibility for a specific policy initiative, department, or high-priority project.

Associate Minister - A Cabinet minister appointed to support the Lead Minister, typically in a large department

Junior Minister - A cabinet minister who holds specialized files in a large governmental Ministry while holding a distinct position from the Lead Minister.

Deputy Minister - The senior, non-partisan civil servant managing a department, providing expert advice, and executing political direction from a Minister

Home Secretary - The Lead Minister of the NHO

Delegate Minister - A Cabinet Minister that's tasked inside an Ministry but with extremely specialized roles in that department.

Chief of the Defence Force (CDF) - The highest-ranking military officer in the Falloan Armed Forces (FAF). The CDF is responsible for command and administration and serves as the senior military advisor to the Minister of National Defence.

Statutory Independent Authorities (SIA's) - SIA's mean that an service or agency is administratively housed within an Federal Ministry for budget purposes but operate without political interference.

Crown Corporations - business entities owned by the Falloan federal, provincial, or territorial governments, structured as corporations to deliver public services, manage commercial enterprises, or fulfill policy objectives. They operate at arm’s length from government, balancing public interest with commercial viability, and are accountable through a minister. All Federal Crown Corporations are SIA's but not all SIA's are Crown Corporations.

The Order is The Prime Minister, then Lead Ministers, then Associate Ministers, then Junior Ministers, Deputy Ministers, then Delegate Ministers.

The National Home Office (NHO), also referred to as the Home Ministry in official papers and Parliamentary proceedings, serves as Falloa's interior ministry. It oversees public safety, policing, border security, immigration, Transnational Threats and civil registration. Led by the Home Secretary, a senior Cabinet minister, the NHO holds jurisdiction over several key national agencies including the Falloan Federal Police (FFP), Falloa Border Services Agency, Falloan Electronic Entry and Exit Commission, Falloan Federal Security Council or the FFSC, Falloan Domestic Intelligence Agency (FI6), and Immigration, Refugees and Citizenship Falloa or IRCF. The Ministry of Justice

The Ministry of Justice is the department responsible for representing the Falloan government in legal matters and ensuring the justice system remains fair, accessible, and efficient for all Falloans. It serves a dual role: developing policy and drafting law reforms while acting as the primary legal adviser and counsel to the federal government in court. The agencies under its purview include the Office of the Director of Public Prosecutions (PPSC), Office of the Commissioner for Federal Judicial Affairs, Falloan Human Rights Commission, Office of the Federal Ombudsman for Victims of Crime, Administrative Tribunals Support Service of Falloa, Courts Administration Service, Falloan Commission for Law Enforcement Integrity (FCLEI), the Falloan Anti-Fraud Agency (FAFA) and the Federal Anti-Corruption Commission (FACC).The FCLEI, FAFA and FACC are Statutory Independent Authorities. The Falloan Minister of Justice also automatically the Attorney General. The Minister who is responsible is The Hon. Andrew Richilano, Minister of Justice and Attorney General.

The Ministry of Health Services is the Ministry of the Falloan government who is responsible for overseeing health-focused government agencies including Health Falloa and the Public Health Agency of Falloa, as well as enforcing the Falloan Public Healthcare Act (FPHA), the law governing Falloa's universal health care system. The agencies that are under the purview of the Ministry of Health Services are, Health Falloa, the Public Health Agency of Falloa, National Healthcare Board (NHB), Falloan Food Safety Authority or FFSA, the National Institutes of Health Research (NIHR), National Patented Medicine Prices Review Board (NPMPRB), National Institute for Health and Care Excellence (NICE), Central Health Security Agency (CHSA), Health Services Safety Investigations Authority (HSSIA). The Minister responsible is The Hon. Alexa Hazell.

