Magna Aurea | The Constitution
We, the people of Magna Aurea, united in our commitment to justice, liberty, and prosperity, establish this Constitution to secure our freedom for ourselves and our future. With unwavering resolve, we aspire to create a just and flourishing nation where the rights and dignity of all citizens are upheld. In this spirit, we pledge our collective endeavor to build a Magna Aurea that stands as a beacon of hope and opportunity for all.
The Consul is the Head of State of Magna Aurea.
The Consul is acknowledged to be Ovenerium.
The Consul shall serve indefinitely or until resignation, with successors to be appointed by Hawk Command of The Black Hawks.
The Consul may choose to intervene in any fashion only when deemed utmost necessary, including but not limited to:
Unilaterally introducing new policies
Vetoing, without override, any legislation passed by the Senate or treaty ratified
Revising the Constitution as needed
The Consul may manage and maintain the regional records of Magna Aurea or delegate such authority to a Consul or Senator.
The Consul may preside over the Senate and assume the powers of the Praetor of Internal Affairs.
The Consul is a signing authority in treaties Magna Aurea becomes a party of during their service.
Section I - Establishment
The Praetors are the Heads of Government.
There are three (3) Praetorian offices that oversee specific aspects of government:
Senatorial Affairs
Foreign Affairs
Cultural Affairs
The Praetors of Foreign Affairs and Cultural Affairs may appoint Tribunes to help with their respective offices’ responsibilities and focuses.
Tribunes may serve indefinitely.
The Praetors are members of the Senate and have the same powers as Senators unless codified otherwise.
Section II - The Praetor of Senatorial Affairs
The Praetor of Senatorial Affairs is primarily responsible for presiding over the Senate in the absence of the Consul.
The Praetor of Senatorial Affairs is responsible for the timely voting of bills before the Senate.
The Praetor of Senatorial Affairs is responsible for the maintenance of regional law and keeping record of proposed bills and their outcomes.
The Praetor of Senatorial Affairs is a signing authority in treaties Magna Aurea becomes a party of during their service.
Section III - The Praetor of Foreign Affairs
The Praetor of Foreign Affairs is the official and formal dignitary of Magna Aurea in lands that are foreign after the Consul.
The Praetor of Foreign Affairs is permitted to approve or decline the establishment of formal ties or embassies with foreign entities unless overruled otherwise by the Consul.
The Praetor of Foreign Affairs is permitted to negotiate treaties with other regions. Treaties are subject to Senate approval.
The Praetor of Foreign Affairs is a signing authority in treaties Magna Aurea becomes a party of during their service.
Section IV - The Praetor of Cultural Affairs
The Praetor of Cultural Affairs is primarily responsible for overseeing the general health and continuance of the regional Role Play.
The Praetor of Cultural Affairs is to ensure the regular update and maintenance of the regional map.
The Praetor of Cultural Affairs may organize events for the region as well.
Section V - Terms
The Praetors are to serve a term of four (4) months. Elections are to be held within the last week of the month before the new term, inauguration occurs on the first day of the succeeding month.
In the event a Praetor does not finish their term, a by-election occurs unless the vacancy occurs in the final month of their term which is to be concluded no later than two (2) weeks from the vacancy occurring.
During the vacancy period, the Consul may appoint an acting Praetor until there is a newly elected Praetor.
Section I - The Senate
The Senate of Magna Aurea has sole legislative power after the Consul to propose and pass bills as laws requiring only a simple majority to pass unless specified otherwise.
The Senate is permitted to propose amendments to the constitution, which require a ⅗ majority to pass and the approval of the Consul.
The Senate is permitted to remove Praetors and Tribunes with a ⅗ majority.
The Senate is vested with the sole authority of ratifying treaties negotiated by the Praetor of Foreign Affairs.
The Senate of Magna Aurea is composed of senators, who take part in the legislative process.
Section II - Terms
Every citizen is bestowed the position of Senator and serves indefinitely as Senator from the moment they attain citizen status.
Legislative privilege cannot be stripped from a citizen of Magna Aurea unless a citizen loses their citizenship status.
Section I - Citizenship
A citizen is defined as anyone that retains a nation within the region permanently and fulfills another of the following criteria:
The retained nation is a member of World Assembly
The owner of the retained nation has a nation in the World Assembly sworn to The Black Hawks
The owner of the retained nation has a nation in the World Assembly sworn to Sparkalia
The owner of the retained nation has a nation in the World Assembly that is transparent and verifiable
A citizen is one that does not actively work against the military or diplomatic interest of Magna Aurea.
Citizens are fully eligible to run in elections for government office.
Section II - Decorum
Magna Aurea shall remain a place for civil and fair discussion between the members of this region and others.
Debates that have the potential to become uncivil and disruptive must be brought to an off-RMB place of discussion, or be halted immediately.
Phrases, terms, or events that incite aggressive and/or undue behavior towards a citizen of this region or others, are not to be used.
Members of allied, embassy regions may converse with members of Magna Aurea via Embassy Posting, so long as they do not disrupt daily activity within Magna Aurea.
