[size=120]The Administration of the [region]Libertarian Socialist Confederation[/region] includes the Founder (1 nation), World Assembly Delegate (1 nation), Election Secretary (1 nation), and then the Confederal Council (4 to 12 nations, with 1 to 3 nations being in each committee). In total, there are 7 to 15 officers in the region at any time, unless there is low activity or officers are transitioning.[/size]
[size=120]In the Confederal Council, officers holding the same type of office are referred to as a committee (e.g., Foreign Affairs Committee). One officer in a committee is referred to as a Councilor (e.g., Foreign Affairs Councilor). There are 1 to 3 councilors in a committee. The 4 committees of the Confederal Council are: Internal Affairs, Foreign Affairs, Outreach, and Safeguard.[/size]
[size=120]The Election Secretary, WA Delegate, and Founder are all not a part of the Confederal Council.[/size]

[size=120]The Confederal Council is on a 3 month election cycle. Within 19 days before the end of every term, both the Election Secretary and the entirety of the Confederal Council are re-elected. The Founder and WA Delegate are selected like most regions.[/size]

[size=120]The Election Secretary organizes the Confederal Council Election, so is the first to be elected (when it is time for a new Confederal Council). This preliminary election takes a total of seven days.[/size]

[size=120]For three days, a nation may nominate themselves or confirm a nomination from another nation, on the regional message board. In the LSC, all nominations (unless nominated by oneself) must be confirmed to be valid nominations. Therefore, if nominating another nation, please consider nominating early in this period.[/size]
[size=150][color=#b31b1b][font=Arial, Verdana][b]Election of the Election Secretary (4 days)[/b][/font][/color][/size]
[size=120]If there is only one nominee for Election Secretary, then this 4 day step may be skipped at the Election Secretary's discretion.[/size]
[anchor=fptv][/anchor][size=120]To elect one Election Secretary, the vote will be held with a [url=https://bigthink.com/culture-religion/is-it-time-to-replace-first-past-the-post-voting-2/]first-past-the-post vote[/url]. This means that the nation with the most votes/majority will be elected, even if this majority is below 50%.[/size]
[size=120]Since NationStates’ regional polls allow a singular vote, the vote will be held in a regional poll. Any [url=https://www.nationstates.net/page=region_admin/region=libertarian_socialist_confederation]current councilor[/url] may set this poll up at the end of the 3 day nomination period. The poll shall last for 4 days.[/size]
[size=120]The Election Secretary, once elected, will manage the next Confederal Council election.[/size]

[size=120]The Election Secretary’s role is to open nominations and record valid nominations, create and share the relevant polls, and announce the results. The Election Secretary cannot run for Confederal Council, but can be the Founder or WA Delegate.[/size]
[size=120][b]7 days of Nominations:[/b] After being elected, “[t]he Election Secretary will . . . open a nomination and campaigning period, for all committees of the Confederal Council, that will last for 7 days.” Nominations may be recorded. [/size]
[list][*][size=120]If a nation nominates their own nation, then that nomination is already valid.[/size][*][size=120]If a nation is nominated by another nation, then their confirmation should be noted within 3 days, to prove they are active, or else the nomination will expire. [/size][/list]
[size=120][b]5 days of Voting:[/b] “After the nomination period has closed, the Election Secretary will organize a vote for each committee, running for 5 days.” There are four committees to be elected (Internal Affairs, Foreign Affairs, Outreach, and Safeguard).[/size]
[list][*][size=120]If there are 3 or less candidates running for any one committee, then an approval vote shall be held. Recently, [url=https://framadate.org/abc/en/]Framadate[/url], from the company Framasoft, has been used for approval polls. Before the service was discontinued, [url=https://poll.disroot.org/]Disroot polls[/url] were used.[/size]
[*][size=120]If there are 4 or more candidates running for any one committee, then a ranked vote shall be used to select the 3 councilors needed. It has been suggested to use [url=https://www.rankedchoices.com/home]rankedchoices.com[/url]. If taking this vote manually, then the Droop Quota calculation can be performed. Regarding the Droop Quota calculation, “votes [will be] transferred to the next preference each time a candidate is elected or eliminated in the process."[/size][/list]

[size=120]The following cannot run for the Confederal Council: the Founder, the World Assembly Delegate, and the Election Secretary.[/size]
[size=120]A 7 day period will take place for nominations and confirmations. Afterwards, committee elections will take place for a 5 day period. This process takes a total of 12 days.[/size]

[size=120]After the Election Secretary has been elected, all nations will be able to nominate candidates for 7 days. Nations may nominate others or their own nation.[/size]
[size=120]Upon being nominated by another nation, your nation must confirm its candidacy within 3 days of, or the nomination will expire. A nation can only run for one committee.[/size]
[size=120]Per the Charter, “During this period, candidates can make the case for why they should be trusted with the role, release a platform, and answer questions from other members of the region. . . . If there is [4 or more confirmed nominations for one committee] then the candidates may participate in a formal debate, respectfully and in good faith.”[/size]

[size=120]If there are no more than 3 nominations for each (the limit is 3 per committee), then an approval vote will be held.[/size]
[anchor=individual][/anchor][size=120]Voters have 3 options for voting: [i]approve, disapprove[/i], or [i]approve under reserve[/i]. If undecided or wish to abstain, choose [i]approve under reserve[/i]. Voters are not limited to an amount of any of these.[/size]
[size=120]For a candidate to be elected, a candidate must have more [i]approvals[/i] (not including [i]under reserve approvals[/i]) than [i]disapprovals[/i]. A candidate is elected when the majority of the votes [i]approve[/i].[/size]

[size=120]Each committee is only allowed 1 to 3 councilors. If there are 4 confirmed candidates or more for one committee, then a ranked vote will be held for that committee. The top 3 candidates will be elected to this committee.[/size]
[anchor=rankedv][/anchor][size=120]Voting will be done with ranked numbers. 1 means that they are your nations’ favorite. 2 is your nations’ second choice, and so on. The application would calculate the results.[/size]
[size=120][color=black]The nominees that either have had more approvals than disapprovals, or have been selected with a ranked ballot, will have been chosen by the region for their respective committees. Each term will be for 3 months before it is time for the next Confederal Council term.[/color][/size]
