Presidential Observation Act 30/11/20

PRESIDENTIAL OBSERVATION ACT
As the Presidency, or "regional executive", is an elected and authoritative figure, and because of a lack of balances on Assembly power:
    1) Establishes the right of the President to "Observe and Effect"(OnE)
    2) Defines the process for an OnE as follows:
      a. once a piece of legislation is passed in the Assembly, if the President deems it to be damaging to the region or is otherwise adverse to the legislation, initiated the OnE procedure
      b. This is done by the President invoking his/her right to effect an OnE.
      c. Once effected, the bill in question is blocked immediately, and sent back to the assembly for a re-vote, which must be passed by a super majority (2/3)
      d. If the bill passes this stage, then the President can not effect a secondary OnE.

    3) To balance this power, the Assembly is allowed, if it deems fit, in the case of a triggered OnE, to take up the matter with the Slide Court under one of the following objections:

      a. The bill was passed unanimously
      b. The bill is acceptable under the President's party's constitution or manifesto, i.e. the area in question is explicitly mentioned
      c. The President no longer has the region's support either in a general sense or on the specific issue in question. This is to be ascertained through regional polling, adhering to the Region's usual standards of polling.

    4) The Slide Court will have the final decision on the matter, although both the Assembly and the President have the right to an appeal of the Court's decision.
    5) If, for whatever reason, the Slide Court is unable to reach a decision on the OnE, then the Founder shall have the casting vote on the issue.
