and [b]accident insurance[/b] to receive treatment. Unlike other countries with [b]socialized medicine[/b], the Alteran healthcare
system is [b]not tax-based[/b] or [b]financed[/b] by employers. However, employers can offer [b]financial incentives[/b] to reduce
the cost of healthcare insurance to its employees and their families.[/size][/color]

[size=120]The healthcare in Altera, like in most developed nations, is [b]universal[/b]. This means that [b]all citizens[/b] and [b]civilians[/b] are entitled to receive medicine, medication and support at no extra cost.

Healthcare within Altera regulated by the Government body, the [b]Council for Health and Social Care[/b].

Whilst the regulatory body is run by state, there are no free state-provided health services. Instead, [b]private health insurance[/b] is compulsory for all persons residing in the Altera Confederation. Health insurance is to be organized within [b]three months[/b] of [b]taking up residence[/b] or [b]being born[/b] in the country.[/size][/font]

[size=120]Health insurance covers the costs of [b]medical treatment[/b], [b]emotional[/b] and [b]physical therapy[/b], [b]hospitalization[/b] and [b]post-treatment support[/b] of the insured. Despite healthcare being provided by [b]private insurers[/b], the insured person pays [b]part of the cost[/b] of treatment.

Payments to private insurance providers are done by one of three methods:
[*] Paid annually, quarterly or monthly by direct debit
[*] Deducted from PAYE compatible payslip
[*] Paid by employers, as part of a employment or Indentured Employment Contract

The amount paid by citizens depends upon which group the insuree comes under:
[*] Adults aged 60+ pay 205Ͼ ($246) a month
[*] Adults aged 30 to 59 pay 275Ͼ ($330) a month
[*] Adults aged 20 to 29 pay 240Ͼ ($288) a month
[*] Adults aged 16 to 19 pay 180Ͼ ($216) a month

Children under the age of 16, and retired adults over the age of 65 are not required to pay for their insurance. Young adults aged 16 to 19 are not responsible for paying it themselves if they are in full time education; rather their primary caregiver is responsible for that payment.

However, not everyone will pay the above quoted prices. Private Health providers [b]may charge more[/b] on top of the above baseline costs. Whilst some providers use the increased costs to cover the cost of [b]paperwork[/b] and [b]bureaucracy[/b], some providers [b]offer incentives[/b] to purchase their products, such as:
[*] "Combination" Insurance packages to include home, car and travel insurance
[*] Access to unique perks, including air miles, subscriptions to magazines and coffee vouchers
[*] Free or reduced cost of gifts, including televisions, watches and holidays
[*] Access to insurer-owned facilities, healthcare and services

[size=120]Once a health insurance package is agreed upon and started, all healthcare needs are covered by the insurance. There are no extra costs, requirements for advance payment or post-treatment bills.

However, there are exceptions to what isn't accounted for under health insurance:
[*] Non-emergency cosmetic surgery
[*] Exercise or dietary supplements
[*] "Premium" or branded frames for glasses
[*] Alternative medicine treatments or supplements
[*] Health foods or non-meat alternatives
[*] Vaccinations for travelling abroad

If visitors to Altera require medical services but do not have the appropriate insurance, they would be subject to billing upon completion of the treatment. Likewise for Alteran nationals, whilst a lack of insurance is a criminal offence, citizens requiring treatment would also be billed. However, some cases waiver the cost of treatment, such as:
[*] Child birth (including premature births)
[*] Accidents and emergency treatments
[*] Healthcare for Alteran-based diplomats, embassy staff and other international staff
[*] Suicide prevention and severe mental-health related conditions
[*] Citizens born with degenerative, life altering conditions[/list]

[size=120]Typically, most Alterans, when retired, will continue to live independently or within their family units - and as such would have access to care provided for by their family and relatives.

In these cases, families and elderly citizens are entitled to, through their insurance schemes, gain access to a variety of care support networks - which include home visits, community clubs and projects, free public transport and transport to and from healthcare and social care facilities.

However, living alone or with family units is not their only option. Many Alterans choose to retire in retirement villages, either living in flats, small dwellings or communally in larger homes. These homes and villages tend to be gated communities, with shops, entertainment and care facilities all within the local area.

All citizens are able to gain access to these facilities if they have [b]retired[/b] and are [b]over the age of 65[/b]. However, as with the cost of different insurance providers, some of these gated retirement villages charge additional costs for more luxurious locations, facilities or a higher standard of care.[/list]

[size=120]The vast majority of the costs are covered through the [b]health insurance[/b] scheme. However, it is estimated that this income alone does not account for the full cost of care. Where appropriate, the state provides additional funds to "top up" the cost of care giving.

This is most evident in the cost of [b]social care[/b], where an increasing proportion of the state are [b]non-productive[/b] citizens, but still require [b]expensive[/b], [b]long-term[/b] care.[/size][/font]
