Petroleum Homeland Ancillary Resource Trade Bill Passes

The House passed the Petroleum Homeland Ancillary Resource Trade bill yesterday by a narrow margin of a mere six votes. Reviled by critics as the PHART bill, legislation is intended to boost exports of bio-mass and other natural gas technologies to developing countries in an alleged effort to reduce demand for petroleum from conflict areas such as the Persian Gulf.
