Welcome to the Union of Wreath and Rose, a region dedicated to world-building, community, and empowering member nations. This welcome guide will get you acquainted with our government's structure and functions for new and prospective member nations. It also includes our embassy policy for diplomats.

Let us begin with a brief description of the areas in which the Union of Wreath and Rose is proud to stand out in. The Unions beautiful map and internal news service act as the seeds for our growing lore-crafting interest. Our Department of World Assembly Representation consistently assures our members are represented on the world stage by recommending votes and promoting WA membership. Our Charter guarantees all member nations a right to have their voice heard and vote counted in the Legislative Assembly. Ample room also exists in the Executive Council, meaning experienced players have fast opportunities to gain influence and exercise their ideas. In these and more ways, we aim for the Union to be a shining beacon of the possibilities here on NationStates, and having you join us in that goal could only help us!

The Union of Wreath and Rose functions through a combination of top-down control with meaningful room for elected power to influence and guide it.

The Foreman is the ultimate authority in the Union by virtue of controlling the Foreman's gavel and seal, the Founder Nation.

Our government offices are called departments, and are held by officials called deputies. Departments include any division of government functions, such as diplomacy, The Legislative Assembly, or World Assembly representation. Deputies are appointed by the Foreman, or elected by the Legislative Assembly, to oversee departments. Deputies along with their departmental duties, are expected to regularly communicate and plan an agenda with the Executive Council.

The Executive Council is made up of all deputies, and the Foreman, and is responsible for the day to day operations of the Union.

Our legislature is where the Union of Wreath and Rose sets itself firmly as a meritocracy. Any member nation may introduce a motion into the Legislative Assembly. Motions, once passed, become resolutions that a council enacts. The originator of the resolution may take the Council Head position. The Council Head is the member nation given responsibility to manage the council as they see fit. This directly rewards those who affect change in our government with power.

A council is a group of member nations who volunteer to bring the Union into compliance with a resolution. Councils are formed when a resolution is created, and dissolved when everything in the Union has been brought up to date with the resolution. Councils are always made of all member nations interested in participating.

The Lagman is the Deputy of the Legislative Assembly, and the highest elected position inside The Union of Wreath and Rose. Being a deputy, the Lagman handles the day to day functioning of the Legislative Assembly. They are also responsible for being Council Head if the originator of a resolution does not wish to be. They represent member nations in the Executive Council. The Lagman is elected once every 3 months by vote in the Legislative Assembly.

The full structure of our Union is defined by our Charter of Union.

Joining the Linkdiscord is an important part of participating in the Union. We host our government departments and elections there, so to expand the limits of your time here, be there!

New member nations wishing to establish themselves in the Union should say hello on the Regional Message Board, and endo-swap with other member nations. From there, consider seeing who the current WA Representative is, and endorsing them if you choose to. There may also be an active poll to join in!

For information regarding endorsement-swapping, see our Endorsement Guide.

Recruitment is also of critical importance, and can be done by any member nation. See How To Recruit.
