The Great Northern Charter




ARTICLE I
Great Northern Charter

§1. Preamble
a. The document here enclosed, by the authority of the Founder and People of The Great North, is established as the sole and indisputable legal code of the region and shall be acknowledged as such by all entities.
b. Nations entering “The Great North” are granted the title of Lesser Lord by the Founder, King Ellenburg and will be referred to as Lesser Lord throughout the rest of the document.
i. Lesser Lord will be granted a full Lordship by King Ellenburg upon the petition of a Liege Lord and will known as Lord throughout the rest of the document.
c. The government of the region shall be known as the Northern Council. It will be the only government recognized in the region by the King.

§2. Establishment of a government

a. The governing document of the region shall be known as the Great Northern Charter. It shall cover rights granted to the Lord, government structure, government procedures, and laws to govern the region.

§3. Rights granted to the Lesser Lord and Lords of The Great North

a. All Lesser Lord and Lords are entitled to a fiefdom granted to them by the King that is to be recorded on the regions map.

b. All Lesser Lord and Lords are free to support another Lord’s candidacy for Grand Vizier through endorsements and may withdraw their support at any time without fear of reprisals from the Northern Council or other Lords on any public forum bot public or private.

c. Only Lords may vote in all moots established in this charter.

d. All Lesser Lord and Lords may express criticism of an individual government officials or the government as a whole without fear of reprisals from the Northern Council or other Lords on any public forum either public or private.


ARTICLE II
Government of the Great North

§1. Royal Family
a. The Royal Family shall contain a Founder known as King Ellenburg
i. The Founder, King Ellenburg, is an Absolute Monarch who holds power over the Lesser Lord and Lords of the North. His spoken word is to be treated as if it was law and none may challenge him unless what they are wishing is to see the inside of a dungeon.
a. King Ellenburg can name a Lesser Lord or Lord to the position of Lord-Regent at any time that pleases him and can dismiss the Lord from the position at any time that pleases him.
b. The Lord-Regent will be treated as if they are the King himself. Their word is to be treated as if it was law and can only be challenged by the King.

§2. The Northern Council
a. The Northern Council shall contain a World Assembly Delegate known as The Grand Vizier, Prince-elect, Chancery (Foreign Affairs), Baron (Domestic affairs), Troup Leader (Roleplay), Historian.
ii. The Grand Vizier is a political advisor to the Northern Lesser Lord and Lords over matter that could greatly affect them and there people from lands far away.
iii. The Prince-elect is the highest elected office on the Northern Council. Their authority is only second to King Ellenburg himself or his Lord-Regent. They keep the Kings peace through the enforce of the law and to ensure the will of the King is heard through the land through the other members of the Northern Council and to step in if any other member of the Council steps out of line.
iv. The Chancery is to hold meeting with officials from foreign lands, speaking on the Kings behalf in matter such as treaties, establish embassies and appointing emissaries, and establish criteria that must be met before a request to build an embassy from a foreign region can start.
v. The Baron communicates the will of the King with the Lesser Lord and Lords of the North. The Baron is charged with calling moots to fill the seats on the Council, appointing new Lords and ensuring the Lords have no reason to leave, and put together festivals and tournament to entertain the masses.
vi. The Troup Leader cultivates entertainment through story telling from other Lords throughout the region. The Troup Leader is charged with keeping these stories moving smoothly and keeping records of the all the fiefdom of the Lords on a region map
vii. The Historian is appointed by King Ellenburg to keep records of things going on in the region.
viii. A retainer is a Lord that is appointed by a member of the Northern Council.
a. King Ellenburg can dismiss a retainers without the approval of the Northern Council.
b. At any point in time, a member of the Northern Council may name a Lord as a retainer and delegate their authority over matters task to them in the Great Northern Charter.
c. At any point in time, a member of the Northern Council may rescind a Lords authority over any task originally given to them in the Great Northern Charter and dismiss then a if they so choose.

ARTICLE III
Council procedures

§1. Maintaining the Great Northern Charter
a. King Ellenburg can make any changes to the Great Northern Charter without informing anyone.
b. The Grand Vizier shall be charged with keeping an up-to-date record of the Great Northern Charter.
i. The Grand Vizier will inform the Prince-elect and the Historian of any changes that are being made to the Great Northern Charter.
ii. The Historian will make a record of the Great Northern Charter before it is changed by the Grand Vizier.

§2. Amending the Great Northern Charter
a. King Ellenburg can make any amendment to the Great Northern Charter that he so chooses at any time without the approval of the Northern Council or the Lords of the Great North.
b. Any Lesser Lord or Lord can give a proposal for an amendment to the Great Northern Charter to the Baron.
i. The Baron will hold a moot before the Lords of the Great North.
ii. If two thirds of the Lords of the Great North participating in the moot vote for the proposed amendment, the Great Northern Charter will be amended per Article III, Section 1.

§3. Passage of Law
a. King Ellenburg can make any Law that he so chooses at any time without the approval of the Northern Council or the Lords of the Great North.
b. Any Lesser Lord or Lord can give a proposal for a new law to the Northern Council.
i. The Northern Council will debate whether or not the proposed law in good for the region.
ii. If the Northern Council agrees that the proposed law is good for the region, the Baron will hold a moot before the Lords of the Great North.
iii. If more than half the Lords of the Great North voting vote for the proposed law, it will be added to the Great Northern Charter as a law.

§4. Enforcement of Law
a. King Ellenburg can enforce any law at any time.
b. To keep the Kings peace, the Prince-elect is charged with enforce all laws of the Great North.
i. The Prince-elect may enforce the law as they see fit.
ii. If a Lesser Lord or Lord feels wronged by the Prince-elect enforcement they may appeal to King Ellenburg to overturn their decision.

§5. Removal of member(s) of the Northern Council
a. King Ellenburg can remove any Council member at any time and call a moot to have that person replaced.
b. If a Lord believes that an official is unfit for office, the Lord will bring evidence to support their claim to the Northern Council.
i. The Northern Council will give the official being accused a reasonable amount of time to bring evidence to defend themselves.
ii. If the Northern Council believes the evidence it enough to remove the official, the Baron will set up a moot to ask all Lord if the member of the Northern Council should be removed. The Baron will give the Lords a chance to read the evidence of both sides.
iii. If more than half of the Lords of the North vote to remove the member of the Northern Council, the Baron will call a second moot to fill the position for the remainder of the term.
iv. If the position is not filled, King Ellenburg will appoint a Lord to fill the position for the remainder of the term.

§6. Treaties
a. King Ellenburg can negotiate, ratify, or withdraw from any treaty at any time.
b. The Chancery will negotiate all treaties with foreign regions and will seek the approval by the Prince-elect.
c. Any Lord can speak to the Chancery if issue(s) are found with a treaty.
i. The Chancery, if needed, will speak to the foreign region to correct the issues found in the treaty.

§7. Vacancies on the Northern Council
a. King Ellenburg can fill any vacancies on the Northern Council at any time.
b. In the event that the any member of the Northern Council becomes vacant, the Prince-elect will assume all duties of that member.
i. The Baron will call a moot to fill this position until the end of the member’s term.
ii. If the position is that of the Prince-elect, King Ellenburg will appoint a new Prince-elect until the end of the member’s term.
