The target resolution guarantees member states the ability to regulate commerce within them as they see fit, and prevents the World Assembly from restricting commerce other than that which ""causes an extreme hazard to national populations"". The repeal argues that this latter exception is too narrow; there may be worthwhile reasons to restrict commerce that do not reach extreme levels, or directly affect national populations - for example, to safeguard the environment. It also refers to some poor wording throughout the resolution, such as its creation of a World Assembly committee that is inadvertently directed to ""investigate, mediate, and arbitrate"" all conflicts that may take place involving member states, as well as its consistent reference to ""national governments"" of member states, failing to take into account member states whose governance is not at the national level. The author has also prepared a [url=]replacement proposal[/url] as a substitute for the target's requirement for member states to compensate their residents for any property or money they seize.

[b]Ministry Analysis:[/b]

While the enforcement of the blocker on commerce restrictions has historically been lax, due to the vagueness of the ""extreme hazard"" phrasing, it nonetheless overly hinders the World Assembly's ability to enact important regulation. The repeal's points are well-argued and pertinent overall, and the replacement draft - which is or will shortly be ready for submission - is a definite improvement on the target. As such, the ministry recommends a vote FOR this resolution.
