This guide consists of 3 steps. Please don't skip over a step, and follow all 3.

Explanation of terms used on this guide:
After-text: The text you see after responding to an issue, which is shown in your activity.
Before-text: The text you see that are the descriptions of certain choices in an issue.
MWQ: The website used in this guide.
Upsides: The benefits of an issue choice. (increased economy, better healthcare, lower crime, etc)
Downsides: The negative effects of an issue choice. (worse economy, worse healthcare, higher crime, etc)

You may also need an education level higher than 5th grade in order to properly understand other terms used in this guide and to use your brain on issue choices.

Step 1, Authentication By Congress and Having An Advisor Cabinet: Enable confirmation before passing certain choices. You should do this to ensure you don't accidentally misclick on an issue choice you didn't want to pick. You should also enable "show more stats" to see more stats that were affected by an issue choice.

Step 2, See Choices and Issue Results: Go to http://www.mwq.dds.nl/ns/results/ to see the possible results of an issue's choices. If the website shows something like "HTTP Response Error 403" or does not let you access the page, you can then emulate the website by going to https://www.browserling.com or any other website emulating tool. If it says not secure, press go anyway, or still emulate the website if you want to ensure you're safe. You can also try using a different device to show the website. You can now see the results of the choices of an issue!

Do not solely rely on this website for issue and choice information. It is almost always right, but sometimes shows a different amount of choices, or the wrong choices. Use common sense and read both the issue itself + it's choices and the information from MWQ to determine if MWQ is showing the right info on choices. It is usually very easy to see if MWQ is showing the correct issue choices or not by:

Comparing the after-text with the before-text of the choices, seeing how it could result in a cause-effect relationship. If you can, you probably have the correct choices. If you can't really see how it would result in a cause-effect relationship, it probably is not. Some after-texts are ridiculous compared to their before-texts, but are still a cause-effect relationship.

Comparing the results you would think you would get from this issue compared to the results you would actually get according to MWQ. (Example: Choice says it's from a libertarian who wants to increase civil rights, then MWQ says that this choice increases authoritarianism by up to 300 points.)

Comparing the number of issues and the way they are ordered. (Example: An issue has 3 choices, MWQ says it has 4.) This is the easiest way to see if an issue on MWQ is showing the correct choices.

Some choices of a single issue show the same after-text. The MWQ website is unable to differentiate the results of these two issue choices, and you should not choose either one of these choices to make sure you are safe, unless both or one of these choices look like they would be very beneficial for your country (Refer to Step 3). MWQ will represent that two choices show the same text by showing (choice number) / (choice number). An example of this is attached below.

IMPORTANT DISCLAIMER: The changes are in the actual statistic units, not percentage.

If you determine that MWQ is not giving you the correct data for issue choices, you should probably dismiss it or go with your gut on a choice that sounds very beneficial, with little or no downsides. (Refer to Step 3) Most issues that have wrong choices on MWQ, actually have only one or two wrong/non-existent choices, and it could be fairly easy to rule them out.

Step 3, Picking The Right Choice: Do not be afraid of the big-red DISMISS button! If you genuinely want to become a utopia, you have to be aware of this button and use it frequently. Most issues only give choices that are like half upsides and downsides, with full out downside choices as well. You should dismiss these issues. You want issues with choices that only have upsides, or very little bad effects with mostly upsides. For example, you choose to add universal healthcare in an issue choice. Doing this is almost always mostly a beneficial thing, and has little to no downsides.

Use MWQ to determine how good an issue is, by looking at the maximum, minimum, and average data change in certain stats after picking certain choices. Still keep in mind about wrong choices in issues, and choices of issues giving the same after-text.

Also look at the policies that are removed or added as a result of picking a choice. You want policies such as: marriage equality, public protest, universal healthcare, and etc. to be put into place. You don't want policies such as no dissent, state-controlled media, autocracy, geronticide, or etc., to be put into place.

An issue should mostly show increases in the stats that should be higher (Economy, Education, Transport), and mostly decreases or very small changes in the stats that should be lower for you to pick it (Wealth Gaps, Crime, Extremism).
