The Supreme Constitution of the UEPU Province

101:Puts all Legislation factbooks/dispatches written by Landbang Rkipo Islands as law.
102:Recognizes this Version of the Constitution as Valid.
103: Any mention of the "UEPU" or the "UEPU Province" in this documents is referencing the region UEPU.

201: Defines a Resident as someone residing inside of the UEPU
202: All Residents have a right against harassment
203: All Residents have a right to go to court
204: All Residents have a right to leave the region without repercussions
205: All Residents have a right to post on the Regional RMB board as long as that does not infringe on any other rules of the UEPU and any rules of NationStates
206: All residents have a right to participate in regional events as long as they are not political or RP

301: Recognises that the Office of the Sheriff gets the privileges of Border Control and Communications in the Admin Page
302: Recognises that the Office of the Sheriff is appointed by the President.
308: Recognises that the Sheriff Elect will have to say the following in the RMB as the "Swearing in of Duty" to become Sheriff:
I, [nationname] hereby promise to Protect, Serve and Love the Citizens, Native Residents and Residents of the UEPU. I promise to carry out the will of the people, represented through the President. I pledge that I will not my position of power for personal gain, or ordain in any political organisation whatsoever until I am out of office. I promise, to serve the people of the UEPU with compassion and empathy, and to not commit any crimes ever.
309: Recognises that, as soon as the Swearing in of Duty is said in the RMB by the Sheriff elect, they will become the Sheriff.

401: Recognises a Citizen as a Native, WA resident who has endorsed the Landbang Rkipo Islands
402: Recognises that all Citizens have all the rights of a Native Resident
403: All Citizens have a right to run for Prime Minister
404: Recognises that all Citizens can run for The House of Representatives

501: The Prime Minister will be a member of the party that the leader of the party nominated that the Provincial Representative invited to form a Government. The person the party leader nominates can be themselves.
502: The Provincial Representative will invite the Prime Ministerial candidate of the largest party according to the amount of seats in The House of Representatives to form a Government in the Provincial Representative's name, unless the Provincial Representative deems them unfit to rule.
503: After receiving an invitation to form a Government in the Provincial Representative's name, the Prime Minister elect can either accept or decline the offer.
504: The Prime Minister may choose to form a cabinet, if so, then the Prime Minister will have to choose from any citizen in the UEPU.
505: The official recognised Cabinet roles are:

Minister of Defence, in charge of all Military Gameplay of the UEPU.
Minister of Foreign Relations, in charge of all Foreign Relations of the UEPU.
Minister of Interior, in charge of all domestic affairs in the UEPU.
Minister of Culture, in charge of all recruitment and activity in the UEPU game-side and on discord.

601: The Provincial Representative (Landbang Rkipo Islands) is the head of government.
602: The Prime Minister is the elected representative of the people.
603: The Prime Minister is the second most executive role in the government.
604: The Prime Minister may chose a cabinet at least 3 days after the election otherwise the Provincial Representative may do so.
605: The Prime Minister may resign from office at any time, but must notify the Provincial Representative at least an hour before they announce this on the RMB. An announcement from the Prime Minister that is resigning is mandatory. This announcement should include the reason of the resignation.

701: The Provincial Representative has the power to veto any decision or bill that may be passed or has been passed through Government.
702: The Prime Minister has the power to veto any decision or bill that may be passed or has been passed through Government, however they can not Veto any decision by the Provincial Representative.
703: The House of Representatives has the power to Veto any decision made by anyone in government, including the Provincial Representative. This must be done through a vote, with an over 50% majority.
704: The House of Representatives may choose to "Impeach" the Prime Minister, where a vote of no confidence will be held in The House of Representatives. This must have a 2 thirds majority for the Prime Minister to be ousted, and replaced by a new choice of the Provincial Representative.
705: The House of Representatives may choose to "Investigate" the Provincial Representative if they suspect that the Provincial Representative has done something illegal.
706: The "Investigation" must be proposed by the Prime Minister, and must have a 2 thirds majority to go through.
707:The Sheriff and the Speaker of the house must Investigate the Provincial Representative and have an outcome within 14 days of the start of the Investigation. This "outcome" will only be a statement/suggestion, which The House of Representatives may use in a later date.

801: The House of Representatives will be fully elected by the Citizens of the UEPU
802: The House of Representatives will be the only Legislative house of the Unicameral system of the UEPU
803: The House of Representative's members will be called "Congresspeople"
804: The House of Representatives other officially recognised name will be called "Congress"
805: Congresspeople will be voted in proportionally from Citizens voting for a party, and the political party can choose who stands in what seat they have been voted in.
806: The House of Representatives will use a proportional voting system where the percent of each party's votes will correspond to the amount of seats they receive.
807: The House of Representatives will have 10 seats.
808: All legislature can either be proposed by Congresspeople, or by the Provincial Representative.

901: The Prime Minister or Provincial Representative has the power to declare a State of Emergency.
902: A state of Emergency means that the Provincial Representative or Prime Minister can make decisions without the need to go through The House of Representatives.
903: The State of Emergency may be overruled by The House of Representatives via vote. This must be a 2 thirds majority win.
904: A State of Emergency must have an explanation, and can not go on for more than 50 days.
905: The minimum period between State of Emergencies is 20 days.

1001: For the constitution to be amended the Provincial Representative and/or the Prime Minister will have to approve and hold a vote with all Congresspeople, this vote will have to pass with a majority of Congresspeople's in favor.
1002: After the amendments have been made, the author of the amendment will show the changes to all Congresspeople and will need over a 50% approval.
