A Guide to TIBOE

TIBOE's (Ten Thousand Islands Brigade of Official Endorsers) Mission Statement:

To Endorse all WA Islanders while remaining below the endorsement cap, Encourage Islanders to join the WA and endorse the Delegate, and Inform the populace about WA endorsements, endotarting, and other related topics.

History of TIBOE:

TIBOE was first established with the passing of LinkNS 120-1, a proposal to create an organization dedicated to endorsing XKI’s Delegate. However, at the time of its creation, TIBOE was hardly an “organization.” It only consisted of a few members with a loosely defined purpose and no clear hierarchy of command. For several years, TIBOE existed in this capacity. Things changed when Vivolkha joined TIBOE and HumanSanity started his delegacy. HumanSanity recognized the inefficiency of TIBOE’s current system and campaigned for change. He worked in conjunction with Vivolkha, an innovative and dedicated TIBOE member, to lay the groundwork for the reforms that were later implemented during Wischland’s delegacy as part of LinkNS 326-1, otherwise known as the TIBOE Reform Act. This act revolutionized TIBOE, giving the organization a defined goal and organizational structure. Part of this act included the newly introduced roles of TIBOE Chair, who acts as correspondent between TIBOE and the Delegate, and TIBOE Secretary, who is required to produce a monthly report of TIBOE’s activities. Since Vivolkha was largely responsible for reforming TIBOE and took an active interest in the organization, he became the first Chair of TIBOE. As Chair, Vivolkha led TIBOE into a new era of productivity. He was responsible for suggesting hirings and firings, running endorsement drives, requesting new legislation for TIBOE, creating a new pay structure, and so much more. After serving for several highly eventful and successful months, Vivolkha decided to step down as Chair to focus on more pressing RL matters. On Wischland’s recommendation, Liberdon, the then-TIBOE Secretary, filled the newly vacant role. Since then, TIBOE has continued to grow and prosper, peaking at an astounding 10 members.

RMB Reminders

TIBOE’s main activity is posting RMB reminders to endorse the delegate and the list of nations under the minimum endorsement cap. TIBOE strives to make reminders as interesting as possible. Some TIBOE members have had quite a bit of fun creating entertaining and memorable RMB reminders.

Endorsement Drives:

Endorsement drives were the brainchild of then-Delegate HumanSanity. The first endorsement drive was held during HumanSanity’s delegacy to help boost his endorsement count, which had been in steep decline for several months. It included card giveaways, RMB recognition for nations who endorsed the Delegate during the drive, and private messages to nations not endorsing the Delegate, urging them to do so. It was wildly popular, and since then, several more have been held to help ease Delegate transitions and fortify the Delegate’s position during times of weakness.

TIBOE Reports:

With the passing of the TIBOE Reform Act, the position of TIBOE Secretary was created. The TIBOE Secretary is charged with producing a report each month of TIBOE’s activities. On Wischland’s recommendation, Liberdon, a younger but enthusiastic TIBOE nation, became the first TIBOE Secretary under Vivolkha. After Liberdon accepted the role of Chair, Gonggong, another highly enthusiastic TIBOE member, became TIBOE Secretary.

Endorsement Welfare Program:

During his time as Chair, Vivolkha introduced the endorsement welfare program, which guarantees every nation in XKI at least 20 endorsements.

What are endorsements?

Endorsements are the most fundamental and basic mechanic of NationStates' World Assembly (WA). They symbolize a nation's support (that is, an endorsement) for another to represent their region at the World Assembly.

Both chambers of the World Assembly - the General Assembly and the Security Council - use the same endorsement list. In other words, when endorsing a nation to the World Assembly, it is being endorsed for both the General Assembly (GA) and the Security Council (SC) simultaneously. It is not possible to endorse a nation solely to the General Assembly or the Security Council without involving the other.

How do I endorse a nation?

To endorse another nation, you must first meet two conditions:

  1. Be in the same region as the nation you want to endorse.

  2. Be both members of the World Assembly. Apply to join the World Assembly here.

First, go to the main page of the nation you intend to endorse:
If and only if the two previous criteria are fulfilled, a button appears right at the end of the page, below National Happenings, that says "Endorse NATIONNAME". Simply click that button, and wait for the game to process it (generally ~1-2 seconds at most).

Generally speaking, it is particularly important that a nation is endorsing its region's Delegate.

The effects of endorsements

Being the most fundamental mechanic of the World Assembly, endorsements have a number of very important effects:

  • Endorsements determine who becomes the region's World Assembly Delegate. The nation with the most endorsements in a region (at the very least, one endorsement is needed) becomes its World Assembly Delegate, in charge of representing their region at the World Assembly, during the next twice-daily game update. In case of an endorsement tie between a nation and the incumbent Delegate, the latter remains Delegate of the region. In case of a tie between two nations that are not the incumbent Delegate, the mechanics are not exactly clear, but apparently the one who received the oldest latest endorsement (that is, the one who got endorsed first with the tying endorsement) becomes Delegate.
    Delegates have special voting powers at the World Assembly: their vote is equivalent to that of 1 + number of endorsements (minimum 2 votes) nations. Proposals at the World Assembly also need the approval of 6% of Delegates before it can even be voted on. Outside the World Assembly, Delegates may have Executive powers, making them the paramount authority in the region, second only to the Founder (if there is one).
    Keep in mind that most of the largest regions in the game have a more organized method of picking the Delegate. For example, in 10000 Islands, the Delegate is elected every 6 months.

  • Endorsements help grow a nation's Influence. Provided it doesn't switch regions, a nation's Influence grows by 1 + number of endorsements every update, that is, 2*(1 + endorsements) per day. Delegates need to spend Influence to perform actions such as ejecting a nation from a region. Nations with higher Influence are, in turn, more expensive to ban or eject. Note that this restriction does not apply to Founders.

