Charter of The Union of Wreath and Rose
This Charter is the founding document of the Union of Wreath and Rose. It serves as the governing document of the Union. All ultimate powers to make decisions rest in the hands of the Rose.
Laws
A law regulates a form or function of the Union of Wreath and Rose. All law in the Union must be present in the Charter, the Forum lawbook, or the individual Keep rulebooks to be valid. Where not covered by law, officials are empowered to decide forms and functions in their power at their discretion.
The Charter may be amended by a successful 2/3rd vote in the Forum. These amendments must and may only edit the Charter.
Forum Laws
Forum laws are any laws affecting the form or function of the Forum. These must be approved by a majority of cast votes in the Forum.
Keep Rules
Keep rules are rules to govern individual Keeps. Keepers may create rules for their Keeps, and the Forum may pass rules for any or all Keeps.
The Mob
The Mob is the combined member nations of the Union. Each member of the Mob holds the right to join the discord and to vote in the Forum, to run for Wreath, and to seek participation in government.
Greenhouse
The Greenhouse is the Executive cabinet of the region. This body is composed of the Keepers, the Rose and the Wreath. It is empowered to decide and oversee the daily operation of all government forms and functions where not regulated by the Charter. The Greenhouse is responsible for the implementation of amendments to the Charter.
Veto
If the Greenhouse decides by 2/3rd majority a newly passed piece of legislation is dangerous or harmful to the region, the Greenhouse may veto or modify the legislation. The Greenhouse must provide a detailed description of every potentially dangerous or harmful portion of the legislation.
Modified legislation must be approved by the Wreath before becoming law as normal.
If reached, an 80% majority in the Forum overturns a veto.
This will apply to legislation regarding Keep rulebooks, and amendments.
Keepers
A Keeper manages one or more Keeps, a subdivision of government with a specialized focus. Keepers are tasked to decide the forms and functions of their Keep, plan an agenda monthly for their Keep with the Greenhouse, and to complete their planned agenda in a month's time.
World Assembly Delegate
The World Assembly Delegate will also be the Keeper of World Assembly Affairs, and is appointed automatically by NationStates based on the highest endorsements.
The Forum
The Forum is a voting body made of the Mob. All Mob members hold the right to introduce amendments to the Charter in the Forum, and to vote on amendments in the Forum. The Forum may also elect Keepers to unfilled positions, and remove an inactive Keeper by a successful super-majority vote.
Wreath
The Wreath acts as Head of the Government. They are empowered to decide and oversee the forms and functions of the Forum where not otherwise regulated by the Charter, and to oversee the Greenhouse. The Rose shall divest the powers of Head of Government to the Wreath, maintaining all rights to exercise such powers during occasions necessary for the benefit of the Union.
Wreath Elections
The Wreath elections begin on January 1st, April 1st, July 1st, and October 1st. The campaigning period lasts five (5) days from, and including, the 1st. During this period, any Mob member present in the Discord may nominate themselves for the position of Wreath, and begin campaigning. A voting period of two days begins immediately after the campaigning period. In the event of a tie, the Rose casts the breaking vote. The Wreath-Elect assumes power on the 8th of each election month.
Impeachment
The Wreath and all Keepers may be removed by a 2/3 vote of the Forum. This power does not preclude the Rose from Re-appointing the Keeper to their post. The reasons for removal are:
Treason
An intentional Act or Acts knowingly against the interests or health of the Union, or an intentional Act or Acts disregarding the interests or health of the Union in favor of personal or extra-regional goals.
Conspiracy against the Charter
An Intentional Act or Acts, outside lawfully allowed actions, to undermine the effectiveness or integrity of all or part of the Charter, or any intentional inaction to undermine the effectiveness or integrity of all or part of the Charter.
Dereliction of Duty
Repeated inaction in the execution of duties pertaining to the Office of the Union which the official holds responsibility for, without prior warning nor expected end date.
Rose
The Rose is the individual in control of the "Foremans Gavel and Seal," the Founder Nation of the Union of Wreath and Rose. Ultimate authority and responsibility on all matters of the Union of Wreath and Rose is granted to the Rose. The Rose is the Head of State for the Region, the individual who is the ceremonial head of the Region, and represents the region internally and externally.
Punishment
If found guilty through the method set forth in the Charter, the guilty party will be removed from Office, and may face further charges up to and including permanent revocation of Union membership and permanent banishment as deemed reasonable and appropriate.
