Fellow South Pacificans,

It is once again time to elect a new Delegate of the South Pacific. Article 3 of the LinkElections Act stipulates:

3. Office of the Delegate

(1) The Delegate will be elected in a two-step process, with the Assembly voting on a slate of nominees on the forums, and the top two candidates in that process being voted on by regional poll on-site.

(2) On the first of every January and July, the Assembly will convene for the first round of Delegate elections.
a. Any eligible legislator wishing to run for Delegate may declare their candidacy, and the Assembly will debate the merits of their platform. Any player who has been banned from World Assembly membership will be considered ineligible and any candidate who is later discovered to be banned from World Assembly membership will be immediately disqualified. Legislators wishing to run for Delegate must hold a number of endorsements equal to at least 80% of the existing applicable endorsement cap at the commencement of the election period.
b. The campaign and debate period will last one week, after which the Assembly will vote for 3 days.
c. This round of voting for delegate will be conducted using Approval Voting.
d. The two candidates with the highest number of approvals will move to a second round of voting conducted via a poll of Native World Assembly members.
e. Should the voting result in a tie, more than two nations may move onto the second round of voting.
f. If an advancing candidate receive less than 50% approval, the option to Re-Open Nominations will be 'approved', and the process for that slot shall begin again at the campaign and debate period.

(3) After receiving the top candidates in the forum election, an Election Commissioner will create a week-long regional poll accessible to Native World Assembly members, instructing them to vote for their preferred candidate.
a. A Dispatch containing the campaigns of all candidates will be created to aid voters in their choice.
b. Members of the South Pacific Special Forces who are on deployment for the whole duration of the regional poll are eligible to cast a vote. The Minister of Defense shall provide a list of deployed personnel to the Election Commissioner. Members on the list who send the Commissioner their vote through a telegram and a public post on the Regional Message Board which tags the Election Commissioner and notes who their vote goes towards shall have it added to the final tally.
c. The candidate who wins a majority of the votes will be declared the Delegate-elect.
d. If no candidate wins a majority of votes, the top two candidates will be placed in a runoff election, mimicking the previous round of voting.

(4) The Delegate-elect will be considered formally inaugurated upon achieving the most endorsements. Prior to inauguration, the sole responsibility of the Delegate-elect is to gather endorsements, in coordination with the incumbent Delegate and in cooperation with the Council on Regional Security. The incumbent will continue to hold the office of the Delegate and will remain responsible for all responsibilities of that office, serving out the remainder of their term, until the inauguration of the Delegate-elect.

  • Declarations shall begin on July 01 at 12 AM (UTC) and conclude on July 08 at 12 AM (UTC) Link(click for countdown).

  • Campaigning shall begin on July 01 at 12 AM (UTC) and conclude on July 08 at 12 AM (UTC) Link(click for countdown).

  • Voting for the forum round shall begin on July 08 at 12 AM (UTC) and conclude on July 11 at 12 AM (UTC) Link(click for countdown).

  • Voting for the gameside round shall begin on July 12 at 12 AM (UTC) and conclude on July 19 at 12 AM (UTC) Link(click for countdown).

HOW TO VOTE

There will be two rounds of voting: the results of the first round, held on the regional forum, will determine the candidates that will advance to the second round, held via regional poll.

Forum Round

Voting for the forum round will be conducted using Approval Voting with multiple winners, where voters may vote for one or multiple candidates to the extent that they approve of them.

You may cast your vote your in one of two ways:

  • Casting a public ballot by voting in the form of a reply to this thread. Your vote will be publicly available and may be seen by all.

  • Casting a private ballot by voting in the form of a Linkprivate message to the Vote Collector account. Your vote will remain private and will be published without your name, so that it cannot be related to you.

Voting for the forum round shall begin on July 08 at 12 AM (UTC) and conclude on July 11 at 12 AM (UTC) Link(click for countdown).

Gameside Round

Voting for the gameside round will be conducted using the regional poll functionality, where voters may vote for one candidate out of those who advanced from the forum round.

You may cast your vote your in one of two ways:

  • Casting a public ballot by choosing one of the available options in the poll linked below. Your vote will be publicly available and may be seen by all.

  • Only if you are away from the region on deployment with the Special Forces, casting a ballot by sending your vote to the Election Commissioner through telegram and posting it on the Regional Message Board (RMB). Your post on the RMB must tag the Election Commissioner in order to be counted.

Voting for the gameside round shall begin on July 12 at 12 AM (UTC) and conclude on July 19 at 12 AM (UTC) Link(click for countdown).

CERTIFICATION OF RESULTS

Pursuant to the Elections Act I confirm that, to the best of my knowledge, the following is true:

  • That an election for Delegate of the South Pacific has been held between the days of 01 July and 11 July 2021.

  • That all candidates have complied with the requirements set out in the Elections Act.

  • That all votes have been cast by eligible legislators and have been counted correctly in accordance with the rules of Approval Voting with multiple winners.

Consequently, and pursuant to Article 1 of the Elections Act, I, Kringalia, Election Commissioner, have the pleasure of certifying the following:

  • The persons listed below have obtained a majority of the votes, after all approvals have been properly counted, and therefore are to be considered as having advanced to the gameside round to be held on 12 July at 12 AM (UTC).

ADVANCED TO GAMESIDE ROUND

Pursuant to the Elections Act I confirm that, to the best of my knowledge, the following is true:

  • That an election for the has been held between the days of 12 July and 19 July 2021.

  • That all candidates have complied with the requirements set out in the Elections Act.

  • That all votes have been cast by eligible voters and have been counted correctly in accordance with the rules of voting via regional poll.

Consequently, and pursuant to Article 1 of the Elections Act, I, Kringalia, Election Commissioner, have the pleasure of certifying the following:

  • The person listed below has obtained a majority of the votes, after all votes have been properly counted, and therefore is to be considered as duly elected to the office of Delegate of the South Pacific for the term starting on the date when they achieve the highest endorsement count in the region.

DELEGATE-ELECT

* A vote for Amerion was cast by Moonfungus but was not counted on account of the fact that the Minister of Defence verified that no Special Forces personnel were deployed at the end of the voting period.