  • Endorsements allow nations to submit proposals to the World Assembly. To be specific, nations require at least 2 endorsements before they are allowed to submit their very own proposals to the World Assembly.

  • Endorsements award stat badges. Stat badges are awarded to a nation when any of its stats hit the top 10%, 5% and 1% in the game. Endorsements help obtaining stat badges in two ways. First, the number of endorsements received is a stat in itself, and given that a majority of nations are not members of the World Assembly, it is an easy badge to get. Second, endorsements play a huge role in obtaining an Influence badge given the mechanics of this stat.

Endorsement caps

As stated previously, most of the largest, most powerful regions in the game, including 10000 Islands, choose their Delegates through elections or other organized, pre-planned decision. To ensure that the desired nation becomes Delegate, regions enforce endorsement caps that apply to all other members of the World Assembly. In 10000 Islands, the endorsement cap is half the endorsements that the current Delegate has, and it does not apply to members of TITO, our military forces.


How do I gather endorsements?

When receiving an endorsement, it is generally considered respectful to return the favor and endorse that nation back. This exchange of endorsements is commonly known as endotarting. Hence, the easiest way of gathering endorsements is to simply endorse every nation in your region. How could I lose endorsements?

There are four main ways you can lose the endorsement of a nation. From most to least common:

  1. The nation in question you Ceases to Exist;

  2. The nation in question moves to another region;

  3. The nation in question resigns from the World Assembly; or

  4. The nation in question manually withdraws their endorsement.

If your nation changes regions, resigns from the World Assembly, or Ceases to Exist, it will lose all the endorsements it had previously received.

Why should I engage in endotarting?

Nations in 10000 Islands are strongly encouraged to endotart as much as possible (without breaking the endorsement cap), for a number of reasons:

  • As said, the fastest and most common way of gathering endorsements is engaging in endotarting, which will allow your nation to enjoy the advantages of getting endorsed. For example, you will easily obtain stat badges for World Assembly Endorsements or even Influence.

  • Endotarting is a way of engaging with other people! Furthermore, members of the World Assembly tend to be more active than non-members.

  • Endotarting boosts regional security slightly. Nations with more endorsements gather Influence faster, making it more costly for foreign hostile nations to eject them if they ever seized power.

  • 10000 Islands actively rewards endotarting by giving away prizes through the WASP!

There are three main reasons why endorsing our Delegate is important:

Regional security
In NationStates, the World Assembly Delegate of a region is the nation that has received the most endorsements from their regionmates. Most of the largest regions in the game, including 10000 Islands, have effectively replaced this system by one in which the Delegate is chosen through a more organized method (in our case, democratic elections held every 6 months). To enforce this system, the Delegate needs to receive the maximum endorsements possible while all other nations have their endorsement count limited (something known as an endorsement cap).

However, mechanically, in the eyes of the game itself, the Delegate is still simply the nation with the most endorsements, no matter how these endorsements where gathered. This can be exploited by other regions, commonly known as raiders, to irregularly seize the Delegacy by flooding the region with foreign nations that coordinately endorse each other.

As a fairly large and powerful region that is well known for opposing raiders all over NationStates (more below), 10000 Islands would make for a high-profile target. Precisely because of it, our region has taken care to be as secure as possible. 10000 Islands has a non-executive Delegate, which limits the damage that a potential raider invasion could have, as well as an active Founder, who can immediately undo any actions raiders can take in our region.

These security measures mean that 10000 Islands can never be really destroyed completely in an invasion. Regardless, rival regions still have an interest in temporarily securing the Delegate seat to embarrass us, and it is better in all cases if raiders fail to seize the Delegate position in the first place. While 10000 Islands is a very large region in which the Delegate typically has hundreds of endorsements, every single extra endorsement our WA Delegate has is one extra endorsement that raiders would need to overcome to overthrow the legitimate Delegate.

World Assembly voting power
WA Delegates are intended to represent their region's voice at the World Assembly. As such, they have special voting powers. The vote a Delegate casts is worth 1 + the number of endorsements they have. For this reason, powerful Delegates with very large votes tend to decide the outcome of a resolution. The more endorsements our Delegate has, the more powerful will 10000 Islands be at the World Assembly, allowing us to advance our interests and influence debates on new international law, Commendations, and Condemnations (which can be important to counter raider propaganda). Furthermore, in 10000 Islands, the Delegate's voice is your voice: the Delegate votes according to the result of a Linkforum WA voting poll in which you can participate!

Advocating defender values
But a powerful WA vote is important not only for roleplay, but also to advocate our defender values. To our very core, 10000 Islands is a defender region that opposes raiders all over NationStates. Even for nations that are not directly involved with TITO, our regional army, 10000 Islands's stated political purpose at every level is to protect the safety of smaller, innocent regions that did not ask to be part of the NationStates' "raider and defender" (R&D) gameplay. If raiders succeed in invading a region and taking full control of it, its community is at a very high risk of being destroyed.

TITO is our region's main way of combating raiders. However, in some situations, raiders can get a strategic leg up in an invasion. In that case, there is still hope to save the community of the region being raided: a World Assembly Security Council Liberation Resolution. A SC Liberation forcibly removes the password of a region, allowing native nations to regain control with TITO's aid.

For this to occur though, the SC Liberation needs to pass at the World Assembly (with >50% support) as soon as possible, reason why a stronger vote at the World Assembly is absolutely crucial. We need to make sure our WA vote is at its absolute strongest to preserve the sovereignty of defenseless regions.