The Ministry of Social Services and Employment. The ministry is part of the Government of Falloa and is responsible for social programs and the labour market at the federal level. The Ministry delivers a number of federal government programs and services. However the Ministry holds an subdepartment which is Employment and Social Services Falloa (ESSF). ESSF is responsible for its Employment Social Insurance (ESI) program and Elderly Security (ES) program. In addition to its primary role in managing the ESI program, ESSF plays a crucial, distinct role in the joint administration of the Golden Reserve Pension Fund alongside the FRA. While the FRA focuses on the collection and reporting of the mandatory Rosey Guarantee contributions, ESSF's responsibility lies in the intricate task of determining eligibility for benefits from the Golden Reserve and ensuring the accurate and timely disbursement of these payments to eligible retirees. The Ministry of Finance is the steward of the Falloan economy. It prepares the annual federal budget and advises the government on fiscal policy, taxation, and international financial commitments. The Ministry maintains a rigorous consultative process with the 17 provinces and 3 territories to align economic goals. The agencies under the purview of the Ministry of Finance are the Falloa Revenue Agency (FRA), Falloan International Trade Tribunal (FITT), Financial Consumer Agency (FCA), the Royal Falloan Mint and the Auditor General Office (OAG and it's an independent part of the House of Commons). The Minister responsible is The Hon. Stephen Clancy, the Junior Minister is The Hon. Frederick Lavigne and the Deputy Minister is Richard Mossai. In the Ministry of Finance, there is an Delegate Minister of Public Works and Government Services which is the Hon. Aaron Clayton. The Delegate Minister supports federal departments and agencies in their daily operations as their central purchasing agent, real property manager, treasurer, accountant, pay and pension administrator, integrity advisor, common service provider and linguistic authority.

The Ministry of Foreign Relations is the ministry responsible for Falloa's international relations, diplomacy, trade, and consular services, managed by the Minister of Foreign Relations and the Minister of World Assembly Affairs (WA stands for the World Assembly). The Ministry advances Falloan interests through economic diplomacy, foreign policy, and managing missions abroad. It's responsible for conducting official relations with foreign governments and international organizations, providing assistance to Falloans abroad, promoting Falloa's international trade and commerce, leading international assistance, humanitarian efforts, Falloan passports and supporting global peace. The minister of Foreign Affairs oversees Global Affairs Falloa (GAF) and the Falloan Secure Intelligence Service (FSIS/FI8) which is the foreign intelligence service of Falloa. The Minister of WA Affairs is responsible for the General Body of WA Implementation (GBWAI). The Minister of WA Affairs serves as the Permanent Representative to the World Assembly, holding the authority to vote on and draft responses to international resolutions. While the Minister of World Assembly Affairs holds the authority to draft and vote on international resolutions, they maintain a distinct portfolio and remain an integral part of the Ministry of Foreign Relations. The Ministers responsible are The Hon. Mia Boultbee (Foreign Relations) and The Hon. Cassie Nadane (WA Affairs). While this Ministry is operated under by an Lead Minister and a Junior Minister, the full Ministry is called the Ministry of Foreign Relations.

The Ministry of National Culture & Heritage

The Ministry of National Culture & Heritage is the federal ministry responsible for promoting Falloan identity, culture, arts, official languages, and heritage. The ministry focuses on modernizing funding for public broadcasting and ensuring the accessibility of Falloan content and It supports projects that strengthen communities and celebrate Falloan history and identity. The agencies that fall under but are SIA's is FBC/Télé-Falloa (Falloa's public Boardcaster), Telefilm Falloa, Falloan Museum of History, Falloan Museum for Human Rights, Falloan Museum of Nature, National Gallery of Falloa, The Council for the Arts (TCA), National Arts Centre (NAC), the National Library & Archives of Falloa (NLAF) and the Falloan Telecommunications and Radio-Television Commission (FTRTC). The Minister responsible is the Hon. Paul Gasper.

The Ministry of Housing & Communities. The Ministry of Housing & Communities is a federal ministry responsible for creating affordable housing, upgrading infrastructure, and building sustainable communities across Falloa. it funds projects, reduces homelessness, and manages organizations like Falloa Mortgage and Housing Corporation (FMHC), Falloan Lands Company (FLC), and the Community Infrastructure Bank (CIB). The Ministers responsible for it is the Hon. Jack Halford and the Hon. Associate Minister Eliana Greene.

The Ministry of Veterans Affairs. The Ministry of Veteran Affairs is the Ministry that is responsible for administering benefits for members and veterans of the Falloan Armed Forces, the Falloan Federal Police, and their family members and caregivers. The Minister of this Ministry is always the associate minister of national defence. The Minister responsible is the Hon. David Stamer.

The Ministry of National Defense. The Ministry of National Defense is a comprehensive defence authority responsible for safeguarding national sovereignty, protecting citizens, and supporting international peace and security. This body would oversee the organization, training, and deployment of armed forces (FAF) across land, sea, air, cyber, and space domains; manage defence policy and military strategy; procure and maintain equipment and infrastructure; and coordinate intelligence and security operations. It also works closely with allies, provide humanitarian assistance and disaster response, support veterans and military personnel, and ensure democratic accountability and civilian oversight of the armed forces. The Ministry comprises of the MND (civilian public service) and the FAF (military personnel). The Ministers in charge is the Hon. Terry Fale, the Hon. David Stamer, the Deputy Minister (non-partisan career civil servant for the Civilian Side) Sylvie Marissal and the Chief of the Defence Force is Isabella Shigure.

