Article 1. Basic Provisions

1. This Charter establishes the region and properties of Aspen.

2. Aspen shall consist of the region of Aspen as well as: any nations required to operate the government, any offsite platforms that are created in reference to the original region (such as a regional Discord), and any new regions created for the purpose of operating Aspen.

3. Aspen shall take a neutral stance on matters involving raiding and defending, but may raise a regional army to defend itself if necessary.

4. While Aspen shall be officially ideologically neutral, it shall be noted that fascism, homophobia, racism, etc. as well as sympathizers to these hateful ideologies are strictly banned. The administration shall have full power to remove individuals who subscribe to those ideologues at any time as necessary.

5. To become a citizen, nations must join the World Assembly and endorse the President. Exceptions may be made by the President for nations that can prove the location of the nation they have in the WA.

6. Nations that reside in Aspen and have completed the lawful citizenship process are citizens of Aspen and shall be afforded the following rights:

   1. The right to reside in Aspen and operate their nation as they see fit.

   2. The right to respectful free speech (see A1.4)

   3. The right to participate in regional activities (e.g. roleplay, events, etc.)

   4. The right to participate in elections (vote in, run in, campaign for, etc.)

   5. The right to equal treatment under the law

7. This Charter, on its enaction, shall become the most basic law of Aspen, and hold authority over all other laws.

Article 2. High Administration

A. The Aurelia

1. The highest unit of administration of Aspen shall be the Aurelia, who shall hold the office of Governor within the region, and hold the highest possible office in all other respects.

2. The Aurelia shall be charged with assuring that Aspen is an inclusive and well-maintained community.

3. The Aurelia shall have oversight over the general operations of Aspen through their administrative powers, and have the final say in all matters.

4. The Aurelia shall be the chief operator of elections and referendum.

5. The post of Aurelia shall not be an elected one; rather, the Aurelia shall appoint their own successor, making sure to maintain at least one active successor at all times.

6. The Aurelia may not hold any other office than Aurelia during their tenure.
   

B. The Emberwood Officers

1. The Emberwood Officers are the chief advisors to the Aurelia.

2. There shall be three Emberwood Officers at all times, one appointed by the Aurelia and two elected from among the populace.

3. The Emberwood Officers shall have all powers of regional office in the region of Aspen.

4. The Emberwood Officer may not hold any other office than Emberwood Officer during their time.
   

Article 3. Moderation Team

A. The Autumnwarden

1. The Autumnwarden is the head moderator for all platforms of Aspen and is second in command to the Aurelia.

2. The Autumnwarden ensures all moderators are effective and maintaining a positive, rule-abiding environment.

3. The Autumnwarden has the power to reverse any decision taken by a lower moderator.

4. The Autumnwarden appoints and dismisses moderators, and is themselves the most senior moderator among the moderators.

5. The Autumnwarden shall have all powers of regional office in the region of Aspen.

6. The Autumnwarden may not hold any other office than Autumnwarden.
   

B. Other Moderators

1. The RMB moderators shall take the title of Rustleaves, monitoring the Regional Message Board with Communications and Border Control authorities.

2. The discord moderators shall take the title of Crimsonbreezes, monitoring the regional discord with kick and ban powers and Border Control authority on-site.

3. The forum moderators shall take the title of Maplewatches, monitoring the regional forums with banning authority and Border Control authority on-site.

4. Any moderator may request an official with high influence to eject or ban someone they cannot due to influence costs.

5. The Moderators may not hold any other position and mostly volunteer and a alternative for those who aren't elected but still want to do something.
   

Article 4. Civilian Government

The Prime Minister

1. The Prime Minister shall be the head of civilian government.

2. The Prime Minister shall appoint a cabinet of ministers once per election cycle to assist them in their duties, granting to them specific authority based on their office (examples include Minister of Culture, Internal Affairs, External Affairs, Security, etc.)

3. The Prime Minister shall be appointed by election.

4. The Prime Minister shall also serve as the World Assembly Delegate.
   

The Golden Herald

1. The Golden Herald shall newscast any articles of news for the region.

Article 5. Elections

1. Elections shall operate once every three months.

2. Elections shall last for three days per position.

3. The Emberwood Officers shall be elected first, with a top-two system: both positions shall be elected at once, with the people placing first and second receiving the positions.

4. The Prime Minister shall be elected second.

5. Runoffs will only occur if there is a tie, or in the case of the Prime Minister elections, if no candidate receives more than 30 percent of the vote.

6. Runoffs will only consist of the tied individuals for Emberwood elections and the top two for Prime Minister.
   

Article 6. Amendments

1. The Charter may be amended through the following process, listed in order:

   1. Proposal of the amendment by any citizen

   2. Two-thirds referendum majority

   3. Confirmation of legality by the Aurelia

   4. Approval by the Prime Minister

2. Should the amendment pass unanimously at any stage, the Prime Minister's approval shall not be required.
