Rationale
Waffia supports the goals of the proposal, but has serious concerns about the proposal's used definitions and clarity. Primarily, the proposal gives an unsatisfactory definition of "vehicle", a non-definition of aerospace (since a simple civilian hot air balloon can fly into space), does not clarify which states have the rights to delegate which parts of aerospace, and includes a nonsensical requirement resulting from the combination of clauses a(ii) and d(ii) that unmanned domestic-terrorist aircraft are rescued rather than shot down.
Waffia, together with the original authors and Ebonhand, is involved in a redrafting of the proposal, to be submitted at a later date.