Ministry of Federal Transportation is the federal Ministry responsible for developing policies, regulations, and services for air, marine, road, and rail transportation in Falloa. Led by the Minister of Transport and the Junior Minister of Air Navigation, it promotes safe, secure, efficient, and environmentally responsible transportation. It is headquartered in Kwinana and operates seven regional offices, managing a large portfolio including infrastructure projects and safety programs. The agencies that it manages are Val Rail, Pilotage Authorities, Aviation Security Agency (Crown corporation responsible for airport security screening across Falloa, including passenger, baggage, and airport worker screening. (ASA)), Falloan Airport Authorities (32 total), Falloan Port Authorities (22 organizations), Office of Transport Falloa or OTF (quasi-judicial tribunal and economic regulator for all modes of transportation, including air, rail, and marine). The OTF, Falloan Airport Authorities, Falloan Port Authorities, and Val Rail are SIA's. The Junior Minister is in charge of the Falloan Airport Authorities and ASA. The OTF is shared between the two Ministers. The Minister of Transport is the Hon. Henry Magellan and the Junior Minister is the Hon. Vienne Tremblay.
The Ministry of Environment, Climate and Sustainability focuses on protecting the natural environment while supporting sustainable development. This includes tackling climate change through emissions reduction policies and adaptation strategies, protecting air and water quality, conserving wildlife and biodiversity, and managing natural resources responsibly. It would also oversee agriculture, fisheries, and food systems to ensure sustainability and food security, while regulating waste, pollution, and environmental risks. Additionally, the ministry plays a key role in environmental monitoring, scientific research, and international cooperation on global environmental issues. The agencies that it is responsible for are Parks Falloa Agency (PFA), the Fisheries and Oceans Authority (FOA), Environment Falloa, National Water Agency (NWA), the Falloan Meteorological Authority (FMA) and the Falloan Wildlife Service (FWS). The Minister also works with the Environmental Protection Branch (EPB) to manage chemical substances and enforce environmental laws. The Minister is the Hon. Samuel Baker, and the two Junior Ministers of Fisheries & Oceans (in charge of NWA and FOA) is the Hon. Paisley Fraser and the Hon. Hannah Park. NWA and Environment Falloa are SIA's.

The Ministry of Science, Technology and Innovation (MSTI). The Ministry is focused on positioning Falloa at the forefront of global scientific and technological advancement. It aims to drive economic growth, create better-paid jobs, and improve public services through R&D, digital infrastructure, and AI regulation. The Ministry also oversees the development of national strategies for critical technologies and ensures Falloa is attractive to science and tech talent. The agencies that it is responsible for is the Falloan Space Agency or the FSA (Falloan civil space program responsible for the nation's aeronautics and space research, exploration, and technology development), National Research Council (NRC), Science Council of Falloa (SCF), Business Development Bank of Falloa (BBF), The Office of Financial Institutions or OFI, Falloan Intellectual Property Office (FIPO), Regional Development Agencies (RDAs), Measurement Falloa, Statistics Falloa (StatsFal), Grocery Code Reviewer, Competition Bureau, Falloan Institutes of Health Research (FIHR), Falloan Institute of Biotechnology Exploration (FIBE), Falloan Institute of Children's Research Council (FICRC), Social Sciences and Humanities Research Council (SSHRC), Advanced Research Projects Agency for Health (ARPAH), Natural Sciences and Engineering Research Council (NSERC), Copyright Board, Falloa Foundation for Innovation (FFI). The Minister responsible is the Hon. Alayna Gerrard and there are 2 Associate Ministers and 1 Deputy Minister (James Harris), The Associate Minister of Business & Investment (the Hon. Sienna Hatlow) which is in charge of the Copyright Board, FFI, Competition Bureau, Business Development Bank of Falloa (BBF) and Grocery Code Reviewer. The Associate Minister for Statistics & Measurement (the Hon. Ben Watson) is in charge of OFI, Measurement Falloa and Statistics Falloa (StatsFal) and the Delegate Minister of Regional Economic Development & Intellectual Property (the Hon. Matthew Birch) is charge of 16 Regional Development Agencies and FIPO. FIPO, OFI (regulates all banks in Falloa and regulates all banking laws and WA banking resolutions. OFI's job is to make sure that all banks are following the laws), StatsFal, Competition Bureau, BBF Grocery Code Reviewer, SSHRC, NSERC, FIBE, FIHR, FICRC, FSA,ARPAH and NRC are SIA's. Basically in the science Ministry, everyone has a certain position and they do collaborate with each other. but basically, their positions are set on their areas. So the lead Minister while they are in charge of the whole Ministry, they're mainly focused on the stuff that wasn't given to the junior ministers which is ARPAH, FICRC, FIHR, FIBE, FSA, NSERC, SCF and NRC.

