The Citadel is a standing institutional body within Aeternas.
It exists to assist the Emperor by providing structured counsel, mediation, coordination, and internal stability.

The Citadel does not rule the Aeternas.
It does not replace the Emperor, the Imperial Cabinet, or any recognized institution.

Rather than acting as an executive arm like the GDA, AIS or the ASL, the Citadel serves as a foundational forum — a permanent internal structure where discussion, mediation, and coordination take place before issues escalate to arbitration.

The Citadel is not a senate or legislature.
It does not enact law, command forces, or exercise sovereignty.

Its purpose is to:

• Reduce unnecessary burden on the Emperor

• Provide a clear forum for mediation and discussion

• Support roleplay continuity and quality

• Help coordinate Aeternas institutions and internal affairs

High Councillors are selected for activity, judgment, writing ability, and familiarity with NationStates mechanics and roleplay.

The Citadel addresses matters affecting the Aeternas as a whole, including:

• Regional roleplay direction, lore, and continuity

• Mediation of roleplay disputes and institutional disagreements

• Advisory discussion on Imperial Cabinet roles and internal offices

• Coordination between Aeternas institutions (GDA, Legion, KoR and others)

• Long-term planning and internal development

• God-modding oversight, continuity guidance, and narrative moderation where appropriate

• Administration of the regional honors and recognition system, including the review of nominations, selection of recipients for Citadel-administered awards, and maintenance of the official record of honors and distinctions.
  

The Citadel may hold advisory discussions and votes to gauge consensus.
All outcomes are non-binding unless adopted by the Emperor.

Mediation — The Citadel
• Primary forum for mediation and discussion
• Used for roleplay conflicts, disputes, and coordination issues

Arbitration — The Emperor
• Serves as the first arbitrator
• May intervene at any time
• Handles unresolved or major matters

Mediation exists to resolve issues constructively, not to limit imperial authority.

All citizens and residents of the Aeternas may, in good faith:

• Bring concerns or disputes to the Citadel for mediation

• Request advisory discussion on Aeternas-related matters

• Petition the Emperor directly for arbitration
  

For questions, concerns, or petitions, individuals are encouraged to:

• Telegram the Vizier of the Citadel, or

• Telegram any High Councillor
  

Petitions do not compel action, but will be considered based on relevance, conduct, and availability.

The Citadel does not:

• Pass laws or issue binding rulings

• Command military or security forces

• Control WA mechanics or delegations

• Override the Emperor or Cabinet
