Our situation is critical.

The Novorona plague, emerging in our nation a few months ago in January, has begun rapidly spreading, infecting an estimated 21,000 people as of the present. These numbers will only continue to grow as time passes, and we have to be prepared to face the inevitable struggle.

Thus, I hereby enact Executive Order 2202, better known as the Burn All policy.

With the enactment of EO 2202, the military will now be mobilized to deal with the infected, and the execution and neutralization of infected has been permitted if it is needed to save people. All people eligible for military service should register, and those who are currently in the army should be prepared for deployment at a moment's notice. We have also allowed the use of fighter jets, artillery, tank divisions, chemical weapons and machine guns in dealing with the infected hordes if the situation gets out of hand.

The nation's Health Ministry orders all unnocupied buildings to be turned into field hospitals, in preparation of the coming storm.

Others will call our methods harsh, but this is the only way we can stop the spread. We are not just doing this for ourselves, but for all of Lacia. Novorona is a deadly disease, with flu-like symptoms and excessive diarrhea at best, but there is a high chance of infected turning into vampires. We have even discovered a gene within the virus's DNA which could allow it to resurrect the dead. Thus we treat this as a major cause for concern, and plead on other nations to see it the same.

We humbly request nations to avoid repatriating their citizens unless absolutely necessary, and if so, put them through extensive quarantine.

The safety of Lacia is on the line.
