[META] Realistic population count convention

For the purposes of factbooks, dispatches, announcements, or other references to population statistics, all nations in the Almersen Union agree to define their "actual" population count as the population count as stated by NationStates divided by a constant factor of 200 in order to keep the population count consistently realistic. However, when calculating a nation's GDP per capita with NationStates economic output data, the NationStates population count is still used.