The Ministry of Tourism and Sport (MTS) - This Ministry focuses on marketing Falloa internationally as a premier travel destination, attracting high-value travelers, and supporting industry growth while focusing on promoting, funding, and developing amateur sports, elite competitions, and ensuring safe sport environments. The agencies in charge is Tourism Falloa and Sports Falloa which both are SIA's. The Minister responsible is the Hon. Nolan Parra.

The Ministry of Energy Security & Natural Resources (MESNR) - The Ministry oversees the nation’s energy production, supply, and security, ensuring reliable access to electricity, oil, gas, and renewable resources. It manages energy infrastructure, regulate utilities, and promote efficiency and innovation across sectors and intraprovincial lines, while driving the transition to low-carbon and renewable energy sources. The ministry would also coordinate national energy security, emergency preparedness, and international energy partnerships, balancing environmental sustainability with economic growth and strategic resilience. The Minister responsible is the Hon. Doug Callahan

Extra Notes: The Citizen Privacy & Public Access Ministry was created in 2012. Plus many PM's choose to explain their choice of their Deputy PM. Plus the Ministry of Science, Technology and Innovation has always been that big since the late 70's as Science is seen an big part of Falloa's economy. SIA's were created by the Government Independent Authorities Act,1960 or the GIAA,1960 which allows the government to disenatate any entity created by the Federal government as an SIA in their founding law that created that entity or through amendments to that founding law. It also said that all Federal Crown Corporations shall be considered automatic SIA's. ComIP was not created in 2012 but was created in 1992 via the Access to Freedom of Information Act, 1992 (AFIA, 1992) which the 1992 law created the agency with investigative and penalty powers from the start then it's role was expanded to include data protection in 2006 via the major law which was Falloa's Data Protection and Privacy Act (DPAPA, 2006). From 1992 to 2012, it was part of the Ministry of Justice. Also in Falloa, being Deputy PM doesn't mean you will become the PM. She is also Falloa's first Millennial Prime minister as she is 42 years old. It's important to note that the SIA designation doesn't change everytime an new government comes into power. SIA's are determined by legislation that created that organization or Crown Corporation. Also the Home Secretary is usually the Deputy PM but the PM has the power to choose anyone in Cabinet or an random person that's not in government/legislature and doesn't have to explain why they did it and this government's Deputy PM is Hannah Park and Julia Heikens. Out of the total of 25 PM's, only 11 PM's including Eby have chosen somebody else to be Deputy PM. In fact, if an PM chose someone else they are legally protected from revealing why they chosen that person under the Constitution Act,1931. The Constitution Act,1931 even let's the PM to pick up to 2 Deputy PM's and allows the PM to pick even an random person who never even stepped foot in government and can keep it permanently quiet. In Falloa's history, only 8 PM's have chosen 2 Deputy PM's. This protection only applies to the Deputy PM and not the rest of Cabinet. While the PM doesn't have to explain their DPM choices, the PM still has to maintain Cabinet Solidarity. If the PM's "randomly chosen" DPM makes a mistake, the entire government must still defend that person in public, regardless of how they were chosen.

Cabinet Solidarity &Conventions
Cabinet Solidarity is a Falloan constitutional convention requiring all cabinet ministers to publicly support government decisions and policies, even if they disagree privately. Ministers must vote together in Parliament and defend policies, or resign if they cannot, ensuring the government speaks with a single voice to maintain confidence. A Junior Minister is allowed to answer for the Lead Minister in Parliament but if it's approved by the Lead first. If an Lead Minister is unavailable, then the Junior Minister can speak for them without their approval unless the Lead Minister issued an Conditional Mandate or an CM. A CM is an order by the Lead that states an Junior Minister cannot answer for them when they are unavailable but an CM must be issued witin 60 days after that Lead Minister is sworn in. The Lead Minister determines what unavailable means. An Associate Minister doesn't need approval from the Lead. For an Delegate Minister, it's an case by case basis. However, it's important to note that if an Lead Minister uses their definition of unavailable an lot or keeps preventing their Junior Minister from talking or issuing an CM, the opposition can parliamentary attack that Minister in question period. These rules are not part of the constitution or regular laws but uncodfied conventions.
